Position Purpose

Pact is seeking a Senior Grants Manager for a USAID-funded project to oversee the management of grants to Indonesian civil society organizations working in the area of HIV/AIDS and capacity development. The Senior Grants Manager will be responsible for all aspects of the grant management process and financial oversight of the grants. S/he will play an important role in strengthening the capacity of Indonesian civil society through the administration and management of grants and provide technical assistance to strengthen financial management practices of grantees. S/he will be responsible for ensuring compliance with USAID rules and regulations and Pact’s policies. The Senior Grants Manager will manage a team of grants, finance and administration staff in Jakarta and three additional offices within Indonesia. This is a national positional The Senior Grants manager will report to the Chief of Party and work closely with Pact headquarters office in Washington DC.

Key Responsibilities

•Administer the full cycle of grants management which includes management of the solicitation process, pre-award assessments, negotiation, issuance of the sub-award, monitoring and compliance visits, and close-out procedures

•Lead and supervise the grants unit, and finance and administrative team in Jakarta and field offices

•Include applicable special award conditions in the sub-award agreements

•Select the appropriate type of grant agreement to the sub-grantee and ensure proper negotiation of the terms and conditions with the sub-grantees

•Ensure negotiations are documented via a negotiation memorandum so they become part of the internal grant files

•Review sub-grantee budgets and ensure that all proposed costs are allowable, reasonable, and allocable in accordance with applicable cost principles

•Coordinate with finance officer with review of financial reporting of grantees

•Lead the development of the sub-grantee monitoring plan

•Coordinate with Prime contractor team as needed during the program implementation

•Respond to issues that arise during the grants program implementation, including modifications, compliance with terms and conditions, and resolution of disputes

•Coordinate communications with the donor with Pact headquarters office when responding to inquiries regarding compliance or other needed clarification on terms and conditions from the prime award

•Prepare requests of prior approvals and coordinate submission with Pact headquarters, as necessary.

•Provide policy guidance and interpretation of the sub-award agreements for program staff, sub-grantees, and other relevant stakeholders

•Develop training materials and carry-out regular training with grantee partners, directly or through capacity development partners

•Ensure timely training of Pact staff to understand and comply with donor standards

•Ensure that information on all issued grants and contracts are properly filed and up to date and maintained within the Pact’s grants and contracts systems as directed by Pact headquarters, and that regular reports are provided to Pact's headquarters.

•Ensure that all sub-award files are maintained in an orderly way and stored as per Pact’s regulations.

•Perform other duties as assigned

Basic Requirements

•Bachelor’s degree in finance or management

•A minimum of five years of progressively responsible grants management experience

•Experience providing financial oversight to a project with a budget of at least $1 million

•Strong understanding of USAID grants and contracts policies and regulations

•Proven experience overseeing the full cycle of grants/sub-contracts management, including monitoring and compliance visits

•Experience in the administration and issuance of cost reimbursable agreements, and fixed obligation grants in accordance with USAID rules and regulations

•Competence using common desktop applications such as Microsoft Word, Excel, and Outlook

•Strong oral and written communication skills

•Fluency in English and Indonesian Bahasa

HKL is an Australian owned organisation with a 27 year history. We provide project management services across procurement and logistics, capacity building, disaster humanitarian response and supply chain management services within the Asia and Pacific regions, working with the Australian Government, Non government organisations, international agencies and commercial contractors.

With an established office in Jakarta, employing a number of expat and local staff, HKL have held a strong presence in Indonesia since 2005 and are currently servicing a number of Australian Government contracts in the area.

We are seeking to identify an experienced International Grants Manager for a potential role in Indonesia, providing procurement and grants administration support to various programs and initiatives funded by the Australian Government's Department of Foreign Affairs and Trade.

Based in Jakarta for a 24month period, the role of International Grants Manager will suit a driven professional that is looking to provide high end grants management and administration support to this diverse program.

