Responsibilities:

· Collects important information such as forest cover, livelihood information and household income, agricultural practices, crops productivity, wildlife, etc. for the baseline data of the project. Data collection will include primary and secondary data (qualitative and quantitative).

· Supports the manager in analyzing this information and in producing the project reports.

· Understands the crucial role of community and government in the project particularly in developing community conservation agreement such as involvement in preparing participatory mapping, forest monitoring and patrolling, etc.

· Encourages active participation of these stakeholders such as in meeting and discussion, collaborative project monitoring, etc.

· Communicates and engages them in each activity for the success of the project

· Responsible for the implementation of community conservation agreement activity

· Engages community and government in all phases of conservation agreement activity

· Involve in other forest related activities such as agroforestry, honeybees raising, etc.

· Responsible in facilitating meetings, and workshops

· Participate in developing monitoring and evaluation tools and guidelines

· Responsible in the collection of data for monitoring purposes

· Deliver a monthly report to the project manager

· Take part in producing the project reports. The participation may include provision of additional data or information and contributes to some parts of the reports.

Qualifications:

· A degree or equivalent experience in agriculture, forestry, geography or related fields, with 3-5 years of relevant experiences in conservation projects.

· Experience with community conservation agreement

· Experience in effectively working with government, NGO, and private sectors.

· Demonstrate strong facilitation and communication skills.

· Commitment to conserving biodiversity and implementing sustainable agriculture initiatives.

Preferred:

· Working experience and good knowledge of local contexts (Pakpak Bharat, Karo and Dairi Regencies)

· Strong interest in environmental issues and eagerness to expand knowledge.

· GIS and computer skills

· The preferred candidate will be self-motivated, and be able to meet project

· Willingness to travel and stay in the region.

· Knowledge on restoration of degraded areas, forestry, agroforestry, silvopastoral systems and payment for ecosystem service programs.

POSITION DESCRIPTION

Position Title: Project Manager, Public Private Partnerships

LOCATION: Jakarta, Indonesia

POSITION SUMMARY

Contingent on funding approval, Winrock is looking to hire a Project Manager, Public Private Partnerships for the USAID/Indonesia LESTARI Program. Winrock is partner in a consortium bidding for this opportunity. Project Manager, Public Private Partnerships (PPPs) will be responsible for implementing a project aimed at reducing greenhouse gas (GHG) emissions from palm oil, forestry concessions or other similar activities and ensuring economic and social welfare benefits for local stakeholders, by facilitating the creation or enhancement of PPPs. The Project Manager, Public Private Partnerships will also assist Winrock to develop a broader, complimentary program of work in this topic area. Privately held firms drive local economies and deforestation, so they need to be included in any approach to slow emissions and promote biodiversity conservation. Firms also are under growing pressures to meet rapidly evolving sustainability and reduced emissions standards. However, most do not yet have tools to assess the potential GHG impacts, costs, and efficacy of these emerging goals, or to incorporate Best Management Practices.

The project will develop PPPs to promote and create a program for facilitating the drive towards sustainability in a set of landscapes in several Indonesian provinces, by providing incentives, industry recognition programs, and enhanced market access for participating firms. By constructively engaging conservation specialists with potential private sector investors, business associations at the national and provincial levels, and other financial stakeholders, productive PPPs can be developed that identify real investment incentives and result in adequate financing. Methods are likely to include industry certification, incentives for use of best management practices, and conservation management plans for natural forest concessions, industrial plantations, palm oil plantations and value chains critical to improved livelihoods.

