Position Title: Indonesia Team Leader, Sustainable Palm Oil Public Private Partnerships


LOCATION: Jakarta, Indonesia


Department: Forestry and Natural Resource Management Unit


Reports to: Home office manager


****POSITION SUMMARY****


Winrock International is recruiting an Indonesia Team Leader, Sustainable Palm Oil Public Private Partnerships around an anticipated USAID-funded project. This position will be based in Jakarta, Indonesia. The anticipated project will address the constellation of market forces, financial incentives, policy levers, social norms and values driving deforestation and biodiversity loss in Indonesia in order to promote changes in individual and organizational behavior to reduce greenhouse gas GHG emissions and conserve valuable marine and terrestrial biodiversity nationwide. The Indonesia Team Leader, Public Private Partnerships, will engage private sector entities dependent on land-use change, particularly in the palm oil sector, in the promotion of new conservation-oriented low carbon business models that reduce GHG emissions and conserve valuable biodiversity. Responsibilities include liaising with public and private actors in the palm oil and other agribusiness sectors to promote and strengthen the development and application of sustainable policies and procedures and to coordinate and facilitate national adoption of successful low carbon conservation strategies via public private partnerships. The Indonesia Team Leader will work closely with relevant Government of Indonesia Ministries, private sector actors, signatories of the Indonesian Palm Oil Pledge, relevant business associations such as the Chamber of Commerce (KADIN) and the Indonesian Palm Oil Association (GAPKI), and major Indonesian banks.


RESPONSIBILITIES


  1. Liaise with public and private sector actors in palm oil and other agribusiness to promote and strengthen the development and application of sustainable policies and procedures.

  2. Coordinate with relevant Government of Indonesia (GOI) Ministries (eg. Ministry of Agriculture).

  3. Coordinate with private sector actors, including, signatories of the Indonesian Palm Oil Pledge.

  4. Coordinate with relevant business associations such as the Chamber of Commerce (KADIN) and the Indonesian Palm Oil Association (GAPKI) and financial institutions evaluating private sector loan applications.

  5. Support public and private sector participation in the development and adoption of the mandatory Indonesian Sustainable Palm Oil (ISPO) standards.

  6. Play an active role in policy advice, strategic thinking, and knowledge sharing.

  7. Coordinate and facilitate national adoption of successful low carbon conservation strategies for the agribusiness sector, specifically palm oil, via public private partnerships.

  8. Identify promising or successful practices from past or ongoing projects in targeted landscapes and encourage their adoption and use nationwide.

  9. Support development of improved management of conservation areas within plantations and concessions.

  10. Mobilize financing opportunities that incentivize sustainable enterprises.

  11. Support private companies in the application of improved management practices and technologies.

  12. Promote information sharing with the relevant donor community by initiating and/or participating in consultative meetings and preparing briefs on public private partnership development progress and activities.

****The applicant will be required to:****


  • Travel within Indonesia on visits expected to be 1-2 weeks long;

  • Closely follow the implementation plan and monitor each deliverable;

  • Represent the project team at meetings and conferences as needed;

  • Address and proactively identify problems and challenges.

QUALIFICATIONS


Skills, Knowledge, and Experience:


  • 10-15 years of relevant experience in palm oil and other agribusiness sector with a deep understanding of issues around sustainability.

  • Strong understanding of Indonesian political practices.

  • Experience working on major donor-funded projects.

  • Experience working with the GOI Ministries and Government Officials (eg. Ministry of Agriculture).

  • Experience working with private palm oil companies and business associations such as KADIN and GAPKI.

  • Experience with palm oil sustainability standards (ISPO and RSPO).

  • Ability to build and maintain strong and effective relationships with multiple stakeholders.

  • Exposure to “green lending” and related practices across financial institutions is an asset.

  • Exceptional communication skills, including writing.

  • Fluent in English and Bahasa required.

  • Host country nationals, strongly encouraged to apply
