II. ORGANIZATIONAL CONTEXT AND SCOPE


Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all.


Under the direct supervision of Health Assessment Coordinator and overall supervision of Senior Migration Health Adviser (SMHA) of IOM Mission in Indonesia, the incumbent will assist in the implementation of the Migration Health Assessments Programme and other migration health related activities in IOM Indonesia.


The incumbent is expected to carry out his/her duties in accordance with medico-legal, moral and ethical standards with due respect for gender and socio-cultural differences and human dignity of the migrants.


III. RESPONSIBILITIES AND ACCOUNTABILITIES
1. Assist the Health Assessments Coordinator in establishing and maintaining optimal workflow in all health assessment-related activities in Indonesia and management of the routine health assessment programme for Refugees.
2. Coordinates with external counterparts and IOM colleagues to schedule and implement the IOM migration health assessment activities for refugees as necessary.
3. Assist the Health Assessments Coordinator in maintaining the overall quality and integrity of IOM Mission in Indonesia
4. Establish and maintain a filing system for all Immigration Medical Exams (IME) records.
5. Assist in the preparation and suggest updates of standard operating procedures based on latest information received from authorities requesting Immigration Medical Exams (IME).
6. Assure authentication of identity of IME clients; implementing fraud prevention measures; and providing overall counselling of the IME process when health assessment activities are performed by IOM physicians.
7. Assure that all samples collected for IME purposes are directly observed for quality and quantity including preparation before collection; assure anonymity of samples and arrange timely, cold chain assured delivery to specific laboratories as necessary.
8. Assist HAC in medical examination including collecting medical history, checking vital signs, weight, height and visual acuity.
9. Support Health Assessment Programme Administrator in liaising with Manila Migration Health Department Global Support Unit in relation to statistical reports and validation of health assessment data.
10. Responsible to assist the implementation of monitoring on treatment whenever needed, example: effective, verifiable, documented and safe directly observed therapy (DOT) for those patients deemed by the IOM migration health physicians in need of tuberculosis treatment, following international/ national guidelines of respective international/ national TB treatment guidelines.
11. Ensures that all necessary pre-departure treatments are completed in coordination with the migration health physician.
12. Perform other duties as may be assigned.

V. EDUCATION AND EXPERIENCE
a) Diploma Degree in Nursing, university degree in public health, an advantage
b) Having professional license to practise nursing in Indonesia.
c) At least four years of clinical nursing experience at recognized health institutions (equivalent to class B/C level health institutions).
d) Has experience in Immigration Medical Exams (IME)/Health Insurance field
e) Experience in large health assessments screenings, an advantage
f) Proven ability and experience in liaising with UN, Government Departments/Authorities and other international organizations;
g) Excellent knowledge of structures and functions of district health office and ministry of health
h) Proficient in computer applications: Ms-Office.


VI. LANGUAGES
Language: Fluency in English and Bahasa Indonesia both written and spoken is required

Under the direct supervision of Senior Programme Assistant in Lhokseumawe, in close coordination with Senior Migration Health Physician (SMHP) in Medan for technical supervision/guidance and overall supervision by RCA program coordinator (Sumatera region), the Health Team Assistant will assist in the planning, implementation and monitoring of Health components in close coordination with the relevant units.


