Background
SNV has worked in Indonesia since 2013 and currently operates in ten provinces. In alignment with our Corporate Strategy, SNV Indonesia works in the sectors Agriculture, Renewable Energy and WASH. In Indonesia, climate change is an important cross cutting issue and one of SNV’s key priorities.
Project Summary
SNV Indonesia seeks to engage a Team Leader to support the £6 million UKCCU funded Forestry, Land-use and Governance (FLAG) project.
The Department for International Development (DFID), through the UK climate Change Unit in Jakarta (UKCCU), is seeking a service provider to establish a Programme Management Unit (PMU) to deliver targeted technical assistance to central ministries and provincial governments in Indonesia from 2015 until 2018. Technical Assistance to the Government of Indonesia for FLAG PMU will be appointed by open competition through the Official Journal of the European Union.
The purpose of the PMU is to provide a platform of technical assistance to help the government of Indonesia to meet its emission reduction objectives through reducing rates of deforestation and improving peat land management, alongside supporting its economic growth objectives through low-carbon pathway.
The PMU supports the Government of Indonesia at the national, sub-national and district levels. Technical assistance will be delivered across four broad areas:
- Component 1 Fiscal Policy
- Component 2 Spatial Planning
- Component 3 Multi-stakeholder Approach to the Indonesian Sustainable Palm Oil (ISPO) Standard
- Component 4 Rapid Response Facility (RR) for Climate Change
Overview of the Position
This position is contingent upon contract award, client funding and obtaining a work permit, if applicable. Both Indonesian citizens and non-Indonesian citizens are eligible to apply. The initial duration of the contract will be three years.
This position will be based in Jakarta with frequent travel to other provinces. The position will report to the Project Director and will work closely with the Deputy Team Leader, the technical team based in Jakarta and the project support team based in Jakarta.
The Team Leader is responsible for overall management, technical direction, and administration to ensure project success. This includes the acquisition and supervision of the project’s financial and human resources. The Team Leader ensures the quality and timeliness of all project deliverables. They will be responsible for ensuring effective coordination of project activities with those of relevant Indonesian ministries and agencies, Indonesian civil society and business organizations, international donor institutions and other UKCCU funded projects.
Key Responsibilities
- Guide the project set-up nationally as appropriate, including developing work plans, budgets and competence table with financial responsibilities and mandates;
- Supervise a national team of experts that are supporting three ministries with a package of technical assistance;
- Overall management of all human, physical and financial resources allocated to the project;
- Responsible for technical steering and lead some of the more complex capacity development services;
- Build, strengthen and manage strategic partnerships with regional and national government institutes, key partners, institutions and stakeholders;
- Manage relations with the donor; network and represent the project at national / international level during fairs, seminars and other platforms in collaboration with the management team;
- Monitor and evaluate the performance of the project management team to ensure that all milestones set in the annual work plan are met, develop mitigation plans to reduce setbacks and take corrective actions to remedy any deviation from the work plans;
- Ensure timely and accurate reporting to the donor as per donor requirements; quality assurance of international and national experts’ project reports in accordance with donor requirements and SNV professional reporting standards;
- Guide knowledge development, documentation and communication and branding in close collaboration with the donor and country sector leader; and
- Identify follow-up funding and partnership possibilities with country management and business development.
Requirements
- At least 15 years’ experience in implementing environmental fiscal policy, land use and governance, spatial planning, international forestry and palm oil sustainability standards projects or related environmental field;
- Master’s Degree in a relevant discipline e.g. environmental management, forestry, social sciences, program management or other relevant field;
- Must demonstrate sufficient professional experience to provide effective leadership and administration of a complex and multifaceted national level projects (at least 5 years’ experience as Team Leader/Chief of Party/Managing Director experience in similar environmental projects preferred);
- Must have sufficient experience in Indonesia to understand and navigate the complex configuration of stakeholders and institutions key to achieving success (East/Central Kalimantan, West Papua and Sumatra experience preferred);
- Excellent social and networking skills, ability to engage with governments and the private sector (experience working with the Ministry of Finance, Ministry of Environment and Forestry, Ministry of Agriculture/ISPO or BAPPENAS preferred);
- Must be adept in strategic planning, budgeting, adaptive management, donor compliance/reporting and supervision;
- Must demonstrate a proven ability to develop a holistic vision for a project containing many disparate parts and then communicate this vision with the team for project success;
- High level English, a working knowledge of Bahasa Indonesia is preferred.
Contract Type: International or National
Contract Duration: 3 years with possibility of extension
