Indonesia: EU-Indonesia Trade Cooperation Facility (TCF)

Key expert: Trade Policy and Economics

Input required: 300 working days

Starting date: January 2015; End date: October 2016

Role: The key expert will oversee a range of actions in support of the Ministry of Trade, including expert advice in the legal aspects of trade. The expert will, however, focus on support for policy formulation, trade diplomacy and the economic aspects of trade.

The role involves the direct delivery of training to ministry officials; direct mentoring of officials in solving their daily priorities; direct support for policy development; and assistance with creation of procedures and templates for operational/institutional strengthening and regulations. Other potential areas of direct involvement of the key expert include capacity building on trade negotiations; research management; and trade in services.

There will be resource for additional specialist needs, which the key expert will define and mobilise.

A Work Plan for 2015 has been drafted and will have been agreed by the time the key expert is appointed. This plan can be amended based on demand-driven principles. The expert will also be responsible for leading the development of the 2016 Work Plan, based on strict demand-driven expressed needs.

Qualifications and skills:

Master's Degree or equivalent professional experience in Economics or International Trade Equivalent professional experience for the key expert will be demonstrated by at least 5 years of professional experience in addition to the 7 required in the "General Professional Experience" criteriaExcellent verbal and written command of EnglishKnowledge of Bahasa Indonesia would be an added advantageExcellent communication and change management skillsProven ability to develop solid partnerships with high level officials in order to achieve project results

General professional experience:

At least 7 years of professional experience in trade economics and trade policyExperience in international technical assistance projects in support of trade policy and economics, preferably in AsiaRelevant professional experience in Indonesia would be an added advantage.

Specific professional experience:

Experience in institutional strengthening of ministries of tradeExperience in direct provision of training/capacity building in ministries of tradeGood knowledge of trade policies in EU countriesGood network or capability to mobilise relevant trade policy and trade economics institutions and experts from the EUExposure to topics which are currently prioritised by the ministry of trade: environmental protection, trade in services, trade facilitation