II. RESPONSIBILITIES AND ACCOUNTABILITIES


1. Provide assistance to SMHP and Head Sub Office to ensure that all health components of the project are implemented in line with logical frame works.
2. Support monitoring and evaluation health programme for asylum seekers/refugees/ irregular migrants under IOM care (IOM beneficaries).
3. Provide assistance in establishing, maintaining and monitoring health assistance for beneficiary by providing weekly field visitation
4. Liaise with IOM panel health facilities (primary, secondary and tertiary care facilities) to
maintain quality assurance respecting IOM procurement and financial procedures and
regulations
5. In close coordination with on call MHP and(or) SMHP, liaise with relevant (health) authorities regarding the health issues of IOM beneficairies including their requests/complaints and assure the responses are well aligned with IOM Operations guideline.
6. In collaboration with on call MHP and (or) SMHP, identify and make necessary arrangements for health service in IDC, community accomodation and interception sites with secondary and tertiary care facilities for referral of migrants while respecting IOM procurement and financial procedures and regulations.
7. In collaboration with part time physician/nurse, ensure that IOM health assistance for
beneficiaries adheres to essentials of primary care principles, rational utilization of secondary and tertiary health care.
8. Provide support on budgeting preparation and verifying day to day operational needs in providing primary care based health service provisions and facilitation for preventive care and accessing secondary and tertiary care services including payment cycle to implementing partners.
9. In collaboration part time physician /nurse, ensure that emergency medical referral systems are established in IDC and interception sites efficiently as medical needs in coordination with relevant authorities and IOM Health/Operations staff in the field.
10. Provide assistance to MHP to manage need assessment, and health behavior of irregular migrants on a regular basis and inform MHP on intervention such as health promotion and other needs on a quarterly basis.
11. Perform such other duties as may be assigned.

d) Experience in community development, public health and psychosocial fields related to health system.
e) Excellent knowledge of structures and functions of district health office and ministry of health;
f) Capacity to work effectively, strong strategic and creative thinking harmoniously with colleagues from varied cultures and professional backgrounds;
g) Prior experience working in health insurance and health promotion fields are advantages.

THE ROLE


The Program Manager manages the urban refugee program and provides strategic direction to the country program in collaboration with the Country Representative and Program Director. The post-holder will effectively and efficiently coordinate operations systems, processes and activities so that the program is delivered on a timely basis and according to organisational strategy, donor requirements and within the allocated budget. The Program Manager provides leadership in all aspects of staffing, program implementation, monitoring and reporting, and financial accountability.


II. RESPONSIBILITY & TASKS


1. Implementation of Church World Service Program in Jakarta


• The Program Manager is responsible for the overall supervision and planning of the Urban Refugee Program in Jakarta.

5. Monitoring, Evaluation and Reporting

• Preparing the monitoring and evaluation tools and finalization of CWS project.


6. Communication and Coordination


• Communicate and coordinate with Deputy Country Directors –Program, Finance, Operations and Human Resource.
• Communicate and coordinate with finance’s staff on financial issues of the projects
• Communicate and coordinate with other Program Officers on programmatic issues

JOB SUMMARY : The Deputy Program Manager position is required to support the CWS in effective and timely management of all activities including child protection, psychosocial care, SGBV and vulnerability, health, and socio-economic assessment. The incumbent will be the main focal point to oversee the activities conducted for psychosocial care, the unaccompanied Children (UAC) and SGBV This position will assist the Program Manager in conducting research and write new project proposals for submission to donors. The position also entails managerial, administration and documentation skills. An ability to be flexible in working with refugees from various background and as part of team is essential.


RESPONSIBILITY & TASKS


1. Implementation of Church World Service Program in Jakarta


• Work closely with other Program Officers, and advocate for remedies and solutions to psychosocial and protection issues faced by refugees and vulnerable asylum seekers.
• Assess psychosocial and protection needs and identify problems/gaps, risk and vulnerabilities, including those related to gender and age. Propose/priorities initiatives to reduce these risks and increase the resilience capacity.
• Overseeing the overall management and operation of UAM temporary shelters in coordination with concerned staff.
• Supervising the Child Protection Officer, Social Workers and Assessors and provide them with professional guidance and coaching on carrying out their functions
• Ensure presence in refugees centre trough regular visits in order to monitor the needs of the refugees related to psychological support
• Actively engage the refugees in the development of psychosocial activities and use available resources within the target population.
• Ensure referral mechanisms are established for referring Refugees with potential mental/psychosocial health problems or any other general health issues to the appropriate health care service providers in the area
• Provide basic counseling and implementation of psychosocial activities where needed, possible and appropriate in a scheduled manner including specific educational activities addressing the identified social-health issues.
• Responsible for all activities related to UAM issues, including tailoring and supervising attractive programs, supervising their needs and coordinate it with related program officers when required.
• Provide advise and assist Program Manager in any related to psychosocial areas when required
• Acting as Officer in Charge to PURE Program in the absence of Program Manager


