Job Vacancy: Temporary Program Coordinator


APHR is seeking a Temporary Program Coordinator for a five-month fixed-term contract (from 8 February to 8 July 2016) as cover for a full-time staff member who will be on maternity leave. The position will be based in Jakarta.

ASEAN Parliamentarians for Human Rights (APHR) was founded in June 2013 with the objective of protecting the human rights of the people of ASEAN. A member-based organisation made up of parliamentarians and influential persons from across Southeast Asia, APHR represents a regional response to human rights concerns, utilizing the specific characteristics and abilities of its members to advocate for rights protections and democratic accountability.


APHR works closely with and supports the work of civil society and human rights defenders and encourages sustainable solutions that increase pressure on governments and multilateral bodies to ensure accountability and uphold and enforce international human rights laws.


This dynamic and young organization is looking for a temporary program coordinator for five months maternity cover, to be based in Jakarta.


Primary Duties and Responsibilities


APHR is looking to recruit a dynamic and highly motivated individual with demonstrated experience with program management and a strong commitment to and knowledge of human rights issues in Southeast Asia to take on the role of Temporary Program Coordinator. Applicants should be highly motivated and able to work with little supervision.


The Temporary Program Coordinator will oversee the coordination and administration of all aspects of APHR’s programs, including budgeting, planning, and implementation. S/he will work closely with the Executive Director and APHR’s Board of Directors to ensure the delivery of existing programs and will contribute to growth of the organisation.


The position will include a one-month handover and training period with the current Program Manager.


Plan the program
• In conjunction with the Executive Director, plan the delivery of the overall APHR program and its activities in accordance with the mission and the goals of the organization
• Develop new initiatives to support the strategic direction of the organization
• Develop a program evaluation framework to assess the strengths of the program and to identify areas for improvement


Organize the program
• Ensure that program activities operate within the policies and procedures of the organization
• Ensure that program activities comply with all relevant legislation and professional standards
• Oversee monitoring and evaluation of programs and relevant reporting for internal use and for donors
• Oversee the collection and maintenance of records on the beneficiaries of the program for statistical purposes, according to the confidentiality/privacy policy of the organization


Oversee the program
• Together with the Executive Director, supervise program staff by providing direction, input, and feedback
• Communicate with stakeholders to gain community support for the program and solicit input to improve the program
• Liaise with other staff and members to ensure the effective and efficient program delivery
• Coordinate the delivery of services among different program activities to increase effectiveness and efficiency


Control the program
• Write reports on the program for management and for donors
• Communicate with donors as outlined in funding agreements
• Ensure that program activities operate within the approved budget
• Monitor and approve all budgeted program expenditures
• Monitor cash flow projections and report actual cash flow and variance to the Executive Director on a monthly basis
• Manage all project funds according to established accounting policies and procedures
• Ensure that all financial records for the program are up to date
• Ensure financial reports and supporting documentation for funders are prepared as outlined in funding agreements
• Provide required information to have invoices generated and submitted to funders according to the established timelines
• Identify and evaluate the risks associated with program activities and take appropriate action to control the risks
• Monitor program activities on a regular basis and conduct an annual evaluation according to the program evaluation framework
• Report evaluation findings to the Executive Director and recommend changes to enhance the program, as appropriate


Qualifications and Experience


Required
• At least five years experience working in a related field, preferably in the field of human rights in Southeast Asia and demonstrated expert knowledge of specific issues or countries within the region
• Masters degree in a related filed or a Bachelors degree with four years’ experience in an NGO setting
• Demonstrated knowledge of NGO program management and capacity-building principles
• Demonstrated knowledge of and dedication to human rights principles and Southeast Asian politics
• Previous experience representing an organisation to a variety of stakeholders (e.g, state and government officials, INGOs, CSOs, media, UN, etc.)
• Fluency in written and spoken English
• Self-motivation, self-discipline, and communication skills are a key element of the position as you will not be working in a traditional office environment
• Ability to meet deadlines in a high-pressure environment


Desirable
• Fluency in at least one ASEAN language
• Experience working with parliamentarians and/or government
• Expert knowledge of ASEAN human rights instruments and the issues facing the development of a regional human rights mechanisms in Southeast Asia


Working Conditions / Salary and Benefits
• The Temporary Program Coordinator will be based in Jakarta and will have to be eligible to work in Indonesia.
• S/he will be hired on a fixed-term 5-month contract from February to July 2016 and will be responsible for his/her own tax contributions and visa and work permit requirements where applicable.
• APHR operates on a standard five-day work week but staff may be required to work some evenings and weekends to monitor program activities and when on missions. Days in lieu will be provided for non-standard workdays.
