Proposal Objective:

The proposed contract is to assist USAID/Indonesia to develop tools and operating procedures and in performance monitoring, verification, and evaluation of results of USAID projects. This includes setting up systems to ensure these results and findings are used to inform continued efforts of USAID and other stakeholders. The objectives are to provide USAID/Indonesia and other stakeholders an unbiased, data-driven account of USAID/Indonesia’s progress towards achieving the development, to provide expert evaluation and analytical services, and to guide USAID/Indonesia in using performance information and the results of evaluation and analysis. These outputs from the contract will enable USAID/Indonesia, implementing partners, and other stakeholders to make better management decisions and to adapt program implementation for improved results.

Position Description:

SI is seeking a qualified Chief of Party to lead this anticipated multi-year project. The finalist candidate should have proven managerial skills on USAID-funded projects/programs, demonstrated technical skills in monitoring and evaluation--both impact and performance evaluation design and implementation, and proficiency in Bahasa. The COP will be full-time for the duration of the project and will be based in Jakarta.

Responsibilities:

Serve as the Contractor Representative in Indonesia and will be responsible for the activities of all long and short-term personnel.The Chief of Party shall receive technical direction from the USAID/Indonesia’s Contracting Officer’s Representative (COR).Meet with USAID on a regular basis and represent the project before USAID/Indonesia, Government of Indonesia, implementing partners and other stakeholders.Establish and maintain relationships with key stakeholders, including government officials, NGOs and community groups for smooth implementation.Mentor, support and supervise project staff and directly manage the key technical team.Facilitate the development of annual project work plans and budgets and ensure the timely submission and quality of all project reports, materials, and publications, compliant with the contract agreement.Ensure necessary program planning, development, resource availability and management activities function smoothly and efficiently.

Qualifications:

A Master’s degree in international development, strategic planning, project design and implementation, monitoring and evaluation methodologies, or a related field.Minimum 15 years of experience managing and/or evaluating international development projects.Experience in Indonesia or surrounding region is required.Proficiency in Bahasa Indonesia required.Demonstrated experience in performance monitoring, tracking data quality, data management, and/or training in performance management topics.Demonstrated experience in evaluation methodology, statistical analysis, experimental design, and/or data collection and analysis.Experience working with a diverse group of stakeholders, including donor/development organizations, government officials, civil society leaders, community leaders, and project beneficiaries.Experience building organizational capacity in monitoring and evaluation and/or training individuals in monitoring and evaluation.Familiarity with the USAID Automated Directive System (ADS), in particular the 200 series, and knowledge of development trends required.

Senior Program Officer/Office Manager – Education Partnership Outreach Services

URS is the managing contractor of the Education Partnership Outreach Services (EPOS), providing project management and technical support. The objective of EPOS is to deliver a public diplomacy and outreach program that will ensure Australia’s profile as a partner supporting Indonesia’s education development goals are both visible and recognised.

We are seeking expressions of interest from Senior Program Officer/Office Managers who can work closely with a professional team to ensure the effective delivery of project activities. You will contribute to the management of the EPOS office; provide administrative support to the team as required; and work closely with the Finance and Administration Officers. You will oversee visa processes for expatriate staff, logistics arrangements, the management of the EPOS assets; and review, maintain and update the Operations Manual, providing training in procedures and policies.

In addition, you will have the following qualification/experience:

· Relevant qualifications in management, administration or similar.

· At least 5 years’ demonstrated experience in office management duties

· Capacity to work in an international environment and to work as part of a team.

· Commitment to principles of gender equality, capacity development and anti-corruption

· Fluency in English and Bahasa Indonesia (written and spoken)

· Excellent computer skills including Microsoft Office (Word, Excel, PowerPoint)

· Demonstrated ability to work productively in a diverse, fast-paced environment

· Previous experience working in a development program is desirable but not essential.

Salary Range: IDR 15million-20million gross per month, depending on relevant qualification and experience.

Consultancy summary:

The consultant will fulfill assignments that support RA’s work in the palm oil sector in the Country. Duties include: coordinating the implementation of project activities under the guidance of the Senior Manager; supporting the development of new program activities, writing and compiling reports on project activities, meetings, and related events; conducting research, conveying this and building a library of relevant literature; conducting interviews and building relationships with NGO, producer/trader/manufacturing and governmental stakeholders in the Palm Oil community of interest; researching existing documentation on palm in Indonesia, the representation of Rainforest Alliance at select events, and other duties as assigned.

Project Summary:

Rainforest Alliance is an international non-profit organization that works to conserve biodiversity and ensure sustainable livelihoods by transforming land-use practices, business practices and consumer behavior.

For Indonesia we are looking for a consultant (individual consultant, or individual employed by a consultancy organization) to support several projects focused on enhancing sustainability in oil palm plantations.

Activities, duties and responsibilities

· Whenever applicable coordinate (on behalf of the RA senior project manager) the planning and implementation of project activities;

· Implement specific project activities, in accordance with the agreed workplans;

· Compile project reports;

· Conduct stakeholder interviews;

· Build relationships with NGO, producer/trader/manufacturing and governmental stakeholders in the Palm Oil community of interest;

· Conduct and convey research on relevant topics;

· Create virtual library with relevant documentation;

· Support Rainforest Alliance’s Palm Oil strategy;

· Collect information about production, the industry, trends and markets as needed;

· Support the dialogue with relevant stakeholders to promote the principles of the Sustainable Agriculture Network Standard;

· Attend events and meetings as needed;

· Support the development of new projects to grow RA’s work in the country.

Deliverables:

• Updated work-plans for the projects;

• Progress reports of implementation activities and meetings to the RA line-manager and in line with donor requirements;

• Draft project reports;

• Virtual library with relevant literature on the palm sector;

• Reports on visits, meetings and events.

Qualifications:

• University degree in tropical agriculture, biology, forestry or related disciplines;

• Knowledge of technical, economic and social aspects in sustainable agriculture;

• Excellent inside knowledge of local oil palm sector;

• Knowledge of value chains of other commodities is an advantage;

• Excellent facilitation and organisation skills;

• Good proficiency of English in writing and speech is essential;

• Knowledge of integrated pest management is a plus;

• Experience with SAN and RA is an asset.
