Consultant: Performance Analysis and the Identification of Relevant Lessons

Summary: Indonesia Mengajar (IM) was established in 2009 by the current Minister of Education. IM describes itself as a collective effort to fulfil a promise made by Indonesia’s founding fathers, namely to spread quality education across the country.
As part of a social movement for education, IM seeks to:
– Nurture sustained change in the behaviour of key actors, namely students, teachers, principals and the community.
– Create a network of youth leaders who have world-class competencies coupled with a grassroots understanding of their fellow Indonesians.
– Broaden stakeholder participation in the education sector.
Palladium is seeking a Consultant for Indonesia Mengajar: Performance analysis and the identification of relevant lessons from comparable organizations. The consultant will support IM to articulate and assess its organisational theory of change, identify areas of good performance, under-performance and uncertain performance, and identify relevant lessons and good practice from comparable organisations and initiatives. The consultant will have up to 28 days to complete this assignment. The role will be based in Jakarta and require frequent travel to the provinces.
Primary responsibilities:
– Develop and graphically depict a clear logic map.
– Identify which activities are aligned with which expected results, e.g. at output level.
– Identify which outputs are expected to contribute to which higher order results, how and why (coupled with associated assumptions, e.g. about the support of local government).
– Identify areas of good performance, under-performance and uncertain performance, and to map these onto the logic diagram.
– Visit two districts to identify how well key boundary partners believe IM is performing.
– Identify which areas of underperformance or uncertain performance are of particular concern to IM, and/or areas of good performance but which might benefit from improvement.
– Provide IM with a set of items for consideration that may serve to address areas of under-performance or uncertain performance, and/or which may further strengthen areas of good performance.
Qualifications and experience:
– At least a Master’s degree in a relevant discipline.
– A minimum of five years of professional experience of implementing and/or evaluating social movement, community capacity building and advocacy programmes.
– Proven experience with outcome mapping, most significant change (MSC) and similar approaches.
– A track record of facilitating learning-oriented analysis sessions of M&E data.
– Excellent communication and facilitation skills
– Fluency in both English and Bahasa Indonesia.
– Knowledge and experience of working in Indonesia
