Indonesia: Maternal and Child Health Advisor

Program Overview

Pathfinder is seeking a Maternal and Child Health (MCH) Advisor candidate for the DFAT Australia Support to Primary Health Care Strengthening and Maternal Newborn Health (PERMATA) Program in Indonesia. The objective of the project is to contribute to reduction in maternal and newborn mortality and stunting and improved performance of the primary health care system in Indonesia. Pathfinder will be leading maternal and child health and family planning interventions for the project to increase access and utilization for maternal and child health service delivery. PERMATA also proposes to focus on shifting the method mix to use of long-acting and permanent methods (LAPM) by women who want to cease or space having children. The Program will be implemented in up to twenty-five (25) local districts from three (3) provinces: Position Purpose The MCH Advisor will lead efforts for the DFAT Australia Support to Primary Health Care Strengthening and Maternal Newborn Health (PERMATA) Program in Indonesia to improve the health and well-being of women and children through increasing access and utilization to MCH services. The MCH Advisor will be a key personnel position and will support the high-quality technical implementation of the project. Key Responsibilities § Provide overall technical leadership and oversight to maternal and child health and family planning interventions for the project.

-Lead the design and implementation of all maternal and child health and family planning activities, including demonstration models and community mobilization and behavior change interventions.

-Support the implementation of a package of proven maternal and neonatal health and nutrition interventions, building on international best practices.

-Provide clinical expertise and guidance to support clinics in the management of basic maternal complications, the strengthening of referral networks and capacity building to provide comprehensive emergency obstetric and newborn care.

-Lead the design and development of innovative health technologies programs for MNCH services

-Introduce approaches to transportation that will help minimize delays in providing services to expecting mothers.

-Contribute to MNCH shared learning and best practices that will feed into the learning platforms.

-Providing oversight to family planning activities including supporting rights-based family planning approaches and designing targeted interventions for each province based on identified needs.

-In collaboration with other staff, support activities to improve the quality of family planning services in both private and public sector project areas through technical assistance, training and ensuring quality standards and practices.

-Supervise the MCH/FP team for project implementation Basic Requirements § Medical, nursing, midwifery, or advanced degree in public health.

-Minimum of 10 years’ experience in implementation of MCH, RH and/or FP programs in a developing country context; field experience in Indonesia strongly preferred.

-Technical expertise in MCH with knowledge of FP; knowledge of Indonesian context and health sector strongly preferred.

-Proven ability to provide technical assistance and support to local partners in the area of MCH.

-Experience training health care providers, outreach workers, or peer educators.

-Excellent interpersonal communication skills.

-Ability to think creatively and broadly to envision, create and implement a program.

-Client-focused, with the ability to facilitate strong working relationships between colleagues, donors, government officials and community members.

-Strong organizational and administrative skills; emphasis on priority setting and completion of simultaneous tasks.

-Computer literacy (Word) and email (Outlook) required.

-Fluency in English required; knowledge of Indonesian language would be an asset.

-Ability and willingness to travel In-country and internationally.

-Familiarity with the political, social, economic and cultural context of working in Indonesia.

Indonesia: Maternal and Neonatal Health Advisor

Responsibility: Provide technical advice and support to Australian DFAT and provincial and district governments on maternal and neonatal health interventions and outcomes.

Relationships: The Maternal and Neonatal Health Advisor will be located within the project technical support team and will liaise closely with the Head of the Provincial Health Offices (PHO) in terms of task allocation. The Advisor will report to the Partnership Director in terms of performance management, and receive administrative support from the Partnership Support Unit.

Tasks:

· Working with PHO / DHO advise on the most appropriate maternal and neonatal health interventions for each area;

· Provide advice on how proposed MNH interventions might impact on meeting the MNH targets and on determining appropriate performance targets for annual agreements;

· Work with provincial and district governments on options to improve MNH organizational structures;

· Assess and identify appropriate interventions to improve the distribution and performance of MNH service providers / workforce;

· Identify and ensure appropriate support provided to demand side interventions to strengthen community participation in MNH services;

· Provide training, guidelines and mentoring support to provincial and district MNH technical teams;

· Contribute to the medium term MNH action plans and expenditure frameworks;

· Communicate with relevant provincial and district level policy makers and senior officials about MNH programs and related sector reform policy issues, as well as participate in program coordination meetings with government and other donors at the local level;

· Participate in donor harmonization dialogue as required; and

· Liaise and coordinate with other technical advisors on all levels of planning and implementation.