****Development of a public-private sector engagement strategy:****

Develop a PPP engagement strategy for climate change projects for selected provinces, via improved private sector and industry practices;Assess the most opportune “entry points” or approaches with the private sector for selected sectors, and barriers to those entry points;Assess the potential for voluntary offsets of GHG emissions or CSR investments that can contribute to green growth objectives in the targeted provinces;Assess the viability of engaging specific key companies for target sectors in commercial supply value chains to link with producer communities (as was done with IKEA and bamboo), and;Work with selected plantations to identify opportunities to set aside HCV forest and conservation corridors, and/or to have them verify and report on these results in support of the Indonesia Palm Oil Pledge or other sustainability standards (ISPO and RSPO).Establish working relationships with private agribusiness and forest product companies within the targeted landscapes;Work with private company partners and the Winrock project team to devise an action plan for each company to modify its business practices to reduce the GHG emissions of its operations, and conserve high conservation value forest land within its concessions;Lead feasibility studies for the establishment of new green businesses within the target landscapes, such as agroforestry and/or ecotourism;Identify key stakeholders, organize and host sharing sessions for partners to identify opportunities for advancing the PPPs, and;Coordinate and assist in completing the following deliverables with input from team and partners:Draft Project Reports, as required (e.g., quarterly or annually).Final Project Reports.Assist with efforts to secure funded work with donors and private companies. Tasks may include communicating with potential clients; gathering data needed for proposals; recruiting local project partners and staff; and assisting with proposal writing.

****The applicant will also be required to:****

Travel within Indonesia on visits expected to be 1-2 weeks long;Hold weekly project update meetings with the Project Manager, based in Jakarta, the United States, or elsewhere, which may require some evening phone/skype calls;Oversee project activities to ensure smooth management and timely implementation;Closely follow the implementation plan and monitor each deliverable;Represent Winrock at meetings and conferences as needed, in a professional manner;Manage sensitive subject areas with diplomacy, and;Address and proactively identify problems and challenges.

QUALIFICATIONS

Education:Degree in Agriculture, Forestry, Natural Resource Management, International Development, or related field. Master’s degree preferred.

Experience:10 -15 years of relevant working experience. Knowledge and experience of the oil palm or other agricultural commodities sector, forest concession and marketing process, green business options for rural areas, industry certification standards such as ISPO, and/or deforestation issues in Indonesia preferred. Five (5) years of experience in managing multidisciplinary (e.g., environmental, economic) and/or multi-stakeholder projects and staff. Experience in the commodities sector, with the private sector, preferred. Experience with conservation finance preferred.

Skills/Knowledge:

Excellent communicator (written and verbal) able to interact with a variety of groups including agriculture commodity or timber producers (corporate and smallholders), private companies, government officials, civil society organizations, etc.A proactive and resourceful team member able to work independently and remotely, while maintaining strong communications with international team members based outside IndonesiaFluent in Bahasa Indonesia and English.Exceptional writing and editing skills.Strong organizational and project management ability. Must be able to multi-task, prioritize, and meet deadlines.Ability to build and maintain strong and effective relationships with multiple stakeholders in Indonesia.Experience writing proposals for USAID or other donors (ADB, World Bank, or foundations) highly desirable.High level of proficiency in MS Office applications.

Indonesia: CHIEF OF PARTY, CLIMATE CHANGE ADAPTATION AND DISASTER RISK REDUCTION PROJECT

Engility Corporation, building on IRG’s legacy in international development, seeks an experienced Chief of Party (COP) for an anticipated USAID-funded project in Indonesia. The goals of the project are to support the Government of Indonesia’s efforts to integrate disaster risk reduction and climate adaptation into core development plans and investments; strengthen the resilience of communities to the effects of natural disasters and climate change; strengthen the development and delivery of key climate information services; and provide technical support to other USAID projects in mainstreaming climate and disaster resilience into their activities.

Please note this is a five-year, long-term opportunity in Indonesia.

Chief of Party (COP) Responsibilities:

The Chief of Party will provide overall technical, administrative, and financial management leadership; prepare, review and monitor contract reporting and deliverables; oversee the recruitment and engagement of technical staff; liaise with the Engility home office, relevant USAID personnel, and project partners; and provide technical implementation expertise as necessary to project components.