Implementation of Sexual and Gender-based Violence (SGBV) prevention and response program


• Lead all activities relating to the prevention, identification and response to SGBV cases/issues.
• Ensure the implementation of the SGBV SOP and coordinate for multi-sectoral assistance for the survivors of SGBV ensuring the safety and dignity of survivors and their families.
• Engage refugee community – including refugee leaders, community groups and individuals – using participatory methods in SGBV prevention and response activities, from planning, development and implementation through to evaluation


2. Staff Management and Development


• Provide inputs to the Program Manager with regards to staff performance and development, especially those under supervision of Deputy Program Manager.
• Ensure the communication and exchange information between all staff/unit are being done properly
• Acting as person in charge during the absence of the Program Manager


3. Documentation and Report Writing


• Assist Program Manager in preparing/editing/analyzing reports, proposals and budgets concerning the project.
• Assist and collaborate with Program Manager in preparing different papers and presentation materials of the program.


4. Monitoring, Evaluation and Reporting


• Assisting Program Manger in monitoring and evaluating the implementation of program according to the plans and activities.
• Assist Program Manager in preparing the monitoring and evaluation tools

II. ORGANIZATIONAL CONTEXT AND SCOPE


Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.


The Regional Cooperation Arrangements (RCA) are a mechanism through which the Australian Government and the IOM support the Government of Indonesia (GoI) in managing human trafficking, people smuggling and irregular migration in the Indonesian archipelago to assist in preventing onward irregular movement to Australia. IOM’s specific role in the RCA (implementation start date: 2011), is to provide direct and auxiliary services to migrants referred by the GoI to IOM, in the following support areas: (a) accommodation management; (b) meals/living allowances/basic supplies; (c) medical care and counselling; and (d) assisted voluntary returns.


General Functions:
Under the direct supervision of the Head of Regional Office / RCA Programme Coordinator in Medan and the overall supervision of the Deputy Chief of Mission, the National Head of Sub-office will be responsible for the management of the sub-office including the oversight of projects and activities in their area.


III. RESPONSIBILITIES AND ACCOUNTABILITIES


1. Establish and maintain necessary relationships with local government, local representatives of national government and community leaders.
2. Establish and maintain working relationships with Immigration and Police to assist in the delivery of projects partnered with these agencies.
3. Provide comprehensive monthly reports on each project being implemented in the sub-office area.
4. Formulate concepts for potential projects in the area. Assist Project Development Unit with development of project proposals related to the area.
5. Advise the Head of Regional Office / Deputy Chief of Mission / Chief of Mission on migration related trends in the area.
6. Responsible for the care and maintenance of Irregular Migrants (IMs) under IOM auspices in his area of responsibility and in strict compliance of the agreed IOM Operational Guidelines.
7. Monitor Irregular Migrants activities and ensure that all basic services are provided to all Irregular Migrants (IMs) under IOM auspices in a timely and efficient manner. Basic services to be provided to IMs include adequate and appropriate food and water, acceptable accommodation facilities, basic personal supplies and toiletries, security and medical assistance, including psycho-social counseling.
8. Visit Irregular Migrants and undertake activities as indicated in the visit activity / work plan prepared in coordination with supervisor.
9. Prepare and submit site-visit reports to Head of Office/ RCA Programme Coordinator and Medan Operations.
10. Coordinate with the Medical and Psychosocial Support teams to ensure that all Irregular Migrants are provided adequate and appropriate medical services, including psychosocial counseling.
11. Review and ensure that payments for service providers and local authorities are correct and necessary.
12. Ensure that all relevant staff is informed of any change in Irregular Migrants status
13. Ensure all the local or international movements for the migrants are arranged properly with close coordination with IOM Jakarta and Operation Officer in Medan
14. Coordinate with IOM Jakarta to assist handling resettlement and Voluntary Repratriation on Refugees and Irregular Migrants movement to ensure accurate and update Irregular Migrants Statistics.
15. Manage all aspects of the operational, logistical, administrative, budgetary and financial activities as well as supervision of staffing in his/her area responsibility for the administrative matters in close coordination with related unit and in accordance with programme standards. Ensure that all staff members in his/her area are performed their tasks in line with IOM regulation and guidelines.
16. Coordinate on security related matters with Logistics & Security Assistant in Jakarta and local UNDSS office. Ensure that sub office and its staff comply with MOSS and MORSS requirement.
17. Prepare and facilitate trainings or orientations, such as preparing training venue and equipment needed as well as organizing of participants, etc as requested by the supervisor.
18. Perform such other duties as may be assigned.

