Senior Program Officer, Development, Security, and Cooperation - The National Academies - Irvine, CA

Development, Security, and Cooperation (DSC) builds on long experience and special knowledge of the technical and policy challenges facing developing, transitional, and advanced industrial societies.

JOB DESCRIPTION

Responsible for directly working with Indonesian academy leaders to develop and manage a series of component funding programs in launching the new Indonesian science fund.

Works closely with one other senior program officer to develop program or project strategy and budget , supervise staff, and ensure program or project meets objectives.

Assembles advisory and review committees/panels, with international membership, and serves as staff liaison between committee/panel members and The National Academies of Sciences, Engineering, and Medicine.

Advises Indonesian academy on developing prospectuses and raising funds for new projects.

Is present in Indonesia and directly mentoring and assisting Indonesian counterparts for periods of 1 – 3 weeks.

Incumbent applies in-depth professional level scientific, organizational, and institutional knowledge to independently solve a full range of complex problems. The job’s primary focus is mentoring the new Indonesian Science Fund, including convening activities and organizational programs (research grant programs, fellowships, travel grants, workshops, etc.). The work is primarily intellectual, interpersonal, and analytical in character, requiring advanced knowledge. Assignments are broadly defined and require judgment and creativity to complete. Incumbent has authority to take whatever action deemed advisable or necessary, and is often responsible for oversight or management of other staff. Coordinates with and reports to Senior Program Officer or Director .

Master’s degree in a related field, or equivalent knowledge, and six years of related professional experience, two of which were in a supervisory capacity. Demonstrated impact on the advancement of science or policy through the successful completion of Academies’ activities or equivalent outside activities. Demonstrated high level of proficiency in conveying scientific, technical, and/or policy information in verbal and written form. Advanced knowledge of scientific, technical, institutional, and policy issues in research funding and international development assistance. Ability to solve intellectual problems that are varied and complex using originality. Ability to operate at policy level (with Indonesian Academy Preident and Ministry leadership) using wide latitude for independent judgment and action. Ability to manage and develop project components. Excellent written and verbal skills and ability to develop relationships with team members and staff of Indonesian National Academy, as well as sponsors.

Preferred qualifications: International experience, especially in development assistance. Experience in Indonesia and Indonesian language capability strongly preferred, as position will require interaction with policy-level contacts, extensive site visits to Indonesian instititutions and grant recipients. Would strongly prefer someone with previous Academies experience.