The Role

As the International Grants Manager, you will be responsible for:

Leading and managing all aspects of Grant Management within the program;Establishing grants management and administration procedures that are consistent with the Commonwealth Grants Rules and Guidelines and local requirements;Developing and maintaining strong working relationships with DFAT and the Indonesian Government in order to deliver effective grant management;Overseeing and managing the grantees’ implementation, expenditure and reporting on the grant; andMaintaining fully documented and detailed records of all grant management activities.

The remuneration for this role will be aligned with the Australian Government's Adviser Remuneration Framework commensurate with your skills, experience and expertise.

Essential Qualifications & Experience

In order to be considered for this role, you will need to possess:

A minimum of 10 years international experience in grants management and administration in developing countries;In-depth knowledge of international and donor grants systems and documents, ideally including knowledge of the Australian Commonwealth Grants Rules and Guidelines;Demonstrated ability to manage and review acquittals for Grants;Demonstrated ability to build the bid preparation and grant management capacity of stakeholders and grant management staff, including the provision of tools, templates, resources and training/briefings;Work experience in teams of multi-cultural specialists;Experience in working with donors and governments in developing countries;Good analytical/problem solving skills and an eye for detail; andExcellent written and verbal communications skills in the English language.

Responsibilities:

· Assist the Grants Manager to compile and review documents related to the grant award process (grant applications, grant evaluation, award decisions, technical/financial reports, and disbursements).

· Assist with developing announcements of grant and subcontract opportunities.

· Conduct a preliminary review of grantee technical and financial reports to support the Grants Manager.

· Assist the Grants Manager with on-site visits by arranging meetings and logistics, doing note taking, and compiling supporting documentation from grantees.

· Assist the Grants Manager to prepare grant and subcontract closing documentation, including asset management, final payment, tax exemption, etc., and ensure that these comply with donors and CI regulations.

· Assist the Operations Manager to maintain a complete, accurate and timely filing system for SLP Operations and Human Resource Management, both hardcopy and softcopy (including inputting documents into Agresso).

· Actively participate in SLP program meetings and activities as appropriate, and take meeting notes, as assigned.

· Coordinate with the Monitoring and Evaluation (M&E) Specialist on grantee and subcontractor reporting requirements towards the Performance Monitoring Plan.

· Help identify potential photo opportunities and stories from the field on grantee/subcontractor outcomes.

Qualifications:

· University Degree in Accounting, Business, Social or Natural Science field.

· Minimum 3 years’ experience in contracting and administering sub-awards.

· Excellent attention to detail and strong organizational skills.

· Strong interpersonal skills, a helpful and personable attitude, and evident desire to assist partners.

· Good oral and written communication skills in Bahasa Indonesia and English.

· Computer skills including MS Office.

Preferred:

Experience working on USAID-funded programs and/or international organization.Ability to build good interpersonal relationships with other staff is necessary, as the Grants Officer must work together with other Jakarta office staff and CI field staff.

Project Summary:

Position Summary:
The Grants and Procurement Assistant will undertake diverse and complex work assignments (e.g. grant management, actively engage in program activities, major event/course planning, etc.). S/he will coordinate with team members of SIAP I to ensure the successful performance of the Program. This is a full time position based in Jakarta.

Responsibilities:

Review grant reporting documentation submitted by sub grantees.Assist to ensure sub grantees’ timely implementation of activities, in accordance with project schedules and sub grant agreements.Draft letters, faxes, as well as documents and forms related to program activities and administrative matters.Maintain grant and subcontract hard and soft copy files.Assist in the procurement of new programs, as directed by the Grants Manager: Set up appointments/meetings with Government and partner organizations. Draft procurement documents.Prepare lists of potential bidders to be invited (in cooperation with component managers).Assist in preparing internal documents for approval by MSI HQ and USAID.Perform other duties and responsibilities assigned by the Grants Manager.

Qualifications:

Background in Finance, Accounting or Project Management.Minimum one year of experience with finance, grants, or procurement, preferably under a USAID-financed project.Fluent in spoken and written English.Must be well organized and able to work independently.Excellent knowledge on MS Office.
