Indonesia: Maternal and Child Health Advisor

Program Overview

Pathfinder is seeking a Maternal and Child Health (MCH) Advisor candidate for the DFAT Australia Support to Primary Health Care Strengthening and Maternal Newborn Health (PERMATA) Program in Indonesia. The objective of the project is to contribute to reduction in maternal and newborn mortality and stunting and improved performance of the primary health care system in Indonesia. Pathfinder will be leading maternal and child health and family planning interventions for the project to increase access and utilization for maternal and child health service delivery. PERMATA also proposes to focus on shifting the method mix to use of long-acting and permanent methods (LAPM) by women who want to cease or space having children. The Program will be implemented in up to twenty-five (25) local districts from three (3) provinces: Position Purpose The MCH Advisor will lead efforts for the DFAT Australia Support to Primary Health Care Strengthening and Maternal Newborn Health (PERMATA) Program in Indonesia to improve the health and well-being of women and children through increasing access and utilization to MCH services. The MCH Advisor will be a key personnel position and will support the high-quality technical implementation of the project. Key Responsibilities § Provide overall technical leadership and oversight to maternal and child health and family planning interventions for the project.

-Lead the design and implementation of all maternal and child health and family planning activities, including demonstration models and community mobilization and behavior change interventions.

-Support the implementation of a package of proven maternal and neonatal health and nutrition interventions, building on international best practices.

-Provide clinical expertise and guidance to support clinics in the management of basic maternal complications, the strengthening of referral networks and capacity building to provide comprehensive emergency obstetric and newborn care.

-Lead the design and development of innovative health technologies programs for MNCH services

-Introduce approaches to transportation that will help minimize delays in providing services to expecting mothers.

-Contribute to MNCH shared learning and best practices that will feed into the learning platforms.

-Providing oversight to family planning activities including supporting rights-based family planning approaches and designing targeted interventions for each province based on identified needs.

-In collaboration with other staff, support activities to improve the quality of family planning services in both private and public sector project areas through technical assistance, training and ensuring quality standards and practices.

-Supervise the MCH/FP team for project implementation Basic Requirements § Medical, nursing, midwifery, or advanced degree in public health.

-Minimum of 10 years’ experience in implementation of MCH, RH and/or FP programs in a developing country context; field experience in Indonesia strongly preferred.

-Technical expertise in MCH with knowledge of FP; knowledge of Indonesian context and health sector strongly preferred.

-Proven ability to provide technical assistance and support to local partners in the area of MCH.

-Experience training health care providers, outreach workers, or peer educators.

-Excellent interpersonal communication skills.

-Ability to think creatively and broadly to envision, create and implement a program.

-Client-focused, with the ability to facilitate strong working relationships between colleagues, donors, government officials and community members.

-Strong organizational and administrative skills; emphasis on priority setting and completion of simultaneous tasks.

-Computer literacy (Word) and email (Outlook) required.

-Fluency in English required; knowledge of Indonesian language would be an asset.

-Ability and willingness to travel In-country and internationally.

-Familiarity with the political, social, economic and cultural context of working in Indonesia.