V. EDUCATION AND EXPERIENCE


a) Indonesian National with good knowledge of, and experience in project implementation and managing the administration and operational.
b) University (S1) Degree in Management, Economics, Social Science or Business Administration and Counseling.
c) At least 6 years of experience working experience in any of these fields, particularly in dealing with migrants, refugees/asylum seekers, livelihoods projects or community development projects, direct beneficiaries and/or trainings.
d) At least 2 years of experience in managing team.
e) Working knowledge of IOM procurement, admin and finance rules,
f) Proficient in computer applications.


VI. LANGUAGES
Language: Fluency in English and Bahasa Indonesia both oral and written is a must.

• Co-ordinate with QA/QC for the inspection of new materials. Makeup of assemblies.
• Reviewing purchase order receiving documentation including commercial invoices, packing lists, and bills. Contacts vendors to resolve any discrepancies.

I ORGANIZATIONAL CONTEXT AND SCOPE


Established in 1951, IOM is the leading inter-governmental organization in the field of migration and

services and advice to governments and migrants.


Under direct supervision of the Migrant Care Coordinator IOM Medan and the overall supervision of HoSO IOM Medan, the incumbent will be responsible for assisting the movements and the interceptions in the project site, and other relevant project activities. In most instances, it is expected these activities will fall under the Service Areas of Care, Maintenance, and Assisted Voluntary Return for irregular migrants (IMs) and Resettlement of Refugees.


II. RESPONSIBILITIES AND ACCOUNTABILITIES


1. Work closely with the IOM team (medical, operation, and other related officers), local authorities and/or national government, international organizations, and NGOs to inform and advocate for remedies and solutions to psychosocial and protection issues faced by irregular migrants.


2. Implement tailored psychosocial program activities for the irregular migrants (IMs) and ensure that the implementation of psychosocial program and activities; recreational, spiritual and educational/vocational activities and the like are culturally appropriate and fully respects the confidentiality of the information on migrants.


3. Assess psychosocial and protection needs and identify problems/gaps, risk and vulnerabilities, including those related to gender and age. Propose/prioritise initiatives to reduce these risks and increase the resilience capacity within the IMs communities in detention and community settings.


4. Ensure presence in IMs communities through regular visits to detention centres, temporary settlement areas to collect information on the conditions faced by IMs including the availability of humanitarian assistance (shelter, food, water/sanitation, health and education) and access to services by different segments of IMs populations.


5. Actively engage the IMs in the development of psychosocial activities and use available resources within the target population. Encourage migrants to provide assistance to their own community members by sharing their own knowledge and skills to influence the decision making process affecting their daily living situations.


6. Ensure referral mechanisms are established for referring migrants with potential mental/psychosocial health problems or any other general health issues to the appropriate health care service providers in the area.


7. Provide basic counselling and implementation of psychosocial activities where needed, possible and appropriate in a scheduled manner including specific educational activities addressing the identified social-health issues.


8. Organize case management for case record, collate, review for completeness of information and maintain a filing, retrieval and forwarding system of documents/records for each migrant undergoing assessment, mental / psychosocial consultation, treatment, and referral and follow up.


9. Conduct on-going monitoring, evaluation, analysis and reporting of activities that provided by local NGO partners, service providers, and IMs in detention centre and community housings.


