Director - Commercial Development job - Sempra LNG - Houston, TX



Sempra LNG ( www.SempraLNG.com ) leads Sempra Energy’s initiatives to develop, construct and operate liquefied natural gas (LNG) regasification terminals and natural gas liquefaction facilities. Since 2004, Sempra LNG has developed two LNG regasification terminals and a natural gas liquefaction export facility. Sempra LNG also manages 3.7 Mtpa of LNG supply from Tangguh in Indonesia. Sempra LNG developed one of the first liquefaction facilities in the U.S. at the site of its existing Cameron LNG regasification terminal in Louisiana. The Cameron Liquefaction Project ( www.CameronLNG.com ), a 3-train $10 billion investment by affiliates of Sempra LNG (50.2%), Mitsui & Co., Ltd. (16.6%), GDF SUEZ S.A. (16.6%) and Mitsubishi Corporation (through a company jointly established with Nippon Yusen Kabushiki Kaisha (NYK)) (16.6%), will have a nominal capacity of 13.5 Mtpa. Construction commenced in July 2014 and full commercial operations of all three trains is expected by the end of 2018. Sempra LNG also developed and operated the first LNG regasification terminal on the west coast of Mexico, Energia Costa Azul, which commenced operations in 2008 with 7.4 Mtpa of capacity. Sempra LNG has initiated the development of potential liquefaction projects including Cameron Train 4/5 Expansion project, a liquefaction project at its Port Arthur, Texas site, and a liquefaction project at the site of the Energia Costa Azul LNG regasification terminal in Mexico. Additionally, Sempra LNG is evaluating additional regasification and related infrastructure projects in support of its LNG business.

The Director – Commercial Development will provide project commercial development support for regasification and liquefaction projects being developed by Sempra LNG. The position will involve either a leadership role for a project team or be a functional lead or provide support in a specific area for the project based on the candidate’s experience and skills. Projects being developed by Sempra LNG typically represent investments ranging from $500 million to $10 billion. The qualified candidate will have a broad range of prior experience in commercial, technical, permitting, operational, finance and risk related aspects of project development and commercial contract negotiations in the LNG industry.

Team leader, functional leader, or commercial contributor related to commercial, technical, permitting, joint venture, operations, and finance related project activities.

Provide commercial support during the negotiations of LNG supply/purchase agreements, gas supply/purchase agreements, ship charter-party agreements, joint venture agreements, and/or other commercial contracts necessary for the development of a liquefaction and/or regasification terminal project.

Review, analyze and develop drafts of material project documents, working within the project team, including EPC Contract, LNG SPAs, Gas Purchase Agreements, Tolling Agreements, Joint Venture Agreements, Loan Agreements and related project agreements,

Prepare and present written detailed analyses, presentations and reports for the project team and to senior management.

Work with the Financial Analysis team, Gas Strategy team, and other groups to assess the economic projections and competitive assessment of a project.

Performs other duties as assigned

External Qualifications:
Education –

Bachelor’s Degree in Engineering or a related field, advanced Business Degree desired and/or a combination of education and experience.

Experience –

10 to 15 years’ energy related business development, technical, operations and related experience with at least 5 years’ experience in the LNG industry in commercial and project development related roles

Skills/Knowledge/Abilities –

Emphasis on commercial development experience in the LNG and natural gas sector and major project development is highly desirable.

Senior professional with strong personal drive and credibility with both internal and external stakeholders.

Proven project development and delivery of business objectives, ability to analyze and understand complex situations, and ability to develop, recommend and implement practicable solutions in accordance with world-class industry standards.

Experience and proven ability to work within and/or lead a cross-functional, matrix organization including technical, permitting, commercial, operations, finance, accounting, tax, insurance, external relations and related functions within a project team.

Ability to understand contractual terms and conditions, risks and related topics within the project scope and contracts/documents including LNG Sales/Purchases, Tolling Agreements, Gas Sales/Purchases, Pipeline Transportation, EPC Contract, Import/Export Authorizations, Permits, Financing Agreements, Joint Venture Agreements, Risk Assessments, and related subjects.

Must be flexible and able to adapt to changing project-related priorities and deliver high quality, accurate work within required deadlines.

Must be able to read and write proficiently in the English language. Ability to review complex agreements and recommend revisions to project documents is highly desirable.

Must have strong communications and interpersonal skills for managing and working within a project team and presenting information to senior management.

Previous supervisory experience required with ability to manage a team of experienced professionals under direct supervision, and within an indirect, matrix organization structure.

Must be authorized to work in the U.S. on an ongoing basis without company sponsorship
