QA Officer – MAHKOTA
Job Description
The Government of Australia (GoA), through the Australian Department of Foreign Affairs & Trade (DFAT), is a partner with the National Team for the Acceleration of Poverty Reduction (TNP2K) under the office of the Vice President of the Government of Indonesia (GoI). TNP2K is a policy think tank to improve the quality and effectiveness of Indonesia’s poverty reduction programs that reach millions of poor Indonesians.
The next phase of social protection support from November 2015 through to October 2018 is MAHKOTA Indonesia – Menuju Masyarakat Indonesia YangKokoh Sejahtera (Towards a Strong and Prosperous Indonesian Society). It will continue to provide support to help Indonesia better reach and benefit the poorest, as well as address key binding constraints to growth, competitiveness and rising inequality through ongoing labour market and social protection reforms.
As Managing Contractor, Cardno are seeking a QA Officer who will manageand coordinate the MAHKOTA Quality Assurance process and content from inception to completion of all activities and advise on management and business processes.
Responsibilities will include:
* Oversee quality control of research, policy and implementation and Coordination of peer review process;
* Ensure policy and technical support for all components of policy working group engagement including design, program/implementation management and research;
* Assess quality of output of activities and short term technical specialists.
* Review and advise on the management structures and business processes of working groups;
* Coordinate QA activities across TNP2K Working groups and other government agencies to enhance synergy between activities, help develop and track overarching work plans;
* Manage the Cluster-based QA specialists and develop their capacities;
Selection Criteria will include:
* Minimum 7 years of relevant work experience including both managerial and technical experience;
* Strong experience in oversight of the quality of the project cycle and related products;
* Proven track record of managing multi-disciplinary teams;
* Experience in working within complex donor-funded initiatives, which involves working closely with government agencies;
* Experience of working in poverty and/or social protection sectors;
* Experience working in policy research environment
* Strong relationship management skills, including at senior levels.
* Strong understanding of quality assurance processes and procedures of donor-funded initiatives;
* Good knowledge of poverty and social protection related issues;
