Indonesia: Maternal and Child Health Advisor

Program Overview

Pathfinder is seeking a Maternal and Child Health (MCH) Advisor candidate for the DFAT Australia Support to Primary Health Care Strengthening and Maternal Newborn Health (PERMATA) Program in Indonesia. The objective of the project is to contribute to reduction in maternal and newborn mortality and stunting and improved performance of the primary health care system in Indonesia. Pathfinder will be leading maternal and child health and family planning interventions for the project to increase access and utilization for maternal and child health service delivery. PERMATA also proposes to focus on shifting the method mix to use of long-acting and permanent methods (LAPM) by women who want to cease or space having children. The Program will be implemented in up to twenty-five (25) local districts from three (3) provinces: Position Purpose The MCH Advisor will lead efforts for the DFAT Australia Support to Primary Health Care Strengthening and Maternal Newborn Health (PERMATA) Program in Indonesia to improve the health and well-being of women and children through increasing access and utilization to MCH services. The MCH Advisor will be a key personnel position and will support the high-quality technical implementation of the project. Key Responsibilities § Provide overall technical leadership and oversight to maternal and child health and family planning interventions for the project.

-Lead the design and implementation of all maternal and child health and family planning activities, including demonstration models and community mobilization and behavior change interventions.

-Support the implementation of a package of proven maternal and neonatal health and nutrition interventions, building on international best practices.

-Provide clinical expertise and guidance to support clinics in the management of basic maternal complications, the strengthening of referral networks and capacity building to provide comprehensive emergency obstetric and newborn care.

-Lead the design and development of innovative health technologies programs for MNCH services

-Introduce approaches to transportation that will help minimize delays in providing services to expecting mothers.

-Contribute to MNCH shared learning and best practices that will feed into the learning platforms.

-Providing oversight to family planning activities including supporting rights-based family planning approaches and designing targeted interventions for each province based on identified needs.

-In collaboration with other staff, support activities to improve the quality of family planning services in both private and public sector project areas through technical assistance, training and ensuring quality standards and practices.

-Supervise the MCH/FP team for project implementation Basic Requirements § Medical, nursing, midwifery, or advanced degree in public health.

-Minimum of 10 years’ experience in implementation of MCH, RH and/or FP programs in a developing country context; field experience in Indonesia strongly preferred.

-Technical expertise in MCH with knowledge of FP; knowledge of Indonesian context and health sector strongly preferred.

-Proven ability to provide technical assistance and support to local partners in the area of MCH.

-Experience training health care providers, outreach workers, or peer educators.

-Excellent interpersonal communication skills.

-Ability to think creatively and broadly to envision, create and implement a program.

-Client-focused, with the ability to facilitate strong working relationships between colleagues, donors, government officials and community members.

-Strong organizational and administrative skills; emphasis on priority setting and completion of simultaneous tasks.

-Computer literacy (Word) and email (Outlook) required.

-Fluency in English required; knowledge of Indonesian language would be an asset.

-Ability and willingness to travel In-country and internationally.

-Familiarity with the political, social, economic and cultural context of working in Indonesia.

Indonesia: Maternal and Neonatal Health Advisor

Responsibility: Provide technical advice and support to Australian DFAT and provincial and district governments on maternal and neonatal health interventions and outcomes.

Relationships: The Maternal and Neonatal Health Advisor will be located within the project technical support team and will liaise closely with the Head of the Provincial Health Offices (PHO) in terms of task allocation. The Advisor will report to the Partnership Director in terms of performance management, and receive administrative support from the Partnership Support Unit.

Tasks:

· Working with PHO / DHO advise on the most appropriate maternal and neonatal health interventions for each area;

· Provide advice on how proposed MNH interventions might impact on meeting the MNH targets and on determining appropriate performance targets for annual agreements;

· Work with provincial and district governments on options to improve MNH organizational structures;

· Assess and identify appropriate interventions to improve the distribution and performance of MNH service providers / workforce;

· Identify and ensure appropriate support provided to demand side interventions to strengthen community participation in MNH services;

· Provide training, guidelines and mentoring support to provincial and district MNH technical teams;

· Contribute to the medium term MNH action plans and expenditure frameworks;

· Communicate with relevant provincial and district level policy makers and senior officials about MNH programs and related sector reform policy issues, as well as participate in program coordination meetings with government and other donors at the local level;

· Participate in donor harmonization dialogue as required; and

· Liaise and coordinate with other technical advisors on all levels of planning and implementation.

