POSITION TITLE : Senior Program Manager


Location: Jakarta, Indonesia


UNIT: Forestry & Natural Resource Management


Reports to: Chief of Party (COP)


PROGRAM SUMMARY:
Winrock International is seeking a Senior Program Manager for an anticipated program in Indonesia. This position will be based in Jakarta, Indonesia. The anticipated project will address the constellation of market forces, financial incentives, policy levers, social norms and values driving deforestation and biodiversity loss in Indonesia in order to promote changes in individual and organizational behavior to reduce greenhouse gas GHG emissions and conserve valuable marine and terrestrial biodiversity nationwide.


ESSENTIAL RESPONSIBILITIES:
The Senior Program Manager will assist the Chief of Party in technical leadership and management of the program; oversee and provide technical expertise in program planning and implementation; and handle administrative and supervisory responsibilities as specified by the COP. These functions will be done in coordination with the Winrock home office, including the program Technical Manager, Accounting, Contracts, Procurement, and other departments. The Senior Program Manager will assist in the supervision of selected personnel in the program including the Financial Manager, M&E Specialist, Technical Specialists and others.


OTHER RESPONSIBILITIES:
Supervise all program operations and administrative staff and report directly to the COP.


Oversee logistics and day-to-day management of the program, including financial management, human resources, and program implementation.


Ensure that procedures are developed and that the program is in compliance with USAID and Winrock International regulations related to contracting, procurement, travel, etc.


Communicate and coordinate with program staff on technical and administrative issues, program implementation, work plans, budgets, and other project deliverables.


Ensure appropriate implementation of program strategy and strict adherence to USAID rules and regulations.


Contribute to technical direction and activity implementation in areas agreed upon with the COP.


Work with the COP and other team members to link individual program components to the overall objectives.


Serve as Acting COP when the COP is away from post.


Carry out other tasks as designated by COP and/or Winrock home office staff.


QUALIFICATIONS AND BACKGROUND:
Education: Master’s degree in international development, natural resource management, or other relevant international development field.


Experience:
Minimum of 10 years’ experience working on donor-funded projects in a similar role with proven supervisory and management experience.


Proven expertise in financial management, budgeting, and procurement.


Well-versed in USAID regulations and procedures.


Technical and managerial experience in Indonesia or Southeast Asia preferred.


Background in forestry, biodiversity conservation and/or natural resources management.


Skills:
Computer skills (word-processing, spreadsheets, and database management) are required.


Strong leadership skills, with experience working in challenging and complex environments, with experience in Indonesia strongly preferred.


Excellent managerial skills, including well developed skills in managing complex institutional relations and interactions among a variety of entities.


Fluency in English required, proficiency in Bahasa strongly preferred.
