Responsibilities:


· Provide support for a complex OnPremise messaging environment, including existing Exchange 2010 and legacy Exchange 2003 on-site instances, POP3 services and legacy Good mobile email platform, including maintenance, troubleshooting and performance tuning, and general administration.

Indonesia: Monitoring, Evaluation & Learning Officer -SII

Functional context


In 2010 Hivos Southeast Asia started the Iconic Island initiative. The Indonesian island of Sumba was chosen as the ‘Iconic Island’. Hivos Southeast aims to provide access to reliable renewable forms of energy to the population of this island, and in doing so, ending their dependency on fossil fuels and support development and economic activities of the local population. With years of experience working with partner organizations to establish access to sustainable energy in developing countries, Hivos Southeast Asia is convinced that converting to sustainable energy while combining poverty reduction, is possible on a large scale. The results of the Iconic Island initiative should become an example for other parts of the world.


In December 2015, Hivos Southeast Asia signed a partnership agreement with the Millennium Challenge Account-Indonesia (MCA-I) which allows Hivos Southeast Asia to rapidly scale up renewable energy access and income benefits by replicating the successful approaches and business models developed under our Sumba Iconic Island (SII). The partnership agreement is working to achieve two outcomes, including:


1) Improvement of rural livelihoods through utilization of renewable energy in rural communities; and


2) Sustainable business models to create market (energy market and energy appliances market) of off-grid RE technologies adopted.


The ME&L Officer (SII) is responsible for monitoring, evaluation and learning dimensions of Sumba Iconic Island programme and operates in accordance with the Hivos Southeast Asia policy and donor requirements, which in this case is the Millennium Challenge Account-Indonesia (MCA-I). The ME&L Officer works closely with Field Project Manager SII, PM/Deputy PM Green Energy, Hivos Southeast Asia’ DMEL Officer and Consortium Partners (Village Infrastructure Angels, Winrock International and Yayasan Rumah Energi) to accurately monitor the phases of the project to ensure proper roll-out, monitoring results indicators using the SMART concept and analysing the evaluation results. S/he translates the project’s Result Chain into tangible indicators for monitoring and evaluation; analyses, validates and aggregates outputs, outcomes and learning in all phases of the process, in close partnership with other project staff.


Together with Hivos Southeast Asia’ DMEL Officer, the ME&L Officer validates the potential sustainability and scalability of innovations, experiments and tests solutions through formative, summative and real-time evaluation on the basis of relevant expertise and experiences and also manages the assessment, validation and improvement of performance during the project cycle itself. At the beginning, s/he focuses on the procedural and logistics aspects of accountability and transparency: data collection, reporting, etc and in a later stage wilkl take the lead on collection of material and writing the best practices/lesson learned from the Sumba Iconic Island project.


The ME&L Officer will lead in delivering fact-based evidence according to the proposed project outputs based on MCA-I’s requirements and will enhance the quality of new and/or ongoing project activities.


The ME&L Officer position is part of the Sumba Iconic Island programme delivery team, coordinating with Hivos Southeast Asia and consortium partner’s M&E staff. The ME&L Officer provides the technical evidence to be used by the Sumba Iconic Island projects teams and works in close partnership with all positions mentioned above, to provide back-up and support to successfully implement activities and put forward proof to convince donors of Hivos Southeast Asia’ Theory of Chance and operational capacities.


Roles and responsibilities


  1. To play a proactive role in the implementation of the multi stakeholders Sumba Iconic Island initiative which aims at realising 100% renewable energy at Sumba.

  2. To sharpen, manage and implement the monitoring evaluation and learning framework and systems according to the MCA-I reporting templates and data collection tools.

  3. To ensure project compliance with MCA-I reporting requirements.

  4. To coordinate, manage and be responsible for data collection from the field, analysis and reporting performance indicators by programme/project team members and programme/project counterparts with Hivos DMEL Officer.

  5. To provide overall management for the implementation of the framework in coordination with Hivos Southeast Asia DMEL Officer.

  6. To coordinate or facilitate specific areas of data collection as defined in the framework.

  7. To assist the project staffs in the development of regular progress reports according to MCA-I requirements.

  8. To regularly review and update the project’s monitoring evaluation & learning plan.

  9. To assist on the progress of the project, including: monitoring and evaluation of the impact and outcome, providing regular progress report.

