THE POST: COUNTRY DIRECTOR
Position Summary :
The Country Director ensures an integrated approach in the development and execution of Program and project work plans and outcomes in the country. This role is the conjugate between national program staff and Program leadership.
The Country Director provides leadership and coordination support to the country department managers in GPSEAs Program, and ensures the integrated Project teams work effectively together to advance the organization’s regional and global objectives. This position is responsible for the delivery of the integrated Program in the country.
As the leader of the Country Coordinating Team (CCT), (s)he helps to ensure that GPSEA organizational policies and operational procedures are adhered to and implemented in the country office, providing regular updates to the Senior Management Team (as required). Where appropriate and as delegated (by the Executive Director and/or Programme Director), the Country Director will serve as the legal and external representative for Greenpeace in the country.
The Country Director will also serve as a member of GPSEA’s Regional Management Forum and the Program Director’s Team.
Key Duties
Develop and manage a high performance Programme country implementation team
Provide strong national based implementation of GPSEA’s Programme goals.
Ensure the delivery of projects, targets and Programme work in the country; oversee the implementation, monitoring and evaluation of the organizations regional strategic plan in the country.
Lead the Programme planning in the country office.

Major Responsibilities
1. Delivery of globally aligned, regionally coordinated, national implementation of GPSEA Programme in Indonesia.
· With the country based Programme staff, deliver high quality, regionally and globally aligned projects
· Lead the in country Programme planning and evaluation processes, maintain an overview of project and implementation plans in country, ensuring milestones and reporting requirements are met.
· Oversee an effective internal communications system to ensure that all staff working in the Country is informed of GPSEA’s strategic, operational and prioritization decisions.
· Oversee the development and maintenance of effective communications to promote the image and activities of the organization in the wider community.
2. Financial, Legal and Operations support
· Ensure country Programme work delivery is in budget, on time and meets objectives, within the administrative compliance policies of GPSEA.
· In cooperation with relevant operations staff, ensure Country office compliance with all local legal rules and regulations for an international organization. Provide input to the development, review and update of GPSEA systems, policies and procedures.
· Represent Greenpeace legally in country, serve as signatory to staff contracts, third party contracts and other official documents, within organizational approval protocols
· Oversees and ensures that Programme staff adhere to security regulations, procedures and Standard Operation Procedures including acting on violation against security policies and procedures
3. Capacity Building and Human Resources
· Ensure sufficient and capable staffing for country delivery of GPSEA Programme
· Oversee the recruitment and selection of Programme staff
· Support the training and development of key staff
· Promote a global mindset and culture in the country office
· Inspire, develop, and motivate all staff working for country Programme to ensure effective delivery of Programme priorities
4. Staff Management
· Acts as direct line manager of the Country Programme Management Team members by reviewing individual work plan, managing performance, providing advice to ensure that staff deliver on their performance objectives
· Provide Project Management support as required to project leads in country
5. As part of the GPSEA’s Programme Leadership
· Contribute to the overall strategic direction of the Programme to ensure the achievement of GPSEA’s Programme and organizational objectives.
· Deliver new global working practice and maximize the opportunities for GPSEA’s work within the Greenpeace community.
· Provide regular updates on country programme delivery, advise on emerging national issues
· Serve as the external representative for Greenpeace Southeast Asia in country when delegated
· Identify and communicate relevant project and country risks to Programme and Operation Support and provide mitigation controls
6. As part of the Programme Leadership
· Convene the Country Coordinating Team and work with Fundraising and Organizational Support staff in the delivery of the countries set contributions to the GPSEA three-year strategic plan
· Serve as a member of GPSEA’s Regional Management Forum and the Programme Director’s Team
· As delegated by the Executive Director, assist in maintaining an effective relationship with the national Board including delivery of reports and updates, attendance at Board meetings, and liaison with Board
- Perform other duties and projects as assigned or delegated by the Programme Director and/or Executive Director
Level of Education:
Bachelor Degree
Field of Study:
Arts or Science degree, or equivalent experience working on environment campaigns
Work Experience:
· Understanding of, and experience in, Southeast Asia, preferably with a INGO or campaigning organisations with the ability to work in culturally and geographically diverse environments specifically in context related to activism, engagement and digital landscapes
· Strong oral and written communications skills and fluency in English, at least one other relevant regional language preferred.
· At least 6 years of professional experience with at least 3 years in successful people management roles.
· Project and people management experience in multidiscipline environments, preferably in campaigning organisations.
· Understanding of marketing and mobilisation/activism strategies – from development to evaluation.
· Strong background in leading and managing change.
· Collaboration and relationship building skills
