Position Title: The Regional Labour Migration Project Consultant

Type of Appointment: Consultancy Contract, 50 working days

1. Context
Facing towards ASEAN Economic Community in 2015, the HRD related activities will be playing significant role on the economic growth in each ASEAN economy that brings significant contribution to the regional development at large. As known, the success of all HRD activities depends highly upon a sustainable and continuous process of life-long learning, training, and employability. Since there will be an intensive mobility and an exchange of HR within the ASEAN market, one of the key success factor on the HR activities is the recognition of people’s competence and skills. The real problem faced by each economy in recognizing individual competence and skills is the absence of guideline that can be used as a reference for such cross-acknowledgement needs. Without the existence of such guideline and certification system, there will be many issues potentially encountered by all economies in 2015, related to HRD activities such as: HR recruitment; project requirements; qualification compliancy; competence/skill standard.
2. Scope of Work
The Consultant is responsible to develop Guiding Principle for Quality Assurance and Recognition of Competency Certification System among ASEAN Member States.
The Consultant is expected to perform the following responsibilities, but not limited to:
•Review and do the desk research of the relevant laws, regulations and references related to quality assurance and competency certification in the development of the guiding principle
•Develop further the outline of guiding principle into final draft with consultation with AMS governments and relevant stakeholders
•Referencing to the ASEAN Qualification Reference Framework (AQRF)
•Provide timely and accurate reports to Ad-Hoc Task Force on developments and progress within the guiding principle development.
•In close coordination with the Project Coordinator, monitor and advise on risks to project implementation and make recommendations for risk mitigation measures as required- Finalize and submit the draft of guiding principle to IOM upon receiving inputs from relevant stakeholder in validation meeting by Ad-Hoc Task Force.
Time Frame of Activities:
•Drafting of guiding principle : 2nd week – 4th week of December 2015
•Validation Meeting : 1st week of January 2016
•Final Revision : 2nd – 3rd week of January 2016
•Submission of final draft to IOM : 4th week of January 2016
3. Tangible and measurable output of the consultancy work
The end products expected to be delivered by the Consultant will be (in English), as follows:
•Final document of academic paper on the guiding principle on quality assurance and competency
•Presentation of the draft of guiding principle to IOM and Ad-Hoc Task Force
4. Performance indicator for evaluation of results
Output quality and detailed work in compliance with targeted delivery schedule.
5. Terms of payment
•First payment: 30% upon signing of contract.
•Second payment: 30% upon submission of first draft of the guiding principles
•Third payment: 40% upon completion of deliverables (submission of final guiding principle and presentation of the draft of guiding principle).
6. Qualifications and Experience
a. Education
Bachelor Degree in Project Management, Business Administration, Public Administration, Social Sciences, or related studies or equivalent qualification in training/education qualification development. Master degree in Project Management or Human Resources will be a distinct advantage.
b. Work Experience
•Extensive working experience in technical level official from labor ministry or other relevant Government officialof ASEAN Member States will be an advantage.
•Minimum 5 years of work experience in consultancy works in developing the project implementation, donor liaison, operations, administration, or related functions
•Extensive working experience in dealing with ASEAN Qualification Reference Framework (AQRF) will be a distinct advantage
•Experience in projects monitoring and evaluation of any other project in ASEAN or similar developing countries is highly desirable
•Familiar with Mutual Recognition Arrangement (MRA) specially within ASEAN context
•Past experience in coordinating impact evaluation activities and familiarity with social-scientific research methods is an advantage
•Excellent command of both oral and written English
c. Key Competencies
•Good communication (verbal and written) and strong interpersonal skills and ability to work in a team.
•Have excellent analytical, and writing skills
•Be results oriented and able to meet strict timelines for outputs
General Information
•Before commencing work, the Consultant will be required to submit a statement of good health signed by a certified medical doctor.
•IOM only covers the Consultant against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the assignment. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. The Consultant is responsible for his/her own medical insurance for non-occupational accident or illness.
•IOM will not pay any appointment ticket and accommodation as well as travel expenses when the consultant perform field trip during assignment.
•IOM will provide working space if required. The Consultant will be expected to provide the necessary equipment (computer, internet access, email account, etc.) which the Consultant will need to perform tasks as agreed in the framework of this Contract.
•The Consultant will work independently to meet the deliverables and/or as agreed upon between IOM and the Consultant
