Project Summary:**


The Investing in Women Initiative aims to improve women”s economic participation and empowerment in South East Asia. The Initiative will work with businesses to improve their approach to employing women, work with impact investors to increase investment in women SMEs, support other Australian government programs to improve their gender impact, and to advocate regionally for the economic empowerment of women. It is innovative in approach and implementation and actively seeks new and flexible ways of working, new partnerships with the private sector and impact investors, and new approaches to promoting gender equality in development.


The purpose of the contract is to provide technical resources and management services to implement the initiative. The Department of Foreign Affairs and Trade (DFAT) is strongly committed to monitoring, evaluation and learning and has committed substantial funding, through a monitoring, evaluation and learning (MEAL) support unit, to conduct and disseminate applied research to support, improve and sustain program implementation. The four-year Investing in Women Initiative will operate in Indonesia, Vietnam and the Philippines.


Position Summary:


The senior monitoring and evaluation specialist will provide technical leadership to the MEL unit on a part-time basis (approximately 50 percent) for up to four years. The specialist will be responsible for designing and supervising the implementation of all monitoring and evaluation frameworks and applied research. The senior monitoring and evaluation specialist is integral to development of a comprehensive multi-country monitoring and evaluation system that promotes learning within DFAT and among external stakeholders. The senior monitoring and evaluation specialist reports to the Director of the MEL unit.


Responsibilities:


  • Develop and implement the ME&L system in coordination with technical staff and DFAT.

  • Lead the development of a project and country-level monitoring, evaluation and learning plans.

  • Oversee the development and testing of data collection tools.

  • Coordinate monitoring, evaluation and learning efforts across components and countries.

  • Lead analysis and reporting on project progress and analytic reports.

  • Author or supervise the development of briefs, memorandums and other written products on findings from data collection efforts and research.

  • Support learning efforts using a variety of mediums.

  • Provide technical support to field staff based in Indonesia, Vietnam and the Philippines, responsible for monitoring and evaluation.

  • Oversee the identification and contracting of individuals and firms required for research and data collection.

  • Establish strong relationships integral to the project to promote a culture of monitoring, evaluation and learning.

  • Respond to client requests.

Qualifications:


  • A minimum of a Master”s degree.

  • A minimum of twelve years of progressively more responsible experience in leading the monitoring, evaluation, and analysis of donor development projects is required.

  • Skills in advanced research methods is required, strong quantitative skills is a plus

  • Experience designing and implementing monitoring and evaluation systems is required.

  • Experience in design and field testing of data collection instruments (e.g., questionnaires and interview guides).

  • Previous experience working in at least one of the focus countries (Indonesia, Vietnam and/or Philippines) is required.

  • Monitoring and evaluation experience with gender, business development, advocacy and/or social impact investing is desired.

  • Demonstrated experience writing technical reports is required.

  • Strong interpersonal and communication skills are required.

  • Fluency in English oral and written skills is required.
