The Australia–Asia Program to Combat Trafficking in Persons (AAPTIP) is a five-year (2013–2018) AU$50 million initiative of the Australian Government that aims to reduce the incentives and opportunities for trafficking of persons in the Association of South East Asia Nations (ASEAN) region.


AAPTIP builds on Australia’s long-term support for programs to strengthen the criminal justice response to human trafficking in Asia. These programs include the Asia Regional Cooperation to Prevent People Trafficking (ARCPPT; 2003–2006), and the Asia Regional Trafficking in Persons (ARTIP; 2006–2013) project.


AAPTIP focuses on the prosecution pillar of anti-trafficking at the national and regional level. Support will be provided to the ASEAN Secretariat (ASEC), and partner countries Cambodia, Indonesia, Lao PDR, Myanmar, Philippines, Thailand and Vietnam.


AAPTIP will strengthen the criminal justice response to trafficking by: enhancing regional and national investigative and judicial cooperation on trafficking cases; strengthening legislative frameworks; providing adequate support for victim-witnesses; and expanding the evidence base for policy development and decision-making.


Summary of Role


The Justice Process Assistant Intern will ensure that the Regional Judicial Processes program of AAPTIP has the support required to maximize its quality, impact and reach to all program countries through assisting the Regional Justice Processes Adviser (RJPA) and program team. The Justice Process Assistant Intern will help the RJPA to organise, conduct and monitor training courses, draft training reports and update all materials. The Justice Process Assistant Intern will also assist the RJPA in conducting legal research and collecting information on court management practices of AAPTP countries related to the Trafficking in Persons cases. They will also help the team and counterparts organise any regional meetings and trainings as required.


Specific Duties


The activities that the Justice Process Assistant Intern will undertake are:


> Assist the Regional Justice Processes Adviser in conducting research into various national court administrative practices and procedures focusing on anti-trafficking and analogous criminal laws and procedures pertinent to the criminal justice response to trafficking in countries participating in or associated with AAPTIP;


> Assist the Regional Justice Processes Adviser in collecting and analysing rules of criminal procedure and local pre-trial and trial practices in participating countries;


> Assist the Regional Justice Processes Adviser in identifying relevant local initiatives on court reform and other donor related projects that assist AAPTIP countries with case management specifically on initiatives that assist with the expeditious disposition of transnational crimes;


> Provide input, suggestions and recommendations as requested to the Regional Justice Processes Adviser to assist in tailoring training materials to reflect the custom and practices of participating countries;


> Assist the Regional Justice Processes Adviser in compiling and drafting background information, training materials, case studies and administrative documents for delivery of course curriculum to participating countries;


> Provide as needed logistical and other support in scheduling, organising and delivering workshops, conferences and training courses for judges and court administrators;


> Update and prepare the materials for the courses delivered under the Justice program;


> Draft the training and activity reports as requested by the Regional Justice Processes Adviser;


> Prepare well written and carefully researched reports, memoranda and drafts as requested by the Regional Justice Processes Adviser;


> Assist the broader AAPTIP program in terms of research and regional activities; and


> Other duties as set by the Regional Justice Processes Adviser


Core Competence Required


> Understanding of trafficking and the criminal justice system;


> Sound research, analytical and written communication skills;


> Demonstrated organisational skills;


> Demonstrated skills in IT, including formatting word and excel documents;


> Demonstrated experience in working effectively in cross-cultural environments;


> Excellent communication skills and a participatory approach;


> Understanding and appreciation of gender and human rights issues; and


> Knowledge of court management principles and practices is desirable but not required.


Qualifications


> University degree in law; and


> Excellent written and oral English proficiency is crucial.


Position Status


This is a locally engaged position. The internship is paid a small monthly stipend with the possibility of assistance with accommodation if candidates are relocating to Bangkok to take up the position.


This position is open to ASEAN member State nationals only.