The position requires a competent and experienced person with the following attributes:

(A) Essential:

· Post-graduate qualifications in maternal and neonatal health or public health;

· Substantial experience in maternal and neonatal health, particularly in areas of policy, management and organizational structure;

· Experience in providing technical assistance to health service managers in a developing country context; and

· Strong communication and interpersonal skills;

(B) Preferable:

· Indonesian language;

· Previous experience working in Indonesia in government health services; and

· An understanding of DFAT policies and cross-cutting issues.

Position Description: Program Technical Specialist

Background

AusAID leads the Australian Government’s aid program to Indonesia, which is largely delivered from AusAID’s Country Office in Jakarta. In 2011-12 AusAID will provide $510 million in support to Indonesia. The aid program is guided by the Australia–Indonesia Partnership Country Strategy 2008–13, which has identified priority areas of infrastructure, education, health, governance and disaster management.

AusAID’s current engagement in the health sector in Indonesia is well targeted to assist Indonesia to meet its Millennium Development Goal targets. AusAID support includes a focus on maternal and neonatal health, HIV/AIDS and emerging infectious diseases (animal health and human health) programs. Globally, there is renewed recognition of the importance of strengthening health systems, including through development assistance, to complement vertical disease-based programs.

The Australian Indonesia Partnership for Health Systems Strengthening (AIPHSS)

The AIPHSS was developed jointly with the Indonesian Ministry of Health to address some of the systemic challenges that hinder the delivery of better primary health care for the poor, in order to meet the challenge of achieving the Millennium Development Goals. It has a specific focus on addressing health workforce and health financing issues that constrain access to quality primary health services and appropriate referral for the poor.

The AIPHSS program will be delivered through two components: first, through grant funding to the national Ministry of Health for implementation of national, provincial and district activities and coordinated by a Program Management Unit within the Ministry of Health; and second, through an Implementing Services Provider (ISP) contracted by AusAID.

The Ministry of Health grant will be based on annual workplans developed by districts, provinces and technical units within national Ministry of Health. The ISP will support the Ministry of Health through the provision of technical assistance and training and will be a flexible resource to respond to emerging health policy and systems issues.

The ISP will also channel support to a Health Policy Network of Indonesian and regional health systems research and policy organisations to produce and communicate evidence for policy on health care for the poor, including from the AIPHSS itself and to provide technical assistance where requested. In addition the ISP will establish and manage a Civil Society Challenge Fund to support activities of key non-government organisations working to ensure health policy and systems prioritise access to services for the poor.

The Program Manager in the Ministry of Health has responsibility for overall management of the program including the ISP component. All plans and activities will be approved by an oversighting Technical Working Group and Program Steering Committee led by the Ministry of Health.

The Program Technical Specialist

AusAID is seeking to engage an experienced and highly motivated person to fill the role of Program Technical Specialist (PTS) for the AIPHSS program.

The PTS will be directly contracted by AusAID, and AusAID will be responsible for managing their overall performance in coordination with the Ministry of Health.

This position will be a two-year contract with possible up to two-year extension subject to satisfactory performance, will which be reviewed through an annual 360° performance assessment administered by AusAID, and the Ministry of Health.

Location and reporting structure

The PTS will be located in the AIPHSS Program Management Unit in the Ministry of Health, Jakarta and will report to the Program Manager leading that unit.

Roles and responsibilities

The PTS will be responsible for providing technical advice and support primarily to the Program Manager in the planning and implementation of the AIPHSS program.

The program will require consistent, high-level technical inputs and liaison between Ministry of Health counterparts in several technical divisions, universities, civil society and development partners. It is necessary that the PTS presents a clear and consistent position on primary health care policy and health system strengthening for the poor.

The PTS role involves facilitating further communication and collaboration between the national and subnational levels of government to support policy and program outcomes relevant to AIPHSS, and will support the Program Management Unit in ensuring that ISP inputs meet the needs of the program participants at the national, provincial and district levels. This will involve significant periods of time visiting the provinces and districts in which the program will be operating.

Duties will include the following:

Assisting the Program Manager in coordination and presentation of workplans and progress reports to the Technical Working Group and to the Program Steering Committee for approval

Ensuring annual workplans are aligned with the Ministry of Health’s priorities and consistent with AIPHSS objectives and international best practice

Providing international best practice technical advice on health systems strengthening to the Ministry of Health at the national, provincial and district level and supporting Ministry of Health to identify and apply innovative ways to improve their health systems

Assisting the Program Manager to identify additional assistance required to facilitate the effective operation of the program governance and management bodies

Ensuring that activities delivered by the ISP and Program Management Unit are consistent and mutually reinforcing, and monitoring and providing feedback to the ISP on technical assistance to ensure that it meets program needs

Supporting the Program Manager in liaison with the AIPHSS Monitoring and Evaluation Specialist in relation to program performance and absorption of grant funds

Assisting and mentoring staff.

