Project Summary:**


The Investing in Women Initiative aims to improve women’s economic participation and empowerment in South East Asia. The Initiative will work with businesses to improve their approach to employing women, work with impact investors to increase investment in women SMEs, support other Australian government programs to improve their gender impact, and to advocate regionally for the economic empowerment of women. It is innovative in approach and implementation and actively seeks new and flexible ways of working, new partnerships with the private sector and impact investors, and new approaches to promoting gender equality in development.


The purpose of the contract is to provide technical resources and management services to implement the initiative. The Department of Foreign Affairs and Trade (DFAT) is strongly committed to monitoring, evaluation and learning and has committed substantial funding, through a monitoring, evaluation and learning (MEAL) support unit, to conduct and disseminate applied research to support, improve and sustain program implementation. The four-year Investing in Women Initiative will operate in Indonesia, Vietnam and the Philippines.


Position Summary:


The monitoring and evaluation specialists will lead data collection and analysis efforts in their respective country. The specialists will provide overall support, advice and oversight on country-level monitoring and evaluation, including working with stakeholders on data collection efforts, and ensure the timely collection and reporting of high quality qualitative and quantitative data.


The three country-based specialists will work under the supervision of a MEL Director based in Jakarta.


Responsibilities:


  • Contribute to the development and implementation of the MEL framework for each component and for each business coalition in coordination with technical staff and DFAT.

  • Contribute to the development and implementation of a program results framework for tracking and reporting progress at different levels (i.e., country, component, initiative).

  • Lead efforts to implement country-level results frameworks / logical frameworks that incorporate monitoring and evaluation efforts.

  • Lead the development of data collection instruments.

  • Lead or supervise data collection efforts (e.g., self-reported instruments, key informant interviews, field visits, surveys).

  • Conduct analysis of qualitative and quantitative data and undertake regular reporting of key indicators.

  • Write summaries, briefs and success stories at the country level.

  • Provide in-country administrative, logistical and technical support to teams providing short-term technical assistance.

  • Participate in stakeholder meetings and fora for information sharing and learning.

  • Coordinate efforts and share information with colleagues.

Qualifications:


  • Minimum of a Master’s degree in a relevant field.

  • At least 8 years’ experience with results-based management or similar system used in development programming.

  • Gender and/or private-sector and/or advocacy sector experience.

  • Demonstrated experience collecting and reporting performance and evaluation data/

  • Quantitative analytic skills preferred.

  • Excellent writing skills.

  • Strong communication and interpersonal skills.

  • Take-charge attitude a plus.

  • Willingness and ability to travel in-country and regionally.

  • Fluency in spoken and written English.
