Indonesia: Chief of Party, Papua, Indonesia


Overseas Strategic Consulting, Ltd. (OSC) seeks a Chief of Party for a long-term, gender-based violence (GBV) assignment in Papua, Indonesia. Established in 1992, OSC provides strategic communications support for development missions in challenging environments around the world. Using research-based strategies, OSC provides qualitative and quantitative research, technical assistance, and advisory services to donor agencies, governments, private institutions, and civil society organizations, building institutional capacity in a multitude of sectors and subject areas, including GBV. The Chief of Party (CoP) will be responsible for overall project management, quality and timeliness of deliverables, program impacts, external representation, and donor coordination. The CoP will oversee program development and logistics for all components of the program, including providing strategic vision to reach the program’s objectives and overseeing project activities to ensure quality of work and compliance with award obligations and results. The CoP will be responsible for the quality and performance of work that is sub-granted to other partners.


Qualifications:


· Bachelor degree or equivalent in Gender/GBV studies, or other related social science and development studies. A master degree holder is preferable.


· Minimum 10 years of international development experience, including working with USAID-funded project, significant management experience in a developing country context, implementing complex donor-funded projects with multiple activities, and direct knowledge of logistics, procurement procedures including hiring, supervising, systems and office set-up, and understand host country environment. Experience in Papua and/or West Papua strongly desired.


· Experience managing USAID grants programs.


· Strong gender and GBV expertise, along with a commitment to community-based approaches and working with CBOs and CSOs; Demonstrated expertise in at least one of the project’s three main objective areas.


· Demonstrated skills in written and spoken English. Near-native written and spoken Bahasa Indonesia preferred.
