****JOB CONTEXT****:


Handicap International has been present in Indonesia since January 2005, when it provided an immediate response to the needs of the tsunami victims. Progressively shifting towards a development approach, HI is currently working in two provinces of Indonesia: Yogyakarta and Nusa Tenggara Timur provinces. HI Timor-Leste satellite office opened in Dili capital city in February 2012, making the program regional. The regional office is based in Yogyakarta city, in the homonymous province, where the majority of the program team is currently based.


The position is the evolution of the Regional Operational Coordinator (ROC) position, previously based in Yogyakarta.


In Indonesia, the program is currently implementing activities in the following thematic areas: inclusive education, disaster risk management (DRM), people with disabilities’ rights. HI in Timor-Lest is still at an early stage, implementing a small inclusive education project and a project on people with disabilities’ rights and livelihood. Both countries are prone to natural disasters and hazards and the program has been responding to several natural disasters. From this longstanding experience, HI has built its experience in DRM and an Emergency Operational Framework has been designed to respond in a timely, effective and appropriate manner to the needs of the affected population and according to the scale of the event.


****JOB DESCRIPTION****:


The Country Coordinator is under the direct line management of the Asia Desk Officer based in Lyon. However, during the second semester of 2016 (date to be confirmed), Indonesia is meant to become a regional program with the Philippines. Therefore, starting from that date, the incumbent will be then managed by the Regional Program Director (RPD) based in Manila.


You assume (by delegation of the RPD) the responsibility of the HI representation in Indonesia and Timor Leste and the implementation of all activities/projects. In the HI operational and strategic regional framework the Country Coordinator ensures project’s development, operational management :( implementation and monitoring), administration, human resources, financial, security and communication management and contribute to the regional program strategy.


You are the line manager of national Project Managers (currently 2 based in Yogyakarta, 1 in Dili), and the support services coordinator as well as a technical Unit (Partnership Program Thematic Adviser and Inclusion Program Thematic Adviser) which is based in Yogyakarta.


The main objectives of your mission are to:


  • Ensuring HI representation based on the added value of our technical and methodological expertise and projects’ implementation

  • Piloting development of the mission in continuity with our relevant current projects and considering the programme operational framework and contribute to opportunities identified by the regional office and HQ.

  • Ensuring continuity of the quality and good partnerships (donors, stakeholders, INGOs etc…) in Indonesia and Timor Leste. This entails to be actively engaged in relevant meetings and working groups.

  • Maintaining and ensuring good team dynamic and mentoring all human resources development in order define and to stabilize the HR organizational model (both administrative and projects)

****CANDIDATE PROFILE****:


You have:


  • Master degree in development studies or social sciences

  • Minimum 5 years’ experience in the management of development projects preferably in the disability sector.

  • Ample and demonstrated experience in writing project proposals in English approved by institutional donors.

  • Ample experience in project cycle management

  • Previous experience in partnership management (preferably with DPO) and in implementing participatory approaches.

  • Ability to supervise and lead a team and create remote management tools.

  • Team and capacity building skills (team management and training skills).

  • Organizational and coordination skills.

Would be an asset:


  • Knowledge/experience in inter-cultural context preferably in South East Asia.

  • Knowledge of Gender and Disaster Risk Management.

****REQUIRED LANGUAGE SKILLS****:


  • Excellent spoken and writing skills in English language.

****JOB ENVIRONMENT****:


The post will be based in Yogyakarta. It is situated 1 hour by plane from Jakarta on Java’s Island, but regular travelling is foreseen to the projects sites and Timor-Leste.


The post requires frequent travel to Indonesia (Nusa Tenggara Timur) and Timor Leste around 40% of the work time, including regular visits to Jakarta (governmental partners, other INGO, even if needed donors).


****EMPLOYMENT CONDITIONS****:


Salary: “2300-2800” € gross salary/month depending on the experience + 457 Euros net/month expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children


Family Duty Station. Please note that the French international school is in Jakarta but there is English school in Yogyakarta (Primary and secondary)
