Protection Associate – Pekan Baru

Under the direct supervision of the Assistant Protection Officer and the overall supervision of the Senior Protection Officer, the incumbent will perform the following duties in his/her area of responsibility:

1. Conduct registration of asylum seekers and provide relevant counseling on asylum and refugee status determination (RSD) procedures;

2. Conduct first instance RSD interviews, draft legal assessments, and make recommendations on applications for refugee status in a timely and effective manner, in accordance with UNHCR guidelines and procedural standards;

3. Liaise with relevant government counterparts, particularly immigration, police and local authorities, as well as operational partners in the area of responsibility, on all matters pertaining to asylum and protection of UNHCR’s persons of concern (PoCs);

4. Ensure monitoring of PoCs and conduct regular visits to immigration detention centres and community accommodation centers in the area of responsibility to provide counseling to PoCs and to follow up on protection concerns;

5. Assist with durable solutions case processing;

6. Provide logistical support and assist protection colleagues in conducting capacity building and other public awareness activities;

7. Compile monthly reports on activities in the area of responsibility;

8. Manage finance and administration formalities for operational needs in the area of responsibility, and prepare detailed and accurate monthly financial reports;

9. Perform other duties as required.


Qualifications/Requirements


Competencies: Judgement and Decision Making, Analytical Thinking, Stakeholder Management.


Education: Minimum completion of secondary education but preferably a university degree in Law, Political Science or related discipline.


Experience: Four (4) years work experience in a similar area or in the wider human rights field. Experience working in a multi-cultural environment or international context is an asset.


Nationality: Citizen of Indonesia; non-citizen with Indonesian permanent residence.


Languages: Excellent knowledge of English and Bahasa Indonesia (written and oral) highly essential; knowledge of other UN languages is an asset.


Desirable Skills: Good written and oral communication skills; computer literacy; good knowledge of UNHCR’s protection mandate; understanding of interviewing techniques; ability to work independently with minimal supervision.


Working Relationships

(i) Within UNHCR involving the exchange of a wide range of information;

(ii) With external parties: local authorities, NGOs, and international organizations.

Community Service Associate

Under the direct supervision of the Admin/Programme Officer and with enclosed consultation to the Associate Community Service Officer and protection unit, the incumbent will perform the following duties:

1. Work with implementing and operational partners as well as with displaced and local communities to develop community-owned activities to address, where applicable, the social, educational, psycho-social, cultural, health, organisational and livelihood concerns as well as child protection and prevention and response to SGBV.

 Work with key stakeholders to ensure that any performance management, performance related issues and terminations are dealt with in line with Indonesia laws and regulations

 Stay abreast of changes in Indonesia employment legislation

 Assist in the resolution of industrial disputes


HR METRICS AND REPORTING  Collate and provide HR related metrics for monthly corporate reporting requirements. These may include but not be limited to; total headcount, managed and unmanaged turnover, training hours, Code of Conduct breaches, EEO and diversity statistics.

 Report all risks, breaches and Health, Safety, Security, Environment, Quality (HSSEQ) incidents as appropriate


OTHER KEY RESPONSIBILITIES  Be the primary contract to arrange any trauma related counselling for employees and/or Advisor’s resulting from a traumatic incident, as required.

 Be the primary contract to notify employee families of any incidents of kidnap and ransom in line with Cardno’s policy and procedures.

 Ensure employees awareness of and adherence to Cardno’s Child Protection Policy. Be the primary contact in dealing with any breach or possible breach of Cardno’s Child Protection Policy in line with the required procedure.

ABOUT JCLEC

JCLEC was established by the Republic of Indonesia Government and the Australian Government in 2004 in recognition that no one country can tackle successfully terrorism and other forms of transnational crime. While JCLEC was established on a bi-lateral relationship, JCLEC also work collaboratively with other foreign Governments and Organizations in delivering various programs.

The Centre facilitates a range of training programs, including seminars and workshops to meet its security interests and objectives in South East Asia. The Centre will also be capable of responding to requests from regional governments for operational support in dealing with terrorism and other transnational crimes.

This facility will strengthen the capacity of foreign governments and law enforcement personnel develop and attain complex security objectives in South East Asia.


ABOUT THE POSITION:

Under direction,the Driver is responsible on supporting transportation need in JCLEC by dropping or picking activities as scheduled so that all those who need transportation to and from the JCLEC can be accommodated properly


Key responsibilities include but are not limited to:

• Delivers AFP, the JCLEC staff, passengers and others involved in the activities of the JCLEC

• Check the condition of the vehicles and propose service as needed

• Maintain the cleanliness of the vehicle

• Perform other duties and responsibilities as required.