10. Conduct on-going monitoring, analysis and reporting of the psychosocial condition of the IMs and provide periodic reports of psychosocial activities conducted in the designated areas including psychological reports and statistics on a monthly basis to the Psychosocial Support Program Coordinator.


11. In coordination with Finance Unit, manage the operational expenses and ensure IOM expenditure is based on IOM regulations


12. Provide ad hoc activity report to the Supervisors


13. Perform other duties as may be assigned

IV. EDUCATION AND EXPERIENCE


a) Indonesian National with good knowledge of, and experience in project implementation and operational.
b) Diploma Degree in psychology, Social science, counselling, management or Economic. A university degree in any of these fields will be highly regarded.
c) At least four years of experience in any of these fields, particularly in dealing with migrants and trainings.
d) Knowledge in assisting emergency operations activities;
e) Proven ability and experience in liaising with UN, Government Departments/Authorities and other international organizations
f) Experience in provision of community based training activities.
g) Excellent understanding and application of ethical practices within the disciplines and a good understanding of rights based approaches
h) Proficient in computer applications
i) Good written and spoken communications skills,
j) Good interpersonal skills, high loyalty, ability to work in a multi – cultural environment and good working in team.


V. LANGUAGES


Language: Proficient in the English language, proficiency in languages spoken by migrants (Farsi, Arabic, Tamil, Myanmarese) is an advantage.

Under the direct supervision of Head of Sub office (HoSO) Batam, in close coordination with Senior Migration Health Physician (SMHP) in Tanjung Pinang for technical supervision/guidance and overall supervision by RCA program coordinator (Sumatera region), the Health Team Assistant will assist in the planning, implementation and monitoring of Health components in close coordination with the relevant units.


II. RESPONSIBILITIES AND ACCOUNTABILITIES


1. Provide assistance to SMHP and Head Sub Office to ensure that all health components of the project are implemented in line with logical frame works.
2. Support monitoring and evaluation health programme for asylum seekers/refugees/ irregular migrants under IOM care (IOM beneficaries).
3. Provide assistance in establishing, maintaining and monitoring health assistance for beneficiary by providing weekly field visitation
4. Liaise with IOM panel health facilities (primary, secondary and tertiary care facilities) to maintain quality assurance respecting IOM procurement and financial procedures and regulations
5. In close coordination with on call MHP and(or) SMHP, liaise with relevant (health) authorities regarding the health issues of IOM beneficairies including their requests/complaints and assure the responses are well aligned with IOM Operations guideline
6. In collaboration with on call MHP and (or) SMHP, identify and make necessary arrangements for health service in IDC, community accomodation and interception sites with secondary and tertiary care facilities for referral of migrants while respecting IOM procurement and financial procedures and regulations.
7. In collaboration with part time physician/nurse, ensure that IOM health assistance for beneficiaries adheres to essentials of primary care principles, rational utilization of secondary and tertiary health care.
8. Provide support on budgeting preparation and verifying day to day operational needs in providing primary care based health service provisions and facilitation for preventive care and accessing secondary and tertiary care services including payment cycle to implementing partners.
9. In collaboration part time physician /nurse, ensure that emergency medical referral systems are established in IDC and interception sites efficiently as medical needs in coordination with relevant authorities and IOM Health/Operations staff in the field.
10. Provide assistance to MHP to manage need assessment, and health behavior of irregular migrants on a regular basis and inform MHP on intervention such as health promotion and other needs on a quarterly basis.
11. Perform such other duties as may be assigned.

PROJECT DESCRIPTION:
The USAID-funded project, Linkages Across the Continuum of HIV Services for Key Populations Affected by HIV (LINKAGES), under the President’s Emergency Plan for AIDS Relief (PEPFAR) program is managed by FHI 360 and implemented with local partners. LINKAGES conducts a range of activities to reduce HIV transmission among key populations (KP) — sex workers, men who have sex with men, transgender persons and people who inject drugs — and improve their enrollment and retention in care and treatment across the HIV cascade. LINKAGES will accelerate the ability of governments, key population leaders, organizations working with key populations, and private-sector providers to plan and implement services that reduce HIV transmission among key populations and their sexual partners and extend the lives of those already living with HIV. The key elements of the FHI 360-led team’s strategic and technical approach are:
• Identifying key populations and locales and comprehensively assessing risk,
• Diagnosing “leaks” and revealing access barriers within the HIV services cascade,
• Scaling up “what works” while innovating to ensure the most strategic use of resources and access to newly emerging technologies,
• Addressing structural barriers and transforming local KP organizations,
• Ensuring interventions are sustainable over the long term, and
• Supporting the mainstreaming of human rights, gender and competency and capacity development.


