Position Purpose

Reporting to the Senior Project Manager, the Human Resource

(HR) Officer is responsible for ensuring high quality HR

recruitment, hiring and human resource management processes

that are compliant with donor, Indonesian law and Pact

standards and regulations. The HR Officer works closely with

other admin team members in carrying out her/his

responsibilities.

Key Responsibilities

• Manage job advertisements and ensure applications are well

received.

• Pre-screen applications for shortlist and manage interview

process.

• Ensure staff and consultant contracts are in compliance with

Government of Indonesia and Pact requirements

• Manage and update staff on employee benefits, keeping them

fully informed of any updates or changes to benefit

packages.

• Update personnel records including contracts, annual leave,

sickness and benefits.

• Ensure employment filing systems are complete and fully

compliant to Pact policies.

• Assist in coordinating orientation for all personnel with

respect to human resource and administrative process and

procedures.

• Coordinate with the Senior Project Manager and Pact DC to set

up the framework of staff recruitment, selection and staff

development planning.

• Coordinate with the Chief of Party and Senior Project Manager

to conduct salary and benefits survey as needed.

• Assist in updating position descriptions as needed.

• Draft and prepare employment contracts.

Basic Requirements

• BA and at least 4 years of relevant experience (or

equivalent).

• Experience supporting international donor-funded programs,

particularly USAID-funded contracts.

• Strong skills in management and coordination of multiple

activities and teams. Able to multi-task.

• Excellent communication (written and verbal) and cross

cultural skills.

• Highly motivated with strong attention to detail.

• Excellent oral and written communication skills; fluency in

Bahasa Indonesian and English.

Preferred Qualifications

• Knowledge of USAID rules and regulations as related to

contracts and cooperative agreements; working knowledge of OMB

Circulars.

Duties and Responsibilities



The Admin staff provide logistical support for the

implementation of programmes and projects of FORUM-ASIA Jakarta

office.



Reporting directly to the ASEAN Advocacy Manager, the Admin

staff shall:


  1. Support the work of Programme Manager and other staffs and

    implement the tasks given by the Programme Manager

  2. Assist in filing and documentation of organizational

    documents

  3. Assist in preparation of meetings and activities

  4. Prepare sundry payments

  5. Handle petty cash transactions

Basic Qualifications and Selection Criteria



Education:



Bachelor’s degree or higher in the field of administration,

finance or a related subject.



Competence:


  1. Mature personality; ability to work in a multicultural

    setting and demanding working environment with cross programme

    coordination.

  2. Self-motivated, down to earth, disciplined, positive

    attitude, flexibility in thinking and multi-tasking ability.

  3. Ability to work under pressure, less supervision and manage

    team’s deadlines.

  4. Ability to digest big amount of information and analyse and

    categorise them quickly.

Experience:


  1. Minimum two years work experience in the field of

    administration, preferably also experience in the field of

    finance.

  2. Preferably a minimum of one-year work experience in

    organisation/programme/project management in NGO.

  3. Familiarity on working with NGO.


Skills:


  1. Good interpersonal communication skill.

  2. Good command of both spoken and written English. Good

    command of one other ASEAN national languages would be an

    advantage.

se chauffer au quotidien.



Le programme contribue à l’objectif fixé par l’Alliance

mondiale pour les foyers de cuisson améliorés


(Global Alliance for Clean Cookstoves) qui est de

diffuser 100 millionsde cuiseurs domestiques

économes d’ici 2020



A travers son soutien aux entrepreneurs locaux, aux

gouvernements locaux, aux institutions internationales, aux

agences de développement et aux ONG, StovePlus apporte

un soutien techniqueà travers 8 offres de

services qui couvrent l’ensemble de la chaîne de valeur :



Étude de référence, Tests et R&D, Standards et

labellisation, Assurance qualité et contrôle qualité, Suivi et

Évaluation, Recherche et plaidoyer, Accès au financement,

Soutien à l’entreprenariat.



L’équipe soutient les porteurs de projet dans leurs initiatives

mais ne possède pas les projets, s’adapte selon ses partenaires

Produits Attendus



L’objectif visé par StovePlus est de disposer d’outils

de communications pour mettre en avant son programme à travers

ses actions menées au Mali et en Indonésie.



Dans plusieurs villages au Mali, StovePlus et ses

partenaires travaillent ensemble pour améliorer les solutions

de cuisson inefficaces et polluantes. Il s’agit notamment de

mettre en avant le travail des femmes réalisé dans un centre de

production de beurre de karité, activité pour laquelle les

foyers traditionnels jouent un rôle clef.



A Yogyakarta, en Indonésie, StovePlus travaille en

partenariat avec Yayasan Dian Desa, entre autres, dans le cadre

du projet Clean Stove Initiative de la Banque Mondiale. D’un

laboratoire aux petits producteurs de foyers améliorés sur le

terrain, notre équipe propose ses services pour renforcer la

production et permettre au secteur d’aller plus loin.



