Indonesia: Deputy Chief of Party

Description: FHI 360 is currently recruiting for the position of Deputy Chief of Party (DCOP) for the upcoming USAID/Indonesia Sustainable Higher Education Research Alliances (SHERA) Program. The primary objective of SHERA is to increase the capacity of faculty, staff, Ph.D. students, and post-doctoral researchers at selected public and private higher education institutions in Indonesia to develop world class research skills. A related objective will to strengthen the institutional environment that enables and encourages university research in Indonesia. The DCOP will assist the COP in program implementation and administration, with a focus on Indonesian university partners.


Job Summary / Responsibilities:


  • Overseeing technical implementation and ensuring project activities are of high technical quality.

  • Managing a large portfolio of grants under contract and subcontracts to US and Indonesia universities in accordance with applicable USG regulations.

  • Providing technical expertise in facilitating research and institutional relationships between Indonesian and US universities.

  • Fostering a collaborative, positive, efficient, and impact-focused work environment for project personnel.

  • Facilitating positive working relationships between US and Indonesian university partners (grantees) and a culture of performance to ensure significant positive impact.

  • Assisting with the management and supervision of work of all experts/personnel provided under the contract.

  • Serving as the secondary point of contact for information on the progress and current status of all project activities.

Qualifications:


  • At least 12 years of experience successfully managing complex international programs (implementation, logistics, budgeting, staffing) or equivalent, preferably those funded by USAID and those conducted in Indonesia.

  • Experience working in Indonesia strongly desired.

  • Strong understanding of issues related to higher education in Indonesia.

  • Strong familiarity with Indonesian and US universities.

  • Master’s degree in education, education management, international education, or a related discipline. Masters’ or Ph.D. in a research discipline preferred.

  • Demonstrated skills in effectively working, coordinating and negotiating with local institutions and organizations, donors, other USAID projects, U.S. embassies, andpartners.

  • Demonstrated excellence in manage large portfolios of complex USAID agreements, sub-awards, and subcontracts and all required reporting requirements.

  • Ability to perform internal control functions to manage day-to-day operations of the project.

  • Fluency in Bahasa strongly encouraged and fluency in English required.
