Project HR Manager – MAHKOTA


Job Description

The next phase of social protection support to Indonesia from the Government of Australia, through the support of the Department of Foreign Affairs and Trade (DFAT), is MAHKOTA Indonesia – Menuju Masyarakat Indonesia Yang Kokoh Sejahtera (Towards a Strong and Prosperous Indonesian Society). It will continue to provide support to help Indonesia better reach and benefit the poorest, as well as address key binding constraints to growth, competitiveness and rising inequality through ongoing labour market and social protection reforms.


As Managing Contractor, Cardno are seeking a Human Resources (HR) Manager who will work closely with Cardno Corporate team, TNP2K, the Team Leader, Operations Manager and Finance team to ensure activities relating to HR are in accordance with the MAHKOTA Program requirements. He/she is expected to assist in the development, advice and implement the full range of HR and organisational strategies necessary align with the MAHKOTA Work Plan. The HR Manager is expected to run the management of recruitment, staff contracting, benefits and compensation.


Responsibilities will include:
* Provide HR related information and support for any issues relating to Program Improvement and organisational development, work performance, salary & benefit and other human resources issue.
* Coordinate and maintain HR filling system – both electronically and hard copy files.
* Coordinate with the Team Leader, Operations Manager and the other senior staff to assist all aspects of recruitment for new positions
* Ensure that employee salaries and any compensation and benefit are aligned with their contract
* Coordinate the administration of full recruitment cycle, working in conjunction with Cardno Corporate and team (including: develop TOR, advertise, shortlist applicants, arrange and (sometimes) conduct interview panels, referee check, contract process, mobilisation, in-country inductions etc.)
* Follow Cardno’s policies and processes for contracting and ensure compliance to the budget


Selection Criteria:
* A degree in Human Resources or a degree in Business or an International Development related discipline coupled with minimum of 5 years’ experience working in a Human Resource related capacity.
* Substantial and demonstrated HR management experience, preferably on donor funded international development programs and/or complex corporate environments.
* An ability to interpret local labour laws and other regulatory requirements, and seek professional advice when necessary.
* Demonstrated ability to communicate across cultures, with sensitivity and emotional intelligence. Demonstrated ability to deliver timely and good quality report writing.
* The ability to be proactive and solution focussed to any problems that arise, specifically with any HR issues.
* Demonstrated ability in HR policy development and implementation.