JOB SUMMARY:
The Senior HIV Care and Treatment Officer in Papua will ensure the quality of all LINKAGES-supported clinical service interventions in HIV/AIDS including STI and TB management and collaborate with local health services and partners in Papua. She/he will be responsible for the development of appropriate local strategies for clinical services support at the provincial and district levels, based on the overall LINKAGES clinical services strategy for Indonesia. Responsible for the development of the annual and quarterly work plans, budgets, and satisfactory responses to all reporting requirement for clinical service support activities in the province. Facilitate coordination of all clinical services activities with provincial and district level stakeholders, including the health services, laboratories, hospitals (public and private), clinics, professional organizations, and partners working in the province as well as other government sectors. Facilitate the development of appropriate quality control and quality assurance systems for all aspects of HIV/AIDS clinical services including STI and TB. Provide technical assistance on STI, HTC, HIV treatment, HIV/AIDS clinical management including management of opportunistic infection (i.e., TB) services to all partner organizations and clinics within the target area, including training, consultations, and mentoring according to national guidelines and standards. Monitor all clinical service activities in the provinces and identify significant issues and provide recommendations to LINKAGES management. Coordinate with the LINKAGES team in Jakarta on all program activities.

DUTIES AND KEY RESPONSIBILITIES:
• Responsible for the development of appropriate local strategies for related clinical services support at the provincial and district levels, based on the overall LINKAGES clinical services strategy for Indonesia.
• Responsible for the development of the annual and quarterly work plans, budgets, and all relevant reporting requirements related to clinical service support activities in the province.
• Contribute to the achievement of high quality results in accordance with the targets identified in the work plan and performance monitoring plan.
• Stay current and up to date on all aspects of PEPFAR programming and reporting, especially the latest guidelines related to program quality, including USAID/PEPFAR’s Site Improvement Monitoring System (SIMS), FHI 360 standards including quality assurance and quality improvement initiatives and relevant national and international (i.e., WHO) protocols and guidelines.
• Coordinates with Provincial Health Office of the Ministry of Health, district and local officials, as necessary to coordinate and support the overall provincial HIV program.
• Contributes to the production of timely and accurate technical reports to the FHI 360 country office as required.
• Facilitate coordination of all clinical services activities with provincial and district level stakeholders, including the health services, laboratories, hospitals (public and private), clinics, professional organizations, and partners working in the province as well as other government sectors, as appropriate.
• Facilitate the development of appropriate quality control and quality assurance systems for all aspects of HIV/AIDS clinical services including STI and TB.
• Provide technical assistance on the HIV clinical cascade, HIV/AIDS clinical management including management of opportunistic infection (i.e TB) services to all partner clinics within the target area, including training, consultations, and mentoring according to national guidelines and standards.

• Coordinate with the Senior Technical Advisor: Care and Treatment and LINKAGES Country Representative in Jakarta, as required, on all program activities, and provides regular reports on progress and status of LINKAGES activities in Papua.

MINIMUM REQUIREMENTS:
Education/Experience:
• Clinical degree (MD) or related field.
• At least 5 years of demonstrated key population group technical expertise, with substantial HIV care and treatment experience in Papua.
• At least 5 years of demonstrated “hands-on” experience in a senior level technical position in Papua, preferably with an international development organization and working with key population groups and/or CSOs.
• Experience with U.S. government rules and regulations, and experience working in an international NGO environment, working on a USAID and/or PEPFAR-funded project.
• Excellent written and oral communication skills in English and Bahasa Indonesian.