CONTENU DE LE VIDEO



3 aspects seront à mettre en avant via un script (à adapter)

que nous vous transmettrons :


  • Comment et pourquoi est né le programme ; qu’est-ce qu’un

    foyer amélioré ?

  • Les services de StovePlus (adaptation au contexte,

    renforcement des capacités…) à illustrer avec des témoignages

    et des scènes de terrain.

  • Le lien que fait StovePlus avec ses différents

    partenaires (locaux, institutionnels, etc.) via des témoignages

    et des schémas.


FORMATS



Pour pouvoir communiquer sur ces 3 dimensions du projet, le

GERES souhaite s’appuyer sur plusieurs outils :



  • Un film court(5-6’) qui intègrera du
    motion design pour mettre en avant des mots-clefs,

    des chiffres, expliquer plus clairement certaines idées… Ce

    film sera utilisé lors d’évènements pour des présentations et

    sur des stands [public spécialisé / solutions de cuisson

    & public plus généraliste / domaine de l’énergie]
    en versions anglaise et française;


  • Des photos pour alimenter le site Internet

    et les rapports : sites des différentes activités,

    entrepreneurs, producteurs, institutionnels, scènes de vie et

    de travail ;


A noter que ce film doit représenter le programme lors de

grands évènements internationaux regroupant des acteurs

institutionnels et spécialisés en la matière. L’expérience de

précédents tournages réalisés autour de ce sujet et la

compréhension globale du secteur et de nos activités seront

privilégiées.



Les propositions devront :


  • valoriser les personnes actrices du projet sur le terrain

    (producteurs, partenaires locaux et membres des équipes);

  • toucher autant que possible les publics ciblés en Europe et

    en Amérique du Nord notamment en lien avec le secteur de

    l’énergie (notamment pour ce public spécifique durant la COP21)

Les aspects créatif et artistique seront largement pris en

Periode et Livrables



La totalité de la commande devra être livrée au plus tard le 15

octobre 2015. Les prises de vue pourront avoir lieu au Mali

durant la deuxième quinzaine de juin 2015 sur une période

maximale de 7 jours (dates fixes à définir) et en Indonésie, la

troisième semaine d’août sur une période maximale de 7 jours.



Le prestataire propose :


  • une proposition technique, intégrant une planification des

    travaux (maximum 3 pages) ;

  • un budget prévisionnel TTC intégrant les frais

    d’hébergement, de déplacements (dont billets d’avion pour 2

    personnes de votre équipe maximum) et de restauration. Ce

    budget maximum disponible pour l’ensemble du projet est de 20

    000 euros.

Position Purpose



The Finance and Administration Officer (F&AO) is

responsible for the overall administration and financial

operations for a specific country, project, or set of projects.

The F&AO ensures that administrative and finance

departments are successfully managed and provides operations

support as required. The F&AO has oversight of internal

control systems and procedures, operational accounting,

financial reporting, auditing, subaward financial management

and monitoring, forecasting and realigning multi-site project

budgets, as well as comprehensive country-level budgets. The

F&AO is responsible for training and mentoring staff on

policies and procedures, donor regulations, new systems, and

financial best practices. S/he is also responsible for working

closely with the Senior Project Manager and headquarters

personnel to ensure compliance with all donor regulations and

for effective and proactive management. The F&AO normally

manages other administrative functions such as Operations,

Finance, HR, Security, and other office support staff.



Key Responsibilities



• Design and implement systems and procedures in compliance

with Pact standards, ensuring effective internal controls and

minimizing risks for Pact; ensure that corrective action plans

approved by headquarters in response to external or internal

audits and other monitoring reviews are implemented as planned

and scheduled.



• Manage all country or project finances to ensure effective

use of resources in order to achieve project objectives in

compliance of all donor and Pact requirements; ensure financial

monitoring systems provide timely and relevant reports to Pact

and project staff, including analysis and tracking of grant

commitments (i.e. cash advances), obligations, awards and

liquidations, to support efficient accountable implementation.



• Monitor proper management of cash flow ensuring project

liquidity at all times. This includes preparation of cash flow

forecasts on monthly and quarterly basis and planning for

timely preparation and replenishment for partners and others.



• Monitor the DERAP budget on a regular basis and provide good

financial projection and analysis available to relevant staff;

help prepare accurate cost estimates and budgets for new

proposals.



• Mentor and train relevant staff to ensure that team members

have the appropriate skill levels for their positions and are

developing to their full capacity; conduct trainings for other

personnel as needed to fully educate on efficient, effective

financial and internal control systems, budget analysis, as

well as policy and procedure awareness and compliance.



• Help manage all start-up and close-out activities



• Ensure that all transactions are recorded in accordance with

generally accepted accounting principles supported by relevant

and verifiable source documents



• Ensure that all financial records are properly stored and

secured.



• Ensure the timely preparation and submission of a monthly

financial report and supporting narrative on current project

status, and documenting the monthly review of the financial

performance of those activities under her oversight (including

monitoring cash balances, subaward’s financial activities

reviewing aged receivables and accrued liabilities, etc.).