  10. To be responsible in research, studies and survey and evaluation activities.

  11. To prepare lessons learned from the project and develop a plan for future activities.

  12. To support the knowledge dissemination through trainings, mentoring and field visits.

  13. To contribute to Hivos Southeast Asia’s overall organizational and policy development.

  14. To be a reliable and supportive team member to the whole team.

Knowledge, experiences and competencies


  1. Relevant work experience: at least 3 years.

  3. Extensive experience in developing M&E framework and its ongoing management within renewable energy issues

EQWIP HUBS is a dynamic platform of diverse actors and young people working together to develop solutions to both local and global social, economic and environmental challenges in six countries around the world. Position Description:


The HUB Coordinator, reporting to the Country Manager, will provide leadership and management for the local HUB and its associated activities. S/he will support activities to build partner and youth capacity in livelihood development. S/he will establish and maintain positive, collaborative and productive relationships with project staff, implementing partners, youth participants and volunteers.


KEY RESPONSIBILITIES

Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Deputy Chief of Mission (DCM) in Jakarta, the successful candidate will be responsible for the management of the Migrant Outreach and Messaging in Indonesia (MOMI) Project, and s/he will serve as a public information / media focal point for the implementation of all related activities required for IOM Indonesias active projects to promote IOM and raise awareness of migration issues in domestic and international media and among the general public.


Specific objectives of this Project are to i) provide all irregular migrants under IOMs care, accurate and timely information on Australias policies in relation to irregular maritime arrivals and the consequences of pursuing irregular pathways from Indonesia in their native languages; ii) encourage potential irregular migrants under IOM care to pursue formal refugee status determination processing through the UNHCR rather than through the illegal channels of a people smuggler.


Core Functions / Responsibilities:


  1. Provide advice, analysis and input to the DCM and COM with regard to the implementation of

MOMI project and Public Information activities.



  1. Coordinate with the Governments of Australia and Indonesia to obtain regular updates on government policies and messaging with regard to irregular migration.




  2. Coordinate interpreters and office Managers to ensure there is adequate coverage to disseminate information to the target audiences in their native languages.




  3. Organize the collection, translation and analysis on a regular basis, the relevant information materials pertaining to irregular migration, including media coverage, and Government of Australia and branded information about existing and emerging policies and suitable deterrence messaging.




  4. Use the information materials to inform irregular migrants under IOM care about Australia’s policies towards irregular maritime arrivals and the consequences of irregular migration to Australia.




  5. Assess project activities and provide the donor with regular detailed reporting and analysis of the knowledge, attitudes and perceptions of IOMs caseload towards the information they are receiving.




  6. Monitor the administrative, budgetary and financial activities of the project, and propose corrective measures in coordination with the Missios Resource Management Officer (RMO) and DCM.




  7. Serve as the public information/media focal point and spokesperson for all matters pertaining to the visibility of IOM and its work in Indonesia, which includes: (a) the development of PI and multimedia strategy; (b) the drafting, editing and dissemination of IOM briefing notes, press releases and PI materials/reports within the Mission, Regional and IOM globally and to external sources; (c) the update of IOMs communication platforms; and (d) the coordination with national and international media; (e) aligning/coordinating media messaging and campaigns with RO BKK and Media HQs.




  8. Coordinate with MCD HQs facilitating use of IOMs Community Response Map as a feedback and monitoring tool for the mission and partners.




  9. Provide supervision and guidance to project personnel, interpreters and other relevant staff in IOMs offices in Indonesia, as well as to the media partners with regard to their work related to IOMs activities around the country.




  10. Participate in key mission events and workshops, and undertake duty travel relating to project and PI activities, as required.




  11. Perform such other duties as may be assigned.



Required Qualifications and Experience:


Education


• Masters degree in Journalism, Communication and International Affairs or a related field from an accredited academic institution with five years of relevant professional experience; or


• University degree in the above fields with seven years of relevant professional experience.


Experience


• Experience in managing communications projects for international organizations and/or donor agencies, preferably related to information sharing with irregular migrants; assisting vulnerable groups, community development and/or conflict issues;


• At least two years’ experience or involvement in IOM media and campaign protocols and


messaging;


• Experience in information, media management, campaign development, monitoring and evaluation, preferably in Southeast Asia;


• Experience in writing and editing in international journalism and/or public information, media management, campaign development, monitoring and evaluation, preferably in Southeast Asia;


• Knowledge of migration trends and issues in Southeast Asia generally and Indonesia specifically;


• Good knowledge of project development, administration and evaluation concepts and procedures;


• Experience preparing and executing media & development communications strategies;


• Good command of photography, script writing and video production is advantageous;


• Public speaking and camera experience an advantage;


• Excellent writing and editing skills in English; advanced Bahasa Indonesia highly desirable;


• Experience working in Southeast Asia an advantage.


Languages


Fluency in English is required. Working knowledge of Bahasa Indonesia is an advantage.

Indonesia: Country Director


THE POST: COUNTRY DIRECTOR


Position Summary :


The Country Director ensures an integrated approach in the development and execution of Program and project work plans and outcomes in the country. This role is the conjugate between national program staff and Program leadership.


