Job Description
International Organization for Migration (IOM) Indonesia is looking for a National Head of Sub-Office according to the terms of reference below:
I. POSITION INFORMATION

Position title: National Head of Sub-Office
Duty station : Batam, Indonesia
Type of Contract: One Year Fixed Term Contract (first 3 months will be consider as probation period) with possibility of extension.

II. ORGANIZATIONAL CONTEXT AND SCOPE
Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
The Regional Cooperation Arrangements (RCA) are a mechanism through which the Australian Government and the IOM support the Government of Indonesia (GoI) in managing human trafficking, people smuggling and irregular migration in the Indonesian archipelago to assist in preventing onward irregular movement to Australia. IOM’s specific role in the RCA (implementation start date: 2011), is to provide direct and auxiliary services to migrants referred by the GoI to IOM, in the following support areas: (a) accommodation management; (b) meals/living allowances/basic supplies; (c) medical care and counselling; and (d) assisted voluntary returns.
General Functions:
Under the direct supervision of the Head of Regional Office / RCA Programme Coordinator in Medan and the overall supervision of the Deputy Chief of Mission, the National Head of Sub-office will be responsible for the management of the sub-office including the oversight of projects and activities in their area.
III. RESPONSIBILITIES AND ACCOUNTABILITIES
1. Establish and maintain necessary relationships with local government, local representatives of national government and community leaders.
2. Establish and maintain working relationships with Immigration and Police to assist in the delivery of projects partnered with these agencies.
3. Provide comprehensive monthly reports on each project being implemented in the sub-office area.
4. Formulate concepts for potential projects in the area. Assist Project Development Unit with development of project proposals related to the area.
5. Advise the Head of Regional Office / Deputy Chief of Mission / Chief of Mission on migration related trends in the area.
6. Responsible for the care and maintenance of Irregular Migrants (IMs) under IOM auspices in his area of responsibility and in strict compliance of the agreed IOM Operational Guidelines.
7. Monitor Irregular Migrants activities and ensure that all basic services are provided to all Irregular Migrants (IMs) under IOM auspices in a timely and efficient manner. Basic services to be provided to IMs include adequate and appropriate food and water, acceptable accommodation facilities, basic personal supplies and toiletries, security and medical assistance, including psycho-social counseling.
8. Visit Irregular Migrants and undertake activities as indicated in the visit activity / work plan prepared in coordination with supervisor.
9. Prepare and submit site-visit reports to Head of Office/ RCA Programme Coordinator and Medan Operations.
10. Coordinate with the Medical and Psychosocial Support teams to ensure that all Irregular Migrants are provided adequate and appropriate medical services, including psychosocial counseling.
11. Review and ensure that payments for service providers and local authorities are correct and necessary.
12. Ensure that all relevant staff is informed of any change in Irregular Migrants status
13. Ensure all the local or international movements for the migrants are arranged properly with close coordination with IOM Jakarta and Operation Officer in Medan
14. Coordinate with IOM Jakarta to assist handling resettlement and Voluntary Repratriation on Refugees and Irregular Migrants movement to ensure accurate and update Irregular Migrants Statistics.
15. Manage all aspects of the operational, logistical, administrative, budgetary and financial activities as well as supervision of staffing in his/her area responsibility for the administrative matters in close coordination with related unit and in accordance with programme standards. Ensure that all staff members in his/her area are performed their tasks in line with IOM regulation and guidelines.
16. Coordinate on security related matters with Logistics & Security Assistant in Jakarta and local UNDSS office. Ensure that sub office and its staff comply with MOSS and MORSS requirement.
17. Prepare and facilitate trainings or orientations, such as preparing training venue and equipment needed as well as organizing of participants, etc as requested by the supervisor.
18. Perform such other duties as may be assigned.

V. EDUCATION AND EXPERIENCE
a) Indonesian National with good knowledge of, and experience in project implementation and managing the administration and operational.
b) University (S1) Degree in Management, Economics, Social Science or Business Administration and Counseling.
c) At least 6 years of experience working experience in any of these fields, particularly in dealing with migrants, refugees/asylum seekers, livelihoods projects or community development projects, direct beneficiaries and/or trainings.
d) At least 2 years of experience in managing team.
e) Working knowledge of IOM procurement, admin and finance rules,
f) Proficient in computer applications.
VI. LANGUAGES
Language: Fluency in English and Bahasa Indonesia both oral and written is a must.
