Program Manager

PROGRAM MANAGER: UCP Roda Untuk Kemanusiaan

Established in 2009 in partnership with UCP Wheels for Humanity, UCP Roda Untuk Kemanusiaan (UCP) focuses on providing mobility and empowerment for people with disabilities. Our programs are developed with the intention of integrating the provision of assistive devices within government healthcare. In order to achieve this goal program activities include clinical skill development, policy advocacy, community awareness and concentrated collaboration with various levels of government.

UCP is seeking an enthusiastic and motivated Program Manager to lead program team in implementing an exciting new initiative. While continuing previous programs UCP is working in partnership with the Provincial government of DIY, BPJS, Dinsos, Dinkes and Jamkesus to roll-out a pilot project for providing assistive devices within the government healthcare system in DIY Province. This position will be fully responsible for planning and quality implementation of the program in line. The new program manager will oversee the program coordinators and clinical team to ensure program objectives are being met and tracked. The program manager will represent UCP in building strong cooperation with local partners, government and target beneficiaries. S/he will report directly to the National Director and actively participate on the Senior Management Team.

Responsibilities

• Oversee all program activities including the management of program and technical staff;

• Ensure that implementation of the project activities are in line with project design and implemented in synergy with the work of partners;

• Continually monitor and evaluate program implementation to determine necessary adaptations to meet program goals and objectives;

• Conduct monthly program oversight meetings to track progress, address challenges and ensure effective and timely implementation;

• Review departmental policies and procedures, identifying gaps and setting benchmarks to ensure effective program implementation, communication, monitoring and reporting;

• Travel regularly to program sites to ensure project objectives are being met;

• Lead the development and maintenance of relationships with local partners and other key local stakeholders at district and provincial level;

• Assess the capacity of local partners and strengthen in an integrated way. Ensure clear implementation plans are in place for partner organizations, and ensure timely and quality reporting produced by local implementing partners (provider, Puskesmas, JAMKESUS;

• Represent UCP Wheels for Humanity in several forums, conferences and committees

• Lead the development of Program department budget;

• Ensure the effective and efficient use of project resources;

• In coordination with Operational Manager and Finance Manager, regularly monitor budget versus actual expenditures and proactively propose any modifications to expenditure plans and projections;

• Coordinate with the Finance unit to produce accurate and timely financial reports;

• Work with Operational Manager to ensure policies and procedures are understood and implemented throughout the programme;

• Engage in ongoing development of program department best practices and operational procedures in order to ensure consistently excellent service delivery;

• Maintain appropriate staffing within the program team through effective recruitment, training and mentorship;

• Promote an organizational culture of accountability, high performance, creativity, dedication and compassion;


Requirements:

• Bachelor’s degree in a relevant field such as international relations, development, or public policy required, master’s preferred;

• Minimum eight years of project management experience including significant field implementation experience;

• Familiarity with large donor funded projects and direct partnerships with government

• Experience in financial oversight including experience in budget creation and management;

• Demonstrated management experience, preferably involving management of both program staff and technical experts;

• Ability to analyze information, evaluate options and to think and plan strategically

• Excellent interpersonal, communication and presentation skills;

• Commitment to and understanding of disability issue including rights-based approaches;

• Team player attitude and demonstrated leadership skills;

• Flexible and able to prioritize and multi-task;

• Strong communication skills both verbally and written;

• Commitment to the mission of UCP and a desire to positively impact both beneficiaries and the organizations trajectory;

• Fluency in written and spoken English;


Compensation / Benefits

Rp10.000.000-Rp.12.000.000 monthly depending on experience + health benefits, according to office policies.
