Position Title:****Indonesia**** ****Technical Leader, Biodiversity Conservation and Low Carbon Land Use****

****POSITION SUMMARY****

Winrock International is recruiting an Indonesia Technical Leader, Biodiversity Conservation and Low Carbon Land Use around an anticipated USAID-funded project. This position will be based in Jakarta, Indonesia. The anticipated project will address the constellation of market forces, financial incentives, policy levers, social norms and values driving deforestation and biodiversity loss in Indonesia in order to promote changes in individual and organizational behavior to reduce greenhouse gas GHG emissions and conserve valuable marine and terrestrial biodiversity nationwide. The Indonesia Technical Leader, Biodiversity Conservation and Low Carbon Land Use, is expected to guide technical program activities in Indonesia’s land use sector by working in close partnership with all relevant stakeholders involved in land use policy to reduce emissions and conserve biodiversity.

Responsibilities include promoting best practices in low carbon and conservation oriented land use planning at a national scale; facilitate the resolution of conflicts in laws, regulations, and procedures governing land use; identify financial mechanisms in support of achieving Indonesia’s carbon mitigation and conservation targets; and support evolving data platforms needed in transparent and informed decision making. The Indonesia Technical Leader will work closely with relevant organizations, institutions, and Government of Indonesia Ministries, including Ministries of Environment and Forestry, Marine Affairs and Fisheries, Agriculture, Finance, Home Affairs, Agrarian and Spatial Planning, BAPPENAS, Badan Informasi Geospatial (BIG), the Supreme Court, and the National REDD+ Agency.

RESPONSIBILITIES

1. Coordinate the national adoption of successful low carbon conservation strategies while supporting the resolution of legislative conflicts impeding implementation.


2. Identify successful practices in local and provincial scale land use planning in achieving lowered emissions and biodiversity conservation and play an active role in policy advice, strategic thinking, and knowledge sharing to promote their use and institutionalization nationally.


3. Build on existing efforts of stakeholders in liaising with relevant Government of Indonesia (GOI) Ministries to achieve low carbon and conservation oriented land use.


4. Develop and disseminate clarified information and guidance documents, support policy analyses and proposals for reform, and facilitate dialogue to resolve issues and gain consensus among stakeholders to institutionalize the best practices and resolve any conflicts in laws, regulations, and procedures governing land use.


5. Identify and direct available funds to support forest conservation and low carbon land use.


6. Mobilize existing funds and financing opportunities that incentivize forest conservation and low emissions development.


7. Participate in discussions to design and pilot new financing instruments.


8. Work with stakeholders to ensure data needed to inform land use policies are current, accessible and transparent and approaches are identified to resolve disputes in overlapping land use and rights.


9. Support evolving platforms and foster awareness, access and use among stakeholder groups.


10. Develop approaches through stakeholder consultation and agreement on how customary land rights and claims of traditional communities can be catalogued, confirmed and reconciled with claims of other entities.

• Organize and track meetings with stakeholders;


• Closely follow the implementation plan and monitor each deliverable;


• Represent the project team at meetings and conferences as needed;


• Address and proactively identify problems and challenges, and adapt to evolving institutional, financial, and political realities on the ground.

QUALIFICATIONS

Skills, Knowledge, and Experience:

• 10 years of relevant experience working with stakeholders to influence policy and frameworks to achieve sustainability goals.


• Strong understanding of Indonesian political practices, knowledge of Indonesia’s existing body of laws, regulations, and procedures governing land use, and appreciation for existing issues and initiatives to address these issues.


• Experience working with relevant GOI Ministries and Government Officials.


• Experience in land use planning in areas with customary land rights.


• Experience leveraging financial mechanisms in support of national sustainability initiatives and knowledge of already established funds in Indonesia is an asset.


• Ability to build and maintain strong and effective relationships with multiple stakeholders.


• Exceptional communication skills, including writing.


• Fluent in English and Bahasa strongly preferred.


• Master’s Degree in Agriculture, Forestry, Natural Resource Management, International Development, Public Policy or related field.
