POSITION DESCRIPTION


Position Title: Stakeholder Engagement Specialist- Palm Oil


LOCATION: Jakarta, Indonesia


Department: Environment Group


Reports to: Program Officer, Forestry and Natural Resource Management


POSITION SUMMARY


Winrock International is a nonprofit organization that works with people in the United States and around the world to empower the disadvantaged, increase economic opportunity, and sustain natural resources.


An anticipated three year program of activities in Indonesia will deliver targeted technical assistance to central ministries and provincial governments in Indonesia to reduce Indonesia’s GHG emissions through supporting actions to reduce the rate of deforestation and peat land degradation in Indonesia, alongside supporting its economic growth objectives through a low-carbon pathway.


Winrock is seeking an experienced Indonesian national Stakeholder Engagement Specialist to lead the program of work that will support and strengthen the national ISPO standard and auditing system so that it is better able to meet changing markets. The Specialist will build on the strong partnership with the Ministry of Forestry on the multi-stakeholder timber legality standard (SVLK), to support a similar process for the ISPO.


This position is contingent upon donor award.


RESPONSIBILITIES


S/he is responsible for preparing, implementing and monitoring the project work plan to support and strengthen the national ISPO standard and is accountable for the achievement of outputs and targets. S/he supervises and leads project partners and support personnel and coordinates activities of the projects’ staff day-to-day



  • Ensures effective oversight of planning, budgeting, implementing and monitoring of the project activities under his/her responsibility and tracking financial resources;




  • Lead and manage the development of baseline indicators and targets for market acceptance of ISPO;




  • Develop the process for collection, analysis of monitoring data for progress evaluation and produce reports in line with program requirements;




  • Develop and implement processes for engaging stakeholders in revisions to the ISPO standard auditing system and operation;




  • Manage stakeholder engagement activities; meetings, workshops etc. nationally and internationally;




  • Identify technical support needs for the project, develop scopes of work in collaboration with partners.



The consultant will have the following attributes:

QUALIFICATIONS AND EXPERIENCE


  • A minimum of 8 years of experience including in the oil palm sector, and with at least 4 years’ experience in palm oil stakeholder engagement;

  • Excellent knowledge of the oil palm industry, the Indonesian Sustainable Palm Oil Standard (ISPO), and the environmental and social challenges and opportunities (perceived locally, nationally and internationally);

  • Experience of coordinating stakeholder relationships in complex and politically sensitive situations, including managing conflict. Experience should ideally be in the agriculture/forestry/environment sector;

  • Previous experience working with Government Ministries: particularly Ministry of Agriculture and Ministry of Forestry;


  • Good knowledge of, or experience with, the timber legality standard (SVLK) and its development process in Indonesia and/or its process of acceptance in end-use markets;




  • Demonstrable experience in developing stakeholder analysis and designing and implementing communication strategies;




  • Experience of designing and implementing monitoring and evaluation frameworks;



  • Excellent computer skills, including word-processing, spreadsheets and Powerpoint.

EDUCATION


  • Bachelor’s degree required; Master’s Degree preferred. Preferred disciplines include Agriculture, Forestry, Natural Resource Management, International Development, Law, Business, Public Policy, Rural Development.
