Indonesia: Team Leader/International Procurement Specialist

****Organisation Description****

HKL is an Australian owned organisation with a 27 year history. We provide project management services across procurement and logistics, capacity building, disaster humanitarian response and supply chain management services within the Asia and Pacific regions, working with the Australian Government, Non government organisations, international agencies and commercial contractors.

With an established office in Jakarta, employing a number of expat and local staff, HKL have held a strong presence in Indonesia since 2005 and are currently servicing a number of Australian Government contracts in the area.

We are seeking to identify an experienced Team Leader/International Procurement Specialist for a potential role in Indonesia, providing procurement and grants administration support to various programs and initiatives funded by the Australian Government's Department of Foreign Affairs and Trade.

Based in Jakarta for a 24month period, the role of Team Leader/International Procurement Specialist will suit a driven professional that is looking to provide leadership; management; and; procurement expertise in goods, works and services to this diverse program.

The Role

As the Team Leader/International Procurement Specialist, you will be responsible for:

Providing program direction and ensuring overall quality of program delivery through effective quality assurance of goods and services, support systems and ongoing assessment of performance of program personnel;Establishing procurement and related financial management systems to ensure all procurements are undertaken in accordance with the principles of the Australian Commonwealth Procurement Rules (CPRs);All aspects of the procurement cycle, ensuring procurement is undertaken in line with agreed timelines for tendering, evaluation and contracting;Maintaining fully documented and detailed records of all its procurement activities

The remuneration for this role will be aligned with the Australian Government's Adviser Remuneration Framework commensurate with your skills, experience and expertise.

Essential Qualifications & Experience

In order to be considered for this role, you will need to possess:

A minimum of 10 years international experience in procurement of goods and services, gained through practical work experience in public procurement in developing countries;Experience at senior level in managing complex procurement programs and teams of multi-cultural specialists;Ability to provide direction, instruction and guidance to the team;Experience in preparation of procurement plans;In-depth knowledge of international and donor procurement systems and documents, ideally including knowledge of the Australian Commonwealth Procurement Rules and the Commonwealth Grants Rules and Guidelines;Experience in working with donors and governments in developing countries;Excellent written and verbal communications skills in the English language; andExperience in grants management and administration is desirable.

Purpose
The Procurement & Logistics Officer is responsible for all the daily procurements and logistics functions of DRC Dollow . Project Summary:

The objective of SIAP I is to contribute to good governance in Indonesia by strengthening integrity and accountability in government – principally at the national level. It will do this by supporting governmental and non-governmental efforts to strengthen integrity and accountability.

Position Summary:
The Grants and Procurement Assistant will undertake diverse and complex work assignments (e.g. grant management, actively engage in program activities, major event/course planning, etc.). S/he will coordinate with team members of SIAP I to ensure the successful performance of the Program. This is a full time position based in Jakarta.

Responsibilities:

Review grant reporting documentation submitted by sub grantees.Assist to ensure sub grantees’ timely implementation of activities, in accordance with project schedules and sub grant agreements.Draft letters, faxes, as well as documents and forms related to program activities and administrative matters.Maintain grant and subcontract hard and soft copy files.Assist in the procurement of new programs, as directed by the Grants Manager: Set up appointments/meetings with Government and partner organizations. Draft procurement documents.Prepare lists of potential bidders to be invited (in cooperation with component managers).Assist in preparing internal documents for approval by MSI HQ and USAID.Perform other duties and responsibilities assigned by the Grants Manager.

Qualifications:

Background in Finance, Accounting or Project Management.Minimum one year of experience with finance, grants, or procurement, preferably under a USAID-financed project.Fluent in spoken and written English.Must be well organized and able to work independently.Excellent knowledge on MS Office.

Roles & Responsibilities

•Assist with the procurement of goods, services and civil works, in a transparent and ethical manner, in accordance with MCC Program Procurement Guidelines, including inter alia: (a) preparation of advertisements and organization of procurement arrangements; (b) preparation of all procurement documents e.g. bidding documents/request for proposals, (c) Bid Evaluation Reports, (d) notification of award, (e) contract management (f) arranging inspection, etc.; •Contribute to the development of the Procurement Operations Manual and suite of standard bidding documents in accordance with MCC Program Procurement Guidelines, the Compact and any Supplemental Agreements, and introduce MCA-Indonesia staff to these documents; •Support the Team Leader in liaising with MCA-Indonesia and other stakeholder ministries regarding activities to be undertaken under the assignment; •Assist in the design and maintenance of a record-keeping and monitoring system for contract management; •Assist with the management and resolution of bid challenges in accordance with the Bid Challenge System as specified in the MCC Program Procurement Guidelines; •Contribute to the reports produced by the team for MCA-Indonesia; •Perform other duties as may be assigned.

Qualifications

•Significant experience working as a procurement professional (8 years or more). •Education or training in procurement, logistics, business, law, economics, finance, public administration, or related field. •Knowledge of international best practices in procurement procedures, project administration, contract procedures and project follow-up. •Excellent communication skills and experience in working with high level government officials and business executives. •Fluency in English; fluency in Bahasa a plus •Computer literacy. •Extensive experience in procurement of goods and services, including designing and preparing solicitations and proposals, monitoring contract performance, and ensuring compliance. •Experience working on US Government, MCC, and/or World Bank-funded projects. •Experience working in multi-cultural teams. •Project management experience. •Work experience in similar countries.