The Country Director provides leadership and coordination support to the country department managers in GPSEAs Program, and ensures the integrated Project teams work effectively together to advance the organization’s regional and global objectives. This position is responsible for the delivery of the integrated Program in the country.


As the leader of the Country Coordinating Team (CCT), (s)he helps to ensure that GPSEA organizational policies and operational procedures are adhered to and implemented in the country office, providing regular updates to the Senior Management Team (as required). Where appropriate and as delegated (by the Executive Director and/or Programme Director), the Country Director will serve as the legal and external representative for Greenpeace in the country.


The Country Director will also serve as a member of GPSEA’s Regional Management Forum and the Program Director’s Team.


Key Duties



  1. Develop and manage a high performance Programme country implementation team




  2. Provide strong national based implementation of GPSEA’s Programme goals.




  3. Ensure the delivery of projects, targets and Programme work in the country; oversee the implementation, monitoring and evaluation of the organizations regional strategic plan in the country.




  4. Lead the Programme planning in the country office.




  5. Oversee the implementation, monitoring and evaluation of the organizations regional strategic plan in the country.



Major Responsibilities


1. Delivery of globally aligned, regionally coordinated, national implementation of GPSEA Programme in Indonesia.


· With the country based Programme staff, deliver high quality, regionally and globally aligned projects


· Lead the in country Programme planning and evaluation processes, maintain an overview of project and implementation plans in country, ensuring milestones and reporting requirements are met.


· Oversee an effective internal communications system to ensure that all staff working in the Country is informed of GPSEA’s strategic, operational and prioritization decisions.


· Oversee the development and maintenance of effective communications to promote the image and activities of the organization in the wider community.


2. Financial, Legal and Operations support


· Ensure country Programme work delivery is in budget, on time and meets objectives, within the administrative compliance policies of GPSEA.


· In cooperation with relevant operations staff, ensure Country office compliance with all local legal rules and regulations for an international organization. Provide input to the development, review and update of GPSEA systems, policies and procedures.


· Represent Greenpeace legally in country, serve as signatory to staff contracts, third party contracts and other official documents, within organizational approval protocols


· Oversees and ensures that Programme staff adhere to security regulations, procedures and Standard Operation Procedures including acting on violation against security policies and procedures


3. Capacity Building and Human Resources


· Ensure sufficient and capable staffing for country delivery of GPSEA Programme


· Oversee the recruitment and selection of Programme staff


· Support the training and development of key staff


· Promote a global mindset and culture in the country office


· Inspire, develop, and motivate all staff working for country Programme to ensure effective delivery of Programme priorities


4. Staff Management


· Acts as direct line manager of the Country Programme Management Team members by reviewing individual work plan, managing performance, providing advice to ensure that staff deliver on their performance objectives


· Provide Project Management support as required to project leads in country


5. As part of the GPSEA’s Programme Leadership


· Contribute to the overall strategic direction of the Programme to ensure the achievement of GPSEA’s Programme and organizational objectives.


· Deliver new global working practice and maximize the opportunities for GPSEA’s work within the Greenpeace community.


· Provide regular updates on country programme delivery, advise on emerging national issues


· Serve as the external representative for Greenpeace Southeast Asia in country when delegated


· Identify and communicate relevant project and country risks to Programme and Operation Support and provide mitigation controls


6. As part of the Programme Leadership


· Convene the Country Coordinating Team and work with Fundraising and Organizational Support staff in the delivery of the countries set contributions to the GPSEA three-year strategic plan


· Serve as a member of GPSEA’s Regional Management Forum and the Programme Director’s Team


· As delegated by the Executive Director, assist in maintaining an effective relationship with the national Board including delivery of reports and updates, attendance at Board meetings, and liaison with Board


  • Perform other duties and projects as assigned or delegated by the Programme Director and/or Executive Director

Level of Education:


Bachelor Degree


Field of Study:


Arts or Science degree, or equivalent experience working on environment campaigns


Work Experience:


· Understanding of, and experience in, Southeast Asia, preferably with a INGO or campaigning organisations with the ability to work in culturally and geographically diverse environments specifically in context related to activism, engagement and digital landscapes


· Strong oral and written communications skills and fluency in English, at least one other relevant regional language preferred.


· At least 6 years of professional experience with at least 3 years in successful people management roles.


· Project and people management experience in multidiscipline environments, preferably in campaigning organisations.


· Understanding of marketing and mobilisation/activism strategies – from development to evaluation.


· Strong background in leading and managing change.

• Conversant and proven experience with complex and difficult rigging and lifting activities to comply with international industrial standards
• Familiar with all requirements of local legislation and applicable code and standard for lifting, such as BS EN 12079, DNV 2.7-1, etc
