Indonesia: Senior Procurement Specialist
Crown Agents USA, Inc. (CA-USA) is seeking a Senior Procurement Specialist for a Millennium Challenge Corporation (MCC) project in Indonesia.
Our Business Crown Agents Group (CA Group) is an international development company with offices in more than 30 countries, employing over 700 personnel worldwide. Crown Agents USA (CA-USA), the U.S. incorporated subsidiary of CA Group, provides direct procurement services, technical assistance, and training to improve health outcomes, establish good governance, and stimulate economic growth across the developing world. Since its incorporation in the United States in 1998, CA-USA has provided technical assistance services and support to U.S. Government agencies and international organizations such as the U.S. Agency for International Development (USAID), the Millennium Challenge Corporation (MCC), the U.S. Department of Energy, the U.S. Trade and Development Agency (USTDA), and the World Bank Group.
The Millennium Challenge Corporation provides US government grant assistance to countries that demonstrate a commitment to investing in their people, ruling justly and promoting economic freedom. Eligible countries develop Compacts with MCC to reduce poverty by supporting sustainable, transformative economic growth. The Government of Indonesia (GOI) has submitted a proposal to MCC that, pending the successful outcome of diligence and availability of funds, would result in a Compact between the GOI and MCC pursuant to which MCC would provide a five year, multimillion dollar poverty reduction grant (a “Compact”).
Roles & Responsibilities
•Assist with the procurement of goods, services and civil works, in a transparent and ethical manner, in accordance with MCC Program Procurement Guidelines, including inter alia: (a) preparation of advertisements and organization of procurement arrangements; (b) preparation of all procurement documents e.g. bidding documents/request for proposals, (c) Bid Evaluation Reports, (d) notification of award, (e) contract management (f) arranging inspection, etc.; •Contribute to the development of the Procurement Operations Manual and suite of standard bidding documents in accordance with MCC Program Procurement Guidelines, the Compact and any Supplemental Agreements, and introduce MCA-Indonesia staff to these documents; •Support the Team Leader in liaising with MCA-Indonesia and other stakeholder ministries regarding activities to be undertaken under the assignment; •Assist in the design and maintenance of a record-keeping and monitoring system for contract management; •Assist with the management and resolution of bid challenges in accordance with the Bid Challenge System as specified in the MCC Program Procurement Guidelines; •Contribute to the reports produced by the team for MCA-Indonesia; •Perform other duties as may be assigned.
Qualifications
•Significant experience working as a procurement professional (8 years or more). •Education or training in procurement, logistics, business, law, economics, finance, public administration, or related field. •Knowledge of international best practices in procurement procedures, project administration, contract procedures and project follow-up. •Excellent communication skills and experience in working with high level government officials and business executives. •Fluency in English; fluency in Bahasa a plus •Computer literacy. •Extensive experience in procurement of goods and services, including designing and preparing solicitations and proposals, monitoring contract performance, and ensuring compliance. •Experience working on US Government, MCC, and/or World Bank-funded projects. •Experience working in multi-cultural teams. •Project management experience. •Work experience in similar countries.