The position requires a competent and experienced person with the following attributes:

(A) Essential:

· Post-graduate qualifications in maternal and neonatal health or public health;

· Substantial experience in maternal and neonatal health, particularly in areas of policy, management and organizational structure;

· Experience in providing technical assistance to health service managers in a developing country context; and

· Strong communication and interpersonal skills;

(B) Preferable:

· Indonesian language;

· Previous experience working in Indonesia in government health services; and

· An understanding of DFAT policies and cross-cutting issues.

About the Programme

Save the Children is an independent child rights development organisation, and is a member of an international non-government organisation (INGO) consortium called the ASEAN Agreement on Disaster Management and Emergency Response (AADMER) Partnership Group (APG), led by Oxfam GB, comprising of Save the Children, Plan International, World Vision, Child Fund, Help Age, and Mercy Malaysia. This consortium has developed a work plan that aims to strengthen ASEAN in implementing AADMER. The implementation of the Safe School activities and the integration of disaster risk reduction (DRR) in Education have been identified as two sub-components of the AADMER Work Programs for 2010-2015. This has resulted in the current ASEAN School Safety Initiative (ASSI).

Plan International has been designated by the APG to lead the ASEAN Safe School Initiative (ASSI), which has been endorsed and approved by ASEAN. Implementing partners are Plan International, Save the Children, World Vision, and Mercy Malaysia. In addition, relationships regionally through the Asia Pacific Coalition for School Safety ensure engagement with other school-safety stakeholders in the region, including IFRC, UNESCO, UNICEF, UNISDR and others.

The specific objectives of ASSI are to: 1) increase funding, tools, local expertise and guidance for the Safe Schools Initiatives in the ASEAN region; and 2) improve capacities at national level through inter-agency collaboration and the use of the Comprehensive School Safety Framework.

The ASSI project will benefit from the combined extensive experience of APG members in DRR and education and wider humanitarian work in the targeted countries and at regional level. This includes their existing presence and influence in shaping the delivery and strengthening the capacity of national policies and institutions with regards to school safety. The capacity to secure greater coordination and capitalise on each agency's work in this area will ensure wider impact and outreach for the project's interventions. Both Plan and Save the Children and other ASSI partners' engagement in the APG will ensure project outputs and learning are shared at the ACPF regional coordination mechanisms.

Save the Children engages with national and sub-national authorities to support their education sector development goals and applying the Comprehensive School Safety Initiative framework develop support for global and regional collaboration for advocacy and standards, and to establish research priorities and research-practice linkages. We are represented on the Global Alliance for Disaster Risk Reduction and Resilience in the Education Sector's Steering Committee, and co-lead the School Disaster Management Working Group and the Ad Hoc Task Force on CSS Indicators. Over the past nine years, Save the Children has implemented more than 130 school safety programs in 49 countries worldwide, with significant activities and outcomes in DRR and Education and combined budgets of almost $60m USD. Three quarters of these began after 2008. Collectively these programs have reached nearly one million children making Save the Children a significant DRR in education agency across the region. Almost two-thirds of the total numbers of projects were implemented in Asia, with half of them in Southeast Asia.

About the Role

We are looking to recruit a Technical Advisor (TA) as part of the ASSI Project Management Team (PMT) to support the development and implementation of the ASSI, helping support strategies to go to scale with risk reduction and resilience in the education sector through at least December 2015. Key objectives which the TA will lead include the development and adoption of standards, tools, and approaches to support ASEAN and individual countries in developing, implementing, monitoring and evaluating indicators and minimum standards for school safety. The Technical Advisor works in close collaboration with ASSI Technical Committee and other key stakeholders such as Asian Coalition for School Safety.