• Ensure that monthly account reconciliations are performed and

appropriate plans are put in place and executed, as applicable,

to resolve unreconciled differences.



• Oversee the local Security Management Plan and oversee

changes to operations to ensure that adequate risk assessment

is carried out and required systems and preventative measures

are introduced.



• As applicable, equip appropriate staff to provide technical

assistance to local NGO’s in the area of financial management

and compliance.



• As applicable, implement a local human resources plan, in

collaboration with Pact HR.



Basic Requirements



• BA and at least 8 years of relevant experience (or

equivalent)



• Ability and willingness to travel at short notice



• Experience supporting international donor-funded programs,

particularly USAID-funded contracts

AEPI SSQ - Change Management Adviser




Background



Australia’s Education Partnership with Indonesia (the

Education Partnership) is currently the largest bilateral

development intervention funded by the Australian Government.

Through the Education Partnership Australia supports the

Indonesian Government’s long-term strategy to strengthen and

consolidate its national education system, with a particular

focus on the current Indonesian five-year development plan

(2010 – 2014) and support for the initial stages of the

subsequent five-year development plan (2015 – 2019). The

Education Partnership (2011-2016) builds on the successes of

previous Australian Government support to the Indonesian

education sector by strengthening government systems. Under the

Education Partnership, there are four areas of support referred

to as ‘components’. The program is implemented by the

Government of Australia through the Department of Foreign

Affairs (DFAT) and the Government of Indonesia supported by

three managing contractors. Cardno manages the largest

contract, School Systems and Quality (SSQ). SSQ covers three of

the four components, providing a combination of technical

support and implementation management.



Each of the SSQ-supported components is national in scope,

supporting existing government structures. Component 1 focuses

on strengthening systems for infrastructure development within

the education sector — specifically, supporting the Ministry of

Education and Culture (MoEC) to assure construction quality of

new junior secondary schools. Component 2 is centered around

the professional development of school and district management,

particularly school principals, supervisors and district

education officials, and design and implementation of a school

induction program for schools built under Component 1.

Component 3 supports the Ministry of Religious Affairs (MoRA’s)

five-year plan to achieve universal national accreditation of

private madrasah (Islamic schools) in the Islamic education

sub-sector.



The Education Partnership will end on 30 June 2016. The

partnership is currently planning a transition phase over

2015/2016 to complete current contracts, promote sustainability

of Partnership benefits and to plan the transfer of

responsibilities to MoEC and MoRA, and the transition of

Australian-funded supports to other DFAT investments in the

education sector. This transition is part of a major shift in

the relationship between Australia and Indonesia away from a

focus on aid and development, towards economic cooperation. The

transition is happening in a context of significant reductions

in development budget from Australia and sensitive bilateral

relationships. The transition will take place in the context of

emerging GoI priorities for the education sector focusing on

teachers’ professional development and accreditation and

education quality. Support is needed to ensure that key

decision-makers and stakeholders have the best advice on how to

manage budget cuts, closure of a program and transition to a

new program. The communication and relationship with the

Government of Indonesia –MoEC and MoRA is a specific priority.



Job Key Responsibilities



Reporting to the Cardno SSQ Contractor Representative, the

Adviser will:


  1. Advise the Australian Embassy’s Basic Education team on how

    best to manage change and communicate with all stakeholders

    around the closure of the Education Partnership and transition

    to new investments.

  2. Advise Cardno on how best to manage change and communicate

    with key stakeholder while successfully complete the

    activities.

  3. Consult with the Performance Oversight and Monitoring (POM)

    contractor.

  4. Possible advice to senior managers in the Australian

    Embassy and other sector team on how to manage the major

    changes in budget, cooperation and relationships.


Key Selection Criteria



The Adviser must demonstrate the following skills and

experience:


  1. Around fifteen years’ experience in managing and leading

    development programs through times of significant change.

  2. Experience working with Indonesian Government systems or

    managing program supports embedded within the Indonesian

    government. In the absence of direct Indonesia experience,

    significant experience working in national government systems

    in comparable contexts will be considered.

  3. Strong inter-personal and inter-cultural skills with a

    demonstrated capacity to work with senior government officials.

  4. Excellent oral and written English communication skills.

  5. Strong change management skills.

  6. The following are desirable but not essential:

  7. Post-graduate qualifications in international development,

    business management and administration, education or similar.

  8. Experience in managing organisational change in a

    development context

  9. Fluency in Bahasa Indonesia.


Deliverables

The Human Rights Programme Manager will support the READI Team

Leader in the coordination of activities under READI human

rights programme. S/He will be responsible in managing the

collection, analysis, and interpretation of the project’s

performance results and geographic information from the

project’s targeted implementation areas. The position will be

Qualifications:



* Degree in Environmental Studies, Natural Resource Management,

Forestry, Economics, Social Sciences or a related field;

Master’s degree preferred;



* Minimum 5 years of proven experience in managing monitoring,

evaluation and learning systems of complex international

development projects; USAID experience strongly preferred;



* Demonstrated ability to support development and maintenance

of a PMP data management system, including providing training,
