Job Description


International Organization for Migration (IOM) Indonesia is looking for a Migrant Care Assistant I according to the terms of reference below:


I. POSITION INFORMATION


Reference No. : VN/ID10/2015/064
Position title : Migrant Care Assistant I (Psychosocial Care Support)
Position grade : General Service Staff, Grade 4
Base Salary : IDR 9,678,917,- per month
Duty station : Batam, Indonesia
Type of Contract : One Year Fixed Term Contract (first 3 months will be consider as probation period) with possibility of extension.
Organizational Unit : RCA Project – IOM Batam
Reporting directly to : Head of Office/RCA Programme Coordinator in Medan, in close coordination with Migrant Care Regional Field Coordinator technical guidance.
Overall supervision by: Deputy Chief of Mission
Estimated start date : Immediately
Closing date: 11 November 2015


II. ORGANIZATIONAL CONTEXT AND SCOPE


Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.


The Regional Cooperation Arrangements (RCA) are a mechanism through which the Australian Government and the IOM support the Government of Indonesia (GoI) in managing human trafficking, people smuggling and irregular migration in the Indonesian archipelago to assist in preventing onward irregular movement to Australia. IOM’s specific role in the RCA (implementation start date: 2011), is to provide direct and auxiliary services to migrants referred by the GoI to IOM, in the following support areas: (a) accommodation management; (b) meals/living allowances/basic supplies; (c) medical care and counselling; and (d) assisted voluntary returns.


General Functions:
Under the direct supervision of Head of Office/RCA Programme Coordinator in Medan, in close coordination with Migrant Care Regional Field Coordinator for technical guidance and under overall supervision of the Deputy Chief of Mission, the incumbent will provide assistance in the implementation of the operational, medical and psychosocial assistances activities for the irregular migrants in Indonesia.


III. RESPONSIBILITIES AND ACCOUNTABILITIES


1. Responsible for the care and maintenance of IMs under IOM auspices in his/her area of responsibility and in strict compliance of the agreed IOM Operational Guidelines.
2. Monitor Irregular Migrants activities and ensure that all basic services are provided to all Irregular Migrants (IMs) under IOM auspices in a timely and efficient manner. Basic services to be accommodation facilities, basic personal supplies and toiletries, security and medical assistance, including psycho-social counselling as indicated in the visit activity / work plan prepared in coordination with supervisor.
3. Implement tailored psychosocial program activities for the irregular migrants (IMs) and ensure that the implementation of social, religious and educational/vocational activities and the like are culturally appropriate and fully respects the confidentiality of the information on migrants.
4. Assess psychosocial and protection needs and identify problems/gaps, risk and vulnerabilities, including those related to gender and age. Propose/prioritise initiatives to reduce these risks and increase the resilience capacity within the IMs communities in detention and community settings.
5. Ensure presence in IMs communities through regular visits to detention centres, temporary settlement areas to collect information on the conditions faced by IMs including the availability of humanitarian assistance (shelter, food, water/sanitation, health and education), psycho-social needs and access to services by different segments of IMs populations.
6. Ensure referral mechanisms are established for referring migrants with potential mental/psychosocial health problems or any other general health issues to the appropriate health care service providers in the area.
7. Provide basic counselling and implementation of psychosocial activities where needed, possible and appropriate in a scheduled manner including specific educational activities addressing the identified social-health issues.
8. Organize case management for case record, collate, review for completeness of information and maintain a filing, retrieval and forwarding system of documents/records for each migrant undergoing assessment, mental / psychosocial consultation, treatment, referral and follow up.
9. Conduct Migrants community empowerment through community management, voluntary activity, events, capacity building, awareness raising and other possible activities.
10. In coordination with Finance Unit, manage the operational expenses and ensure IOM expenditure is based on IOM regulations
11. Assist the intercepted and surrendered migrants anytime when required and provide counseling to the Irregular Migrants on their option to continue stay in Indonesia or Voluntary Return to their country of origin (AVR).
12. Provide ad hoc activity report to the Supervisors and coordinate with relevant stakeholders as needed in assisting migrants.
13. Provide monthly statistics and formatted reporting
14. Perform other duties as may be assigned

V. EDUCATION AND EXPERIENCE


a) Diploma Degree (D3) in Psychology, Social Science, Business and Management or any related field. A university degree in any of these fields will be highly regarded.
b) At least four years of direct work experience in social work, have worked in settings with protection issues such as battered women, rape victims, family/domestic abuse and trauma/post care.
c) Experience in working with irregular migrants; trafficked persons; general counselling and networking.
d) Excellent understanding and application of ethical practices within the disciplines and a good understanding of rights based approaches
e) Good written and spoken communications skills,
f) Good interpersonal skills, high loyalty, ability to work in a multi – cultural environment and good working in team.
g) Proficient in computer applications
h) Willingness to travel.


VI. LANGUAGES


Language: Proficient in the English language, proficiency in languages spoken by migrants (Farsi, Arabic, Tamil, Myanmarese) is an advantage.
