Key expert 1: Team Leader (Human Rights Programme

Manager) – 440 working days



The Human Rights Programme Manager will support the READI Team

Leader in the coordination of activities under READI human

rights programme. S/He will be responsible in managing the

implementation of the work plans of this component and

facilitating the ASEAN human rights bodies/committees in

implementing the activities. S/He will be responsible to ensure

achievement of programme results through effective and

efficient use of resources available.



More specifically, the Key Expert will do the following

activities:


  • Coordinate and facilitate the implementation of all project

    activities in the human rights sector in line with EU and ASEAN

    rules and READI’s agreed procedures;

  • Develop work plans in full coordination and consultation

    with ASEAN and activity reports that will be submitted to the

    ASEAN Secretariat and to EUD. As requested, provide support to

    the ASEAN human rights bodies/committees and ASEAN Secretariat

    in the development of such work plans;

  • Develop Terms of Reference (ToR) for Short Term Expert(s)

    in full coordination and consultation with ASEAN as necessary

    for implementation of activities;

  • Support and organise events and consultations, and prepare

    relevant background papers as necessary;

  • As requested, support communications, training and building

    synergies with relevant stakeholders;

  • Perform any other relevant tasks.


Qualifications and skills


  • A master degree in human rights and/or international law or

    equivalent professional experience in the field of human rights

    and/or international law of a minimum of 7 years;

  • Specific experience in the field of human rights. A minimum

    of 3 years experiences in the field of regional human rights

    mechanism in ASEAN is required;

  • An excellent verbal and written command of English is

    essential. Knowledge of one or more ASEAN language(s) would be

    an added advantage;

  • Cultural sensitivity to deal appropriately with

    interlocutors in ASEAN countries and the EU;

  • A thorough knowledge of regional integration, in particular

    ASEAN and EU integration policies;

  • Proven organisational, communication, mobilisation and

    change management skills;

  • Proven ability to develop solid partnerships with relevant

    stakeholders in order to achieve project results;

  • Proven access to a network among ASEAN and EU practitioners

    in the fields of human rights and/or international law.


General professional experience


  • Preferably 15 years professional in the area of human

    rights and/or international law, but a minimum of 7 years

    required;

  • Experience related to a programme of this nature in an

    intergovernmental institution, international organisation, or

    international consulting firm;

  • Experience in participating in cooperation programmes in

    developing countries, preferably in Asia. Relevant professional

    experience in ASEAN or AMS would be an added advantage.


Specific professional experience


  • In-depth understanding of regional human rights policies in

    either/or ASEAN and the EU;

  • Extensive working experience in either an ASEAN or EU

    context. Previous assignments in the human rights sector in

    South East Asia will be a strong asset;

  • Knowledge of working modalities in EU technical assistance

    projects.


All experts must be independent and free from conflicts of

interest in the responsibilities they take on.
