Finance, Tax and Accounting Officer

The person will support PT. KM Utama and the Finance and Administration Manager in the delivery of the project, A Sustainable Training and Certification System for the Renewable Energy Labour Market, especially in managing the financial recording/reporting and procurement process in accordance with PT. KM Utama and donor standards and procedures


DUTIES & RESPONSIBILITIES


1. Project management


 To support the procurement and finance, tax and accounting for project activities

 Provide finance, tax and accounting reports internally and to the donor

 To be the implementer on all aspects of the projects related to the procurement, finance, tax and accounting process

 Provide logistical and administrative support as required

 Provide support for project closure, evaluation activities and related process

 Guide, Direct and Supervise Admin Assistant to do his/her tasks and responsibilities for the project


2. Financial management


 Responsible for daily finance, tax and administration matters

 Provide bank reconciliation for project transaction

 Assist the Finance and Admin Manager to provide financial reports: monthly, quarterly and yearly.

 Produce financial documents (cash flow, payments, fund request etc.) for project activities.

 Manage the payment process for all vendors properly

 To liaise, cooperate and work with donor and external audits for year-end financial process and reporting.


3. Tax Management

 Assist Finance & Admin Manager in the preparation and submission of project monthly financial reports, supporting documentation, including handling tax process es required by e-SPT software.

 Prepare monthly VAT and income tax submissions for Consultants & Project staff.

 Assist in the data compilation, preparation, print and dissemination of Annual Personal Income Tax (*SPT Tahunan PPh 21*) for Consultants and Project staff.

 Assist the Finance & Administration Manager as required on project fund management for bank and cash transaction.

 Filing, photocopying and binding all the financial documents related to the project.

 Assist with the administration, data compilation and tax calculation of PT KM Utama monthly tax returns, including income tax, withholding tax articles 21, 23 and 26, and VAT. This includes preparation of *SPT Masa* and *Daftar Bukti Potong*, and administration of *Bukti Potong* and SSP forms received from various projects.

 Ensure that all monthly hard copy and soft copy (e-SPT) tax returns are physically lodged/submitted with the tax office in a timely manner.


STANDARDS

 Training and assisting of Grantees staff on finance and reporting if needed.

 Project documentation maintained in accordance with PT. KM Utama and donor standards and needs.

 Documentation distributed to project boards on time; minutes circulated within agreed timescales.

 Use of project resources monitored and reported on according to schedule agreed with DONOR.

 Financial management and reporting meets all PT. KM Utama and DONOR reporting standards.


SKILLS AND QUALIFICATIONS


Education

Minimum DIII degree in Finance or Accounting, social sciences, public or business administration or other related area.

Work experience

At least 5 years of Finance, Tax and Accounting experience, of which preferably; experience in providing assistance in project coordination and implementation on national and/or International Development Agency

Language proficiency

Fluency in written and spoken English.

Other skills

Computer literacy (Microsoft Office, PowerPoint, Microsoft Project, Primavera Oracle Univier) is essential; Familiarity with World bank or USAID Financial Regulations and Rules is regarded as an asset.

Ability to prioritise, plan and organise workflow to tight timeframes, handle multiple tasks, and be flexible with changing priorities;

Strong organizational skills;

Good Interpersonal skills;

Detail and analytic;

Understand of Tax procedures and important date, understand how to use e-SPT software(s); and

Good negotiation skills in dealing with government, grantees and international agency related to project management on financial matters.

LENGTH OF SERVICES


12 months of service with potential renewable contract, the successful candidate is expected to commence employment by 5 October 2015 – 31 December 2017, with performance and behaviour evaluations every 6 months.


REMUNERATION


For a candidate with the right skills and experience we will offer a competitive package of benefits and a salary in the region of max IDR 14,375,000 gross per month.
