AEPI SSQ - Change Management Adviser
Background
Australia’s Education Partnership with Indonesia (the
Education Partnership) is currently the largest bilateral
development intervention funded by the Australian Government.
Through the Education Partnership Australia supports the
Indonesian Government’s long-term strategy to strengthen and
consolidate its national education system, with a particular
focus on the current Indonesian five-year development plan
(2010 – 2014) and support for the initial stages of the
subsequent five-year development plan (2015 – 2019). The
Education Partnership (2011-2016) builds on the successes of
previous Australian Government support to the Indonesian
education sector by strengthening government systems. Under the
Education Partnership, there are four areas of support referred
to as ‘components’. The program is implemented by the
Government of Australia through the Department of Foreign
Affairs (DFAT) and the Government of Indonesia supported by
three managing contractors. Cardno manages the largest
contract, School Systems and Quality (SSQ). SSQ covers three of
the four components, providing a combination of technical
support and implementation management.
Each of the SSQ-supported components is national in scope,
supporting existing government structures. Component 1 focuses
on strengthening systems for infrastructure development within
the education sector — specifically, supporting the Ministry of
Education and Culture (MoEC) to assure construction quality of
new junior secondary schools. Component 2 is centered around
the professional development of school and district management,
particularly school principals, supervisors and district
education officials, and design and implementation of a school
induction program for schools built under Component 1.
Component 3 supports the Ministry of Religious Affairs (MoRA’s)
five-year plan to achieve universal national accreditation of
private madrasah (Islamic schools) in the Islamic education
sub-sector.
The Education Partnership will end on 30 June 2016. The
partnership is currently planning a transition phase over
2015/2016 to complete current contracts, promote sustainability
of Partnership benefits and to plan the transfer of
responsibilities to MoEC and MoRA, and the transition of
Australian-funded supports to other DFAT investments in the
education sector. This transition is part of a major shift in
the relationship between Australia and Indonesia away from a
focus on aid and development, towards economic cooperation. The
transition is happening in a context of significant reductions
in development budget from Australia and sensitive bilateral
relationships. The transition will take place in the context of
emerging GoI priorities for the education sector focusing on
teachers’ professional development and accreditation and
education quality. Support is needed to ensure that key
decision-makers and stakeholders have the best advice on how to
manage budget cuts, closure of a program and transition to a
new program. The communication and relationship with the
Government of Indonesia –MoEC and MoRA is a specific priority.
Job Key Responsibilities
Reporting to the Cardno SSQ Contractor Representative, the
Adviser will:
- Advise the Australian Embassy’s Basic Education team on how
best to manage change and communicate with all stakeholders
around the closure of the Education Partnership and transition
to new investments.
- Advise Cardno on how best to manage change and communicate
with key stakeholder while successfully complete the
activities.
- Consult with the Performance Oversight and Monitoring (POM)
contractor.
- Possible advice to senior managers in the Australian
Embassy and other sector team on how to manage the major
changes in budget, cooperation and relationships.
Key Selection Criteria
The Adviser must demonstrate the following skills and
experience:
- Around fifteen years’ experience in managing and leading
development programs through times of significant change.
- Experience working with Indonesian Government systems or
managing program supports embedded within the Indonesian
government. In the absence of direct Indonesia experience,
significant experience working in national government systems
in comparable contexts will be considered.
- Strong inter-personal and inter-cultural skills with a
demonstrated capacity to work with senior government officials.
- Excellent oral and written English communication skills.
- Strong change management skills.
- The following are desirable but not essential:
- Post-graduate qualifications in international development,
business management and administration, education or similar.
- Experience in managing organisational change in a
development context
- Fluency in Bahasa Indonesia.
Deliverables
- Communications plan that identifies stakeholders and best
communications methods towards the close of the Education
Partnership.
- Short report and debrief after each visit on how the
transition and communication is tracking.
- Quarterly update of communications plan.Duration of

The duration of contract for this position is up to 70 input
days to 30 June 2016 subject to approval by the Client