RESPONSIBILITY AND DUTIES:

1. Assist the Environmental Coordinator in establishing and developing the project’s Environmental and Socioeconomic Management Manual (ESMM), Environmental Management Plan (EMP), and Environmental Business Plan (EBP).

2. Assist the Environmental Coordinator planning additional environmental studies and assessments needed to establish the Environmental and Socioeconomic Management System.

3. Monitor the implementation of methods and procedures aimed at implementing the approved AMDAL and its associated RKL and RPL documents in order to ensure that company policies and regulatory requirements/obligations are complied with.

4. Devise an AMDAL/RKL/RPL monitoring report format and schedule and communicate these to the PMT and other appropriate project-associated parties.

5. Establish a documentation system within concerning AMDAL/RKL/RPL implementation and performance.

6. As necessary, interface with the EMDC Functional organization regarding the project’s AMDAL/RKL/RPL implementation and performance.

7. Provide environmental input and advice to the PMT as well as to the project’s Contractors.

8. Facilitate environmental compliance assessments at the direction of the Development Manager/Senior Project Manager.

9. Oversee the effort to obtain required permits/license/approvals related to environmental projects/programs in coordination with the project’s Regulatory Group.

10. Provide advice regarding environmental programs/initiatives or community events conducted by the government, NGOs, and other institutions in the project area.

11. Participate in the preparation of the AMDAL and UKL/UPL studies related to environmental topics.

12. Prepare environmental compliance status and permit/license/approval stewardship documents for review.

13. Assist in the implementation and management of OIMS processes and procedures concerning environmental requirements.

REQUIRED KNOWLEDGE, QUALIFICATIONS, SKILLS, AND EXPERIENCES:

A. Job Description:

• Provide advice and support on offshore vessel operations issues to all projects planned and currently in development for the Project, the projects department

• To conduct vessel pre-hire marine systems and management audits in country and abroad.

TASKS AND RESPONSIBILITIES

• To carry out vessel Pre-hire screening and management / vessel systems audits of prospective contracted vessels.
• Liaise with the Project SHES on Safety / Security and Marine Issues. Will provide, if/ when required, technical information to the investigation team in case of a marine incident.
• Liaise with the Construction Execution Leads for planning and to determine their Marine requirement on a daily basis
• To interface with other parties on Marine specification and to advise and provide Input in review of bid packages to ensure the specific requirement for the Company Field and more specific for Nigeria. To advise on associated Marine related Contractual matters, Charter parties, Maritime Law, IMO Regulations and applicable Law.
• Review of contractor marine operations procedures and plans on behalf of projects.
• Advise projects on COMPANY practices, approved work procedures/plans and adherence to Specific Marine requirements in particular to the COMPANY Field Operation Manual and the COMPANY Marine Vessel Operations Manual.
• To advise on vessel and barge moorings and participate in the COMPANY marine approval process for associated anchor plans.
• To advise the project personnel, inclusive of Engineers, Construction Supervisors, Safety Officers, and others who are assigned to projects in matters related to Marine, Heavy lifts, safe working practices, risk assessments and other Marine associated topics.
• Provides advice to the field based COMPANY Construction Team and the Contractor(s) to ensure that all Marine activities are executed safely, cost effectively and to schedule, delivering safety and quality standards and promote established project objectives.
• To provide an interface between project teams and marine warranty companies. Arrange MWS attendance on site when requested by project.

B. Job requirements

• Degree – BS/MS in Nautical Science/Marine Transportation and / or Class 1 master mariners CoC (STCW ii/2)
• 15-20 years experience including a minimum of 2 years service as Master or 5 years as Chief Officer on AHT’s with multi point mooring experience. Experience on heavy lift / DSV / Towing / Jack up vessels / DP or shore management of offshore vessel operations would be an advantage.
• The successful candidate is expected to have a comprehensive understanding of class and statutory requirements and be able to apply this knowledge in a practicable manner.

Working as a Nutritional Nurse supporting home enterally fed patients via home visits and telephone support. Looking after one or more hospitals that work in a group or a large PCT.
