Indonesia: Regional Operational Coordinator - INDONESIA & TIMOR LESTE, based in Dili


Handicap International is recruiting a Regional Operational Coordinator – INDONESIA & TIMOR LESTE to support his regional development program in Indonesia and Timor Leste, for a one year contract starting in November 2015.


The Regional Operational Coordinator is in charge of multi-disciplinary projects in the field of inclusive education, disaster risk management (DRM), people with disabilities’ rights and livelihood.


The main objectives of the mission are to:


• Insure the quality of the projects and the good overall project cycle management in line with the operational strategy defined in the Regional Program Framework;


• Support the development of our operation in Timor Leste, supporting the context and stakeholder analysis and continuing to building the operational capacities of the team there;


• Strengthen the capacity of the operational team in report writing and proposal development;


• Supervise and manage report and proposal writing;


• Contribute actively towards seeking funding in Dili by forging contact with donor, networking with international community and participating to coordination meetings;


• Actively contribute to the implementation of the current Regional Program Framework;


• Support the definition of the new Regional Program Framework (2016-2019);


• Insure that summary documents for each project are produced including a description of the project, a logical framework, an action plan and a sustainability strategy.


Size of team to be managed = 3 to 5 project managers + 1 deputy


Size of budget to be managed = around 500.000 euro (estimated 2015)


We are looking for somebody with a master degree in development studies or social sciences, having a minimum of 5 years of experience in the management of development projects preferably in the disability sector.


Fixed-term contract under French law. The position is open for a departure as single, as couple or as family.
