Family Planning Program Manager
OVERVIEW
Founded in 2002 by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, malaria and other illnesses. Based on the premise that business oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective local management. By working in association with governments and other NGO partners, CHAI is focused on large scale impact and, to date, CHAI has secured lower pricing agreements for treatment options in more than 70 countries. In addition, CHAI’s teams are working side-by-side with over 30 governments to tackle many of the largest barriers to effective treatment and care.
Over 200 million women around the world have an unmet need for family planning, indicating they would like to stop or limit childbearing, but do not have access to methods to do so. Increasing access to family planning has the potential to reduce maternal and infant mortality, reduce the number of deaths due to unsafe abortion, and improve the health outcomes of women and families overall. In DRC, 28% of women have an unmet need for family planning and it is estimated that only 8%of all women are currently using modern methods of family planning.
Since 2012, CHAI has worked with governments, partners and manufacturers to reduce the price of contraceptives and increase access to family planning supplies and services. In sub-Saharan Africa, CHAI’s helps Ministries to plan, coordinate, and implement family planning scale up, by providing a strong foundation of rigorous analysis and management support to more effectively target interventions, allocate resources, and fill gaps to align contraceptive supplies with human resource capacity and client demand. One particular focus of CHAI’s work is to improve quantification and forecasting practices and ensure that sufficient supplies are received nationally and then appropriately distributed where needed sub-nationally.
In Indonesia, CHAI seeks to provide support to the government, particularly the BKKBN to improve quantification and forecasting practices and capacity, to strengthen coordination across entities procuring and consuming contraceptives nationally and, ultimately, to reduce stock outs of contraceptives and increase consumption.
The Program Manager will be responsible for initiating CHAI-Indonesia`s new family planning program, including establishing collaborative relationships with government and partners and quickly developing a deep understanding of the family planning landscape in Indonesia. He/she will mainly focus on providing direct support to the BKKBN and in collaboration with UNFPA, on national quantification and forecasting, supply planning, and distribution to sub-national stores and relevant partner organization. Other programmatic needs may arise and flexibility will be essential.
The Program Manager will report to the Country Director and will regularly collaborate and communicate with the global Program Director. He/she will be based in Jakarta, Indonesia.
RESPONSIBILITIES:
The Program Manager will be responsible for supporting BKKBN to:
• Conduct a national forecast for FP commodities for the public sector with active participation of partner organizations, reflecting current and future trends in implant uptake and reflecting past supply constraints
• Confirm of planned procurement of contraceptive implants for 2015-2020, and determine any gaps with anticipated need
• Projections of financial costs under different procurement scenarios for use in decision-making around future implant procurements
• Monitor of family planning commodity stock levels, distribution, and consumption at national and subnational levels, and adjust national forecast and troubleshoot stock outs as needed.
• Collaborate closely with provinces and partners planning service delivery interventions that could impact consumption, such as training or outreach, to incorporate potential changes in uptake into supply decisions
• Assess overall supply chain management capacity and identify areas for improvement in efficiency and coordination
• Liaise with suppliers as needed
• Support the BKKBN with analysis and management support as requested
The Program Manager will also:
• Develop strong working relationships with key stakeholders in government, donors, and partner organizations
• Manage the CHAI FP program budget
• Support CHAI Global Markets Team, Tech Team and Family Planning Team by facilitating access to information and key stakeholders as necessary, and provide updates on national FP situation, especially related to consumption and stock on hand of contraceptives
• Perform other duties that may be assigned by Country Director or requested by global Program Director
QUALIFICATION
• Bachelor’s degree in a related field with a minimum of seven years or Master’s degree in a related field with a minimum of 5 years of work experience in a demanding and fast-paced environment.
• Experience in supply chain management or related operations and logistics work
• Strong analytical, problem solving, and quantitative skills, and ability to use data to inform program development and strategy
• Excellent written and oral English communication skills
• Experience building and maintaining collaborative, senior-level relationships and working with multiple stakeholders
• Ability to handle multiple tasks simultaneously, set priorities, and work well under pressure
• Possess self-motivation and comfort working independently with little oversight
