The Consultancy IDLO, with the Commission for the Implementation of the Commission (CIC), seeks a Mineral Resrouces and Mining Law Expert to review the Mining Bill and Minerals Act, ensuring harmonization with the Constitution of Kenya, 2010 and Stakeholders' Views. In collaboration with the CIC and IDLO, and with the support of an assisting consultant, the Expert will be responsible for the following:

Critical review of the Mining Act and Minerals Bill to assess compliance with: 1) the Constitution of Kenya, 2010; 2) international sector standards, principles and practice; and 3) progressive laws in comparable jurisdictions;Present findings and provide recommendations on how the Mining Act and Minerals Bill can be aligned with the letter and spirit of the Constitution can, based on the above review;Conduct an analysis on the extent to which access to information in the minerals and mining sector is a priority for incorporation into relevant policies/legislation, and provide recommendations to key stakeholders on means of enhancing transparancy in the sector;Support the Commission in liaising with key sector stakeholders including Ministry of Environment and Mineral Resources, Energy, Land, state corporations and civil society. This will entail active participation in sector wide consultations and meetings that might involve integrating policies and legislations relevant to the mining sector, and coordination of participatory planning processes that may involve site field visit consultations, workshops, and meetings;Evaluate the status and progress of legislation, policy, and administrative procedures of key mining sector actors in implementing relevant provisions of the constitution to date; andProvide technical advice relating to this consultancy as and when requested. The consultancy assignment is for 30 days over a 10 week period. The Candidate should be able to start immediately.

Ideal Candidate Profile and Minimum Requirements The Expert must have at least 5 years of professional experience in the environment and natural resources sector and be qualified to a Masters level in the area of mineral and natural resources, environment, environmental law/ natural resources law, development studies or a relevant field. Experience in rural development is an added advantage. The successful candidate should possess broad practical experience of participatory methodologies for policy development. Excellent analytical, evaluative and drafting skills in the English language is required. Knowledge of the Governance sector, rule of law and constitutional implementation in Kenya is an added advantage. The successful candidate will be experienced in liaising with high profile public officials and capable of responding rapidly to ad hoc requests and meeting tight deadlines.

Key activities:

• Responsible for the preparation, monitoring and reporting on project plans and schedules. Interfacing with and collating of progress updates from Contractor and Sub Contractor to reflect the latest status of Project Schedule.

• Carry out periodic reviews at each project to ensure the implementation of planning and scheduling systems and procedures achieve the desired level of accuracy and quality to meet Project requirements.
• Review weekly and monthly progress reports from Contractor and advise Project Management Team of any potential shortfalls or negative trends on each of the individual projects.

• Work with Contractor or Project Team member to ensure that they adhere to the appropriate Work Breakdown Structure (WBS) in setting up the initial cost data bases for their respective portions of the project.
• Monitor spending on a contract specific basis versus progress and forecast to complete data.

• Monitor project procurement activities and makes adjustments for timing and procurement cost deviations.
• ensuring active engagement of team members by delegation of tasks to the appropriate person both on a long term and on a day-to-day basis

Responsibilities:
Assist surveyor in implementing and overseeing the activities of measurement, include: data field collection, field sketching, measuring the basic framework of mapping, measuring and monitoring the mining position/ construction, stake out, check the feasibility of measuring instruments, measuring the situation, measuring material volume, in accordance with procedures and technical requirements and make summary daily report activities.

Requirements:
• Minimum Senior High School Civil / Mining
• Max 30 Years old
• Have the ability with instrument survey: GPS, Total Station
• Familiar with GIS software (ArcGIS, MapInfo) are preferred
• Have the ability to create and analyze maps

Senior Metals/ Resource Geologist [Code: Sr. GEO]
Jakarta | Permanent / Full time (3 months probation)

The role of the Senior Metals/ Resource Geologist is to plan, execute, monitor and finalize multiple projects according to strict deadlines and within budget; this includes acquiring resources and coordinating the efforts of the Project Managers and effectively provide leadership to them. The Senior Metals/ Resource Geologist will also define the project objectives and oversee quality and budget control throughout its life cycle.

Additionally, the Senior Metals/ Resource Geologist will be responsible for developing and maintaining client relationships, developing leads for new business, and assist the Principal Geologist in leading proposals to win new works.

The role of the Geologist is to manage daily geological activities in the field and contribute to the formulation of exploration budget and planning. They will provide geological support to clients at operating mine sites and make an invaluable contribution to the business in general.

Requirements:
• 2-5 years experience in coal/ metals based exploration
• Position is currently only available for a non expatriate
• Bachelor Degree majoring Geology
• Experience in working with drill rig programs
• Knowledge of Resource Modelling and technical softwares
• Good communication and reporting skills, active English will be an added advantage
• Posses a valid passport

• Willing to be assigned in various area or projects in Indonesia or overseas (short/ long terms)

Key result area:

Responsibilities

Qualifications:
• Male, 35-45 years, posses at least a Bachelor Degree in Mining Engineering.
• Has at least 10 years of working experiences in mining companies with at least 7 years in mine planning.
• Has excellent skills operating mining software such as Surpac, Vulcan, AutoCad, spreadsheets is MUST and knowledge of Minescape.
• Understand relevant mining technical aspects: geotechnical, hydrology and geohydrology, mine surveying, coal quality control.
• Understand relevant mining regulation and codes as well as applicable coal – related environment regulation.
• Willing to be placed in Jakarta or all company`s locations.