MINIMUM TANGIBLE QUALIFICATIONS:

Background
The Government of Indonesia is committed to accelerating the pace of poverty reduction and the President of Indonesia has declared that poverty reduction is the highest development priority of his administration. According to the medium-term development plan (Rencana Pembangunan Jangka Menengah, RPJM, 2010-2014), the government aims to lower the poverty rate from 14.1% in 2009 to 8-10% by 2014. Indonesia has achieved significant reductions in poverty to date, however more than 28 million Indonesians (11.4% of the population) continue to live below the poverty line and 30% of the population within 125% of the poverty line remain vulnerable to falling back into poverty.

The Australian Department of Foreign Affairs and Trade (DFAT) is a partner in Indonesia’s poverty reduction efforts and in response to the Vice President’s request established the Poverty Reduction Support Facility (PRSF) to support TNP2K. The PRSF provides technical, managerial and financial support to TNP2K and is managed by GRM International, a leading international development consultancy. More specifically, the PRSF supports the GOI/TNP2K to: (i) undertake research and studies, (ii) design and manage pilot reform projects, (iii) support reform initiatives in relevant government agencies and ministries, and (iv) manage and develop the Unified Data Base, a centre-piece of GOI social protection reforms, which is used to identify target beneficiaries for national social protection programs.

The Role
The Project Closure Coordinator will provide strategic overview, management and implementation of project closure process, including project closure report and subsequent actions, asset hand over plans and report on current status and needed actions on on-going activities.

Lead a Project Closure team to ensure the project closure process is implemented smoothly.Prepare and develop a strategic plan for project closure which includes all the functions to be performed to hand over Contract Material, Supplies, information, documents and other materials and to complete or transfer all activities and processes.Lead, support and guide the Project Closure team to implement the project closure strategic plan and complete all activities in coordination with GRM International, PRSF, TNP2K and DFAT.Ensure effective systems and procedures are in place to execute the project closure implementationIdentify each ongoing activity in terms of its objectives and principal work streams, timelines, budgets, sub-contracts and resources and categorise it to a strategic area;Desk review of documents to understand the detailed objectives, designs, activities and progress on current and proposed activities;Assess progress made in each activity against measures of quality, volume, time and cost and in particular the likelihood of it completing in time;Identify activities that should be completed or which should cease before June 2015 and develop an activity closure planProvide technical advice to GRM International and PRSF on project closure process and follow up on status of all actions required to be performed by staff and other counterparts outside of the project closure team.Work with PRSF Senior Management to support the linkages between PRSF, TNP2K and other government agencies in context of project closure process.Ensure adherence to DFAT policy and agreed GRM & PRSF procedures for activities under his/her responsibility. Key Selection Criteria
To be successful in this role you will have:

Minimum 7 years of professional experience at a relevant and same level or higher positionExtensive experience in operational management system and procedures relevant to the main roles and responsibilities of this positionProven experience in strategic planning and strategic management.Proven experience at a managerial level of development projects,Strong knowledge of Indonesian institutional context an advantageStrong knowledge and operations management skill.Advanced analytical skills preferably in a relevant field.Strong writing skills (concept, proposal, and report writing etc.)Ability to anticipate and fulfill evolving needs of clientsProven record of strong stakeholder relations, with ability to work in sensitive situations, challenging policy environments, and within GoI institutions/ministries; demonstrated strong interpersonal skills.Dedication to work in teams. Able to work very effectively with a range of government agencies, development partners (including donors, multilateral agencies and non-government agencies). A strong record of working across organizational boundaries is required. Ability to coordinate a diverse technical assistance team. Ability to clearly set down and monitor lines of accountability and responsibility in a diverse team.Ability to prioritise and manage time efficiently. Can handle multiple tasks effectively and coordinate a team to meet deadlines; ability to manage uncertainty and adjust to a changing work programExcellent communication skills in English are essential.
