Programme Officer – Research and Policy Coordination & Advocacy

Background


The ASEAN Business Advisory Council (ASEAN-BAC) was established by the ASEAN Heads of State and Government (HOSGs) at the 7th ASEAN Summit in November 2001 in Bandar Seri Begawan, Brunei Darussalam. Inaugurated at the ASEAN Secretariat in Jakarta, Indonesia in April 2003, ASEAN-BAC’s primary mission is to promote public-private sector partnership to achieve the integration of an ASEAN Economic Community (AEC). ASEAN-BAC provides private sector feedback on the implementation of ASEAN economic cooperation and identifies priority areas for the consideration of the ASEAN Leaders. The activities of ASEAN-BAC are to:


1. Review/identify issues to facilitate and promote economic cooperation and integration;

2. Submit annual recommendations for the consideration of the ASEAN HOSGs; and

3. Organize the annual ASEAN Business & Investment Summit (ASEAN BIS) to coincide with the annual ASEAN Summits.


Duties and Responsibilities


• Assist Executive Director of ASEAN BAC and Chair in preparing reports for the annual ASEAN Leaders and ASEAN BAC Dialogue; ASEAN Economic Ministers (AEM) and ASEAN BAC Consultation;

• Prepare briefs, primers and communication means as required to accelerate advocacy and drive-up government and private sector support in fulfillment of ASEAN BAC’s mandate;

• Build-up an information databank on ASEAN BAC activities and monitor regional developments, with particular focus on the ASEAN economic initiatives;

• Assist host country in the organization of the annual ASEAN Business and Investment Summit (ASEAN-BIS) and ASEAN Business Awards (ABA);

• Assist Chairman of Committees formed under ASEAN BAC on the ASEAN Pioneer Scheme (APPS) and other Committees formed by the Council;

• Maintain contact with Government and related ASEAN business organizations, as well as the ASEAN Secretariat to facilitate exchange and sharing of information for effective performance of ASEAN BAC activities;

• Act as resource person in the regular ASEAN BAC meetings, including dissemination of notices of the agenda, program of activities, preparation of paper presentations, and drafting of minutes;

• Monitor the strategic plan of ASEAN BAC and coordinate activities for the implementation of the annual work program with lead countries and/or person;

• Carry out special assignments, as may be directed by ASEAN BAC, and may initiate special task upon the approval of the Chairman and / or the ASEAN BAC Office Bearers, as deemed necessary.


Qualifications and Experience:


• Degree in economics or one of the relevant disciplines.

• Some supervisory experience, within a management level with not less than three (3) years of high-level experience in a recognized specialized field.

• Proven experience in research, public policy development and negotiation, and in working closely with government officials.

• A sound understanding of international and regional issues, and knowledge of and commitment to ASEAN ideals.

• Sound financial, physical and human resource management skills.

• High-level interpersonal, negotiation and communication skills, including experience in cross- cultural environment and international settings.

• Proven ability to develop and maintain sound working relationships with public and private sector organizations and other stakeholders.

• Commitment to teamwork and collaborative work practices.

• Proven ability for accuracy under pressure and adherence to deadlines.


General Requirement :


Familiarity with diplomatic practices and protocol. Other required qualities are: computer literacy and proficiency in the use of Microsoft Office tools; ability to multi-task, occasionally work long and irregular hours, and perform outside the usual job scope; ability to effectively function independently and as part of team; and willingness to travel.


Remuneration and Benefits :

Successful candidate will be offered the post with a probation period of six (6) months and a monthly salary starting from USD 900. Monthly salary is negotiable in accordance to experience and qualifications. Other benefits are as per the prevailing ASEAN-BAC’s policy. Upon completion of the probationary period, the candidate will be confirmed for up to three (3) years contract, inclusive of the six (6) months probationary period, in the first instance.
