Indonesia: Senior Preparedness and Response Officer

The Association of Southeast Asian Nations (ASEAN) is a regional-intergovernmental organisation founded in 1967, to promote peace and stability, sustain economic growth, shared prosperity and social progress. It comprises ten countries of Southeast Asia.

The ASEAN Leaders at their 19th ASEAN Summit on 17 November 2011 officially launched the ASEAN Coordinating Centre for Humanitarian Assistance on disaster management, popularly referred to as the AHA Centre. The AHA Centre will facilitate co-operation and coordination among ASEAN Member States, and with relevant United Nations and international organisations in promoting regional collaboration in disaster management.

AHA Centre, with the support of Australia under the ASEAN-Australia Cooperation for the Implementation of the ASEAN Agreement on Disaster Management and Emergency Response (AADMER) Work Programme 2010-2015, is looking for the best, most-talented and highly-motivated ASEAN individual to join the AHA Centre’ team member as Senior Preparedness and Response Officer.

Position opens for ASEAN nationals

Responsible in managing activities pertaining to disaster preparedness and response, that include managing the Emergency Operations Centre (EOC) operations of the AHA Centre. The post holder also responsible in identifying potential areas for cooperation programmes and projects to further improve ASEAN disaster preparedness and response.

Education

Minimum Master Degree in one or more of the following disciplines: Disaster Management; Emergency Management; Disaster Risk Reduction; Natural Resource Management; Environmental Management; Business Management or relevant subject.

Experience

At least five years of experience with proven track record and exposure to disaster and emergency response operations in a government and/or international organisation;Experience in dealing with a wide spectrum of areas in disaster management and developmental cooperation (policies, trends, issues and development) both at the regional and international environment;Experience in managing a broad range of activities dealing with various international organisations and related institutions;Experience in working at Emergency Operation Centre as well as ability in operating software related to disaster emergency management and response will be an advantage.

Technical Competency

Solid knowledge of and familiarity with disaster preparedness and response concepts and operations;Basic knowledge and understanding of concepts of information and communications technology;Substantive subject areas: good regional and international awareness of developments in disaster management;Knowledge of ASEAN and its regional framework in disaster management, such as AADMER, AHA Centre will be an advantage; andFamiliarity with operations of emergency management applications, such as, EMOPS, WebEOC and others will be an advantage.

Leadership Competency

Mastery of the concept, current issues and technical development, consistent application of the respective competency;Ability to translate plans into actions;Ability to establish a coherent course of action to achieve goals; andGood interpersonal skills.

Managerial Competency

Awareness of regional and international issues;Good emergency management skills;Ability to facilitate operations;Good command of oral and written English;Good communication skills;Good relationship management

The successful candidates will commence their duties immediately and be contracted initially for 6 months with a possible extension. They will be based at the AHA Centre, BPPT Building, Jakarta, Indonesia.