It is acknowledged that no individual technical specialist will have expertise to address all issues that will arise through the AIPHSS. The PTS will therefore be able to commission additional support directly from the ISP following consultation with and agreement of the Program Manager. This support will need to be separately identified in quarterly reporting, with the PTS and Program Manager providing the oversight and performance reporting on these inputs to the program.

The PTS will not represent AusAID in dialogue and decision making with the Government of Indonesia. AusAID will be separately and directly represented in all AIPHSS governance structures and decision-making with the Government of Indonesia and stakeholders to ensure policy consistency and a suitable level of representation with those stakeholders. This is especially important if the scope of the program changes, or resourcing needs to be increased where implementation is accelerated.

Selection criteria

Essential:

(i) Demonstrated skills and experience in delivering effective technical advice to partner governments in the area of health system strengthening as part of a bilateral and/or multilateral development assistance program in a low or middle income country.

(ii) Demonstrated ability to support development programming to deliver on improved health outcomes for the poor, including knowledge of and skills to translate health analytics and global best practice in health system strengthening into effective interventions to support health system reform in low and middle income countries.

(iii) Previous experience in the formulation of health policy and health sector reform initiatives.

(iv) Excellent written and verbal communication skills in English.

Desirable:
(v) Excellent spoken and written Bahasa Indonesia.

(vi) Advance university qualification in health financing, health systems or health workforce issues, or related area or equivalent experience.

The HRH Policy and Leadership Manager will help ensure the delivery of technical support in developing human resources leadership and management capacity and human resources policies in the health sector. Working with the Assistant Director for Organisational Development and HRH Policy, the HRH Policy and Leadership Advisor will provide assistance to the country-level counterparts and stakeholders in the public and private sector to (1) develop a comprehensive approach to address the health workforce shortages across the country, and (2) identify both short-term and long term strategies that adhere to Health Sector Policy and Strategy.

The HRH Policy and Leadership Advisor will provide assistance to the health sector leaders and managers at national level to review and align HRH policies in line with relevant devolution legislations and policies. S/he will build leadership and management capacity at the subnational level to improve HRM systems (such as recruitment, deployment, salaries and benefits, retention, performance management) in order to improve the quality and availability of health services in all parts of Kenya, especially in under-served/ resource-constrained geographic locations.

S/he will assist in documenting best practices in technical papers and in analyzing and adapting innovative tools and resources for use in Kenya and other developing country health sector leaders. Working with the Capacity Kenya Project team and MoH, S/he will play a role in HRH programming and developing a comprehensive plan to strengthen the capacity of the MOH departments (responsible for HRH) to perform a more strategic role in terms of HRH planning, budgeting, coordination, and management.

ESSENTIAL FUNCTIONS

In close collaboration with MOH and other key stakeholders, support the development of policies and guidelines related to identified aspects of HRH at the national and sub-national level.Develop and institutionalize sustainable HRH leadership programs, and provide technical assistance to MOH in articulating strategies and priorities for seamless transition to devolved county system.Develop new and/or improved strategies, tools, and interventions for improved human resources planning, availability, management, and productivity. In coordination with the Assistant Director for Organizational Development & HRH Policy, the Capacity Kenya Project team, build capacity in the central MOH and the sub-national level to strengthen their HRH management systems, especially systems such as recruitment, deployment, retention and motivation, work climate and performance management systems. Assist the Assistant Director for Organisational Development and HRH Policy to organize work teams for assigned activities, including preparing budgets, tracking expenditures, ensuring work proceeds according to plans and timelines and ensuring the quality of the deliverables. Contribute to activities and work teams as assigned.

QUALIFICATIONS

Advanced degree in social sciences, public administration, management, or public health .5-7 years experience in HRH policy, strategic planning development and implementation.5 years experience working in Kenya's Health Sector.Experience in implementing and managing HRM systems and practices (e.g., planning, recruitment, retention, and performance management).Excellent analytical, planning, management, and communication skills are essential.Strong team player with excellent interpersonal, facilitation, relationship-building, negotiating and influencing skills.Basic computer literacy.Ability to work with minimal supervision under tight timelines, and ability to work collaboratively across technical teams.Excellent verbal and written English and Swahili.

Duties:

To be an authorised signatory to order stock and stationery, travel / mileage, etc.

To organise and attend regular staff meetings as appropriate, in liaison with the Head of Records Management.
