Indonesia: Short-Term Technical Advisor for Evaluating TB Programs

Summary:
Since 2012, USAID/Indonesia has partnered with the Indonesian National Tuberculosis Program (NTP) to support the Community Empowerment of People against Tuberculosis project in order to improve TB detection and treatment services. CEPAT activities are targeted to improve TB care access and services to the most vulnerable populations including people living in urban slums, remote islands, malnourished people, the poor, and contacts of TB patients. Partnership with communities affected by TB is a critical element of the overall national TB control activities in Indonesia


The principal objective of CEPAT is to support the NTP in “achieving universal access to quality and early tuberculosis (TB) diagnosis and treatment through community empowerment” focused on two components:


  1. Mobilizing communities to support improved TB care. Improved TB care includes: better access to and quality of TB services, increased community knowledge of TB, improved health seeking behavior, and increased support to patients on treatment.

  2. Advocating for increased TB resources and improved TB services. Advocacy will support the efforts of the NTP and demand resources and improved services for TB patients and families.
    Palladium is seeking two (2) Short-Term Technical Health Advisors to evaluate the USAID-funded Community Empowerment of People against Tuberculosis (CEPAT) Project in Indonesia. The role will be based in Jakarta; some domestic travel will be required. Work is expected to take place from Mid-April 2016 for a duration of up to 6 weeks.

COMPOSITION OF THE EVALUATION TEAM:


The Evaluation Team shall include two technical subject-matter specialists (one Indonesian and one Expatriate) and one Indonesian interpreter/translator (who will also help facilitate logistics and administration for the team). The two technical consultants will be responsible for addressing the stated objectives of the CEPAT evaluation


Roles and responsibilities:


The Purpose of the Evaluation is to assess the overall performance of the CEPAT project and its impact. The evaluation will provide important insights and feedback to each of the CEPAT partners and stakeholders that should assist them to understand both the strengths and areas where technical, administrative and management efforts could be improved. It will also provide evidence and learning to improve USAID/Indonesia’s program designs, strategies and policies including:


  • To provide information on the impact made by each award in (1) mobilizing communities to support improved TB care; and (2) advocating for increased TB resources and improved TB services; including relevant issues, sustainability, and cost effectiveness;

  • To determine to what extent the USAID CEPAT Program is meeting the objectives; and what challenges, weakness, and lessons-learned can be drawn from implementation of this program;

  • To examine whether these programs contribute to the goals of the Indonesian government’s (national – districts) TB policies and programs; and


  • To develop practical program recommendations on how USAID can better target efforts, particularly in an environment of reduced funding availability, to ensure that our targeted efforts are able to leverage a significant impact.
    Education and experience:




  • Graduate degree required (PhD, or MD preferred) in public health, epidemiology, and/or preventive health or related disciplines;




  • At least 5 years of progressive work experience in public health – preferably within the Government of Indonesia – with prior management/organizational experience regarding management of disease outbreak preparedness and response planning and systems.




  • At least 3-5 years of demonstrated experience with TB prevention, surveillance, control and treatment programs (including, but not limited to):


    • Standards of TB prevention, control and treatment, including DOTS, MDR-TB, and TB-HIV;

    • Monitoring and evaluation of community-based health programs

    • Behavior change communications;

    • Public private partnerships;

    • Community mobilization and development.



  • Demonstrated knowledge and experience of Organizational Development including, but not limited to: human resources development; financial, budgeting and management system; monitoring and evaluation;




  • Proven experience with health economics as related to disease prevention and control;




  • Practical and proven experience working effectively with local government health agencies; and non-government organizations.




  • Excellent understanding of the Indonesian public health systems and policy;




  • Work experience in Indonesia.




  • Ability to assess organizational effectiveness and areas to be strengthened.




  • Excellent relationship management skills with proven ability to liaise, consult and interact professionally with technical and managerial staff, mid- and senior-level government officials, and direct supervisors – as well as with external agencies, service providers, and client/project teams.




  • Excellent English communication and presentation skills (oral and written) including the ability to communicate and translate complex technical and policy issues clearly and effectively to different stakeholders in order to build consensus.




  • Familiarity with GOI structure and functions particularly as they related to TB care and treatment policies and programs, particularly the MOH and NPT.




  • Familiarity with USAID rules and regulations.




  • Excellent skills and ability to work effectively in a team environment.




  • Fluency in Bahasa Indonesia desired (a translator will be included in the team)




  • Ability to travel domestically.
