International Organization for Migration (IOM) Indonesia is looking for a National Program Officer according to the terms of reference below:
I. POSITION INFORMATION
Reference No.: VN ID10/2016/001
Position title: National Program Officer
Position grade: National Officer / NO-B
Base Salary: IDR 35,579,833,- per month
Duty station: Jakarta-Rawabuaya
Type of Contract: One Year Fixed Term Contract, with possibility of extension (the first three months shall be considered as probation period). The tenure of contract of internal candidate holding a Fixed Term/Regular contract will remain unchanged.
Reporting directly to: RCA Programme Coordinator
Overall supervision by: Deputy Chief of Mission
Managerial responsibility: Yes
Directly reporting staff: TBA

II. ORGANIZATIONAL CONTEXT AND SCOPE
Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Under the direct supervision of the IOM RCA Programme Coordinator and the overall supervision of the Deputy Chief of Mission, and in coordination with relevant program focal points based in Jakarta, the National Program Officer will be directly responsible in supporting the RCA Coordinator coordinate all sub-offices assigned under IOM Rawabuaya by taking the lead on liaison activities with various Government officials as well as perform managerial and strategic support to the Sub-Office in order to contribute to maintaining smooth functioning of all operational aspects as well as effective relationships with IOM counterparts.
III. RESPONSIBILITIES AND ACCOUNTABILITIES
1. Assist the RCA Programme Coordinator in building strong, collaborative relationships with IOM stakeholders, including government, multi-lateral organizations, NGOs, etc.
2. Serve as a liaison between IOM management and the local government and facilitate bilateral or multi-lateral meetings at all levels.
3. Prepare official communications to GOI and partners regarding IOM program activities;
4. Participate in and maintain a record of all meetings and correspondence with counterparts.
5. Assist/brief the RCA Programme Coordinator on local or regional events that may potentially affect IOMs program.
6. Maintain the sub-office contact list for the region and prepare briefs as required.
7. Maintain up-to-date government publications, plans and decrees, ensuring adequate and opportune translation. Prepare abstracts and summaries as necessary.
8. Assist HSO by taking the lead in socialization activities with relevant counterparts.
9. Regularly liaise, provide project updates and develop relationships with key senior government officials at provincial, and district level.
10. Establish and Maintain regular liaison with senior officials at the Directorate General of Immigration with a primary focus on the Director of Enforcement and Investigation, the Director of Cross Border and International Cooperation, the Assistant Directors and all Immigration staff in these areas.
11. Advise the RCA Programme Coordinator/Deputy COM on trends, discussions and initiatives within the Directorate General of Immigration that may impact on IOM projects or IOM’s relationship with Immigration.
12. Draft correspondence for IOM Imigrasi related projects; compile agenda, minutes of meetings and related documentation.
13. Undertake field travel to various locations
14. Provide technical guidance and supervision to the Operations/Project Assistant in their respective area, in close coordination with the RCA Programme Coordinator.
15. Oversee the Operations/Project activities to ensure the highest degree of compliance to IOM’s care guidelines.
16. Monitor service delivery and report inconsistencies or improvements to supervisor.
17. Act with integrity and professionalism and in accordance with IOM’s Code of Conduct, at all times.
18. Serve as OIC in the absence of the RCA Programme Coordinator or other National HSO from sub-offices in the mission.
19. Perform other duties as may be assigned.

V. EDUCATION AND EXPERIENCE
a) Indonesian National with good knowledge of, and experience in managing program & operational
b) Master’s Degree with minimum two years’ relevant experience or Bachelor’s Degree with minimum four years of professional and managerial relevant experience.
c) Has relevant working experience, preferably in project implementation support, training delivery, capacity building is an advantage.
d) Ability to identify needs and proven ability to implement
e) Has experience in supervising staff and build the capacity of staff as well as coordinate administrative activities. Ability to successfully lead and coach individuals
f) Experience in working on migration management/irregular migration activities, with exposure to Immigration processes, as well as, beneficiary context.
g) Proven ability and experience in liaising with UN, Government Departments/Authorities and other international organizations;
h) Ability to prepare clear and concise reports in English
i) A high degree of computer literacy is required.
VI. LANGUAGES
Language: Fluency in English and Bahasa Indonesia both written and spoken is required.
