Project Summary:
The Strengthening Integrity and Accountability Program 1 (SIAP 1) contributes to good governance in Indonesia by strengthening integrity and accountability in government principally at the national level. It will do this by supporting governmental and non-governmental efforts to strengthen integrity and accountability.
Position Summary:
The Consultant will coordinate and manage all technical aspects of a criminal justice system comparative study visit to the Netherlands and France by a delegation from the Government of Indonesia. The Consultant must compile information packets containing relevant information on the Criminal Justice Systems in both the Netherlands and France. A maximum of 20 days is authorized for this consultancy.
Responsibilities:

Develop the agenda of activities for the study visit to both the Netherlands and France.Serve as main point of contact with representatives from various universities and law enforcement practitioners, and arrange meetings with the relevant persons in both the Netherlands and France.Prepare information packets for the study visits to both the Netherlands and France.Arrange for the delegation to observe activities of the Criminal Justice Systems in both the Netherlands and France.Support the Indonesian Anti-Corruption Commission (KPK) to compile material for training and/or sharing that is relevant with the objective of the study.Ensure the availability of source/trainer and material from universities in the Netherlands and France.Accompany KPK’s team in all study activities in the Netherlands and France and ensure mentoring from experts on Dutch law (if needed) during comparative study in the Netherlands and France.Support KPK in compiling a program report that includes: all compiled information material; presentation material; case study material; recommendations on how to implement findings; and other items to be discussed.

Qualifications:

Must be an expert in Indonesian law or have expertise in law, especially criminal law.Must have 10 years of experience in academia, research, lecturing or as law enforcement practitioner working on legal issues, especially criminal law.Able to organize events such as trainings, focus group discussions, workshops, etc.Have a good network with universities and law enforcement communities in Netherlands and/or France.Knowledge of the various efforts used to eradicate corruption in Indonesia, preferably an expert who was previously involved anti-corruption activities.Must be available and willing to travel to the Netherlands and France.Must be able to speak English.Must be able to speak and write in Bahasa Indonesia.

DUTIES:

 The applicant coordinates extensive office support services for programs and office needs concerning the following such functional areas as fiscal and procurement, asset forfeiture, vehicles, travel, and personnel. Maintains all logs, files and documents related to the imprest fund. Reviews and process documents requesting the expenditure of funds. Obligates these funds in the automated financial system. Coordinates purchases and verifies amounts prior to payment. Ensures that adequate supplies are maintained in the office. Serves as Communication Security (COMSEC) custodian responsible for the receipt, custody, safekeeping and destruction of material.

Queries Narcotics and Dangerous Drugs Information System (NADDIS) and other information systems to obtain vital information concerning vehicle and aircraft registration, telephone subscriber information, street directory information, and utility checks. Reviews travel requests and obligate funds in automated financial system. Maintains a file for each vehicle, documenting information such as, mileage, repairs, general maintenance, gasoline, etc. Processes vehicles for disposal, when required. Prepares monthly vehicle reports. Provides personnel liaison assistance in the areas of employment, employee orientation, time and leave, employee benefits, awards, classification and pay, and employee relation matters. Coordinates office personnel action and ensures the necessary documentation is completed.

QUALIFICATIONS AND EVALUATIONS:

Grade 08: Qualifying experience for the GS-8 level includes one (1) year of specialized experience equivalent to the GS-7 level in the Federal service that included assisting in the planning, review, and reporting of data/statistical results of program or project studies; or maintaining an automated system of program-specific data to track information such as milestones, progress reports, funding accomplishments, and compliance strategies.

PROFICIENCY REQUIREMENT: Applicant must be able to type 40 words per minute.
