****Service Objectives:****


CDC is requesting the contractor hire resident advisors to reside and work in Indonesia. Resident Advisors (RA) are needed in country to implement and develop the field epidemiology training program to strengthen the country’s capacity to prevent, respond and contain disease threats.


  • Support and assist national counterparts in technical activities, managerial processes, strategic planning, and sustainability.

  • Train and mentor Ministry of Health (MOH) personnel to improve disease surveillance, detection, and response to outbreaks by providing classroom training in applied epidemiology and leading applied activities and field investigations.

  • Build self-sustaining institutionalized capacity in country.

  • Collaborate with ongoing efforts of other USG and non-USG partners in country to strengthen disease surveillance, response efforts, biosecurity/biosafety, and workforce capacity, and assist the country in reaching Global Health Security and International Health Regulation goals

  • Ensure continued support of Ministries of Health and engage local counterparts.

Task Requirements:


  • Supervise the contracted resident advisor for FETP-Basic.

  • Travel to CDC Atlanta to attend the FETP 5-day retreat.

  • Travel to CDC Atlanta to attend a two-week orientation session.

  • Develop and modify training materials based on agreed upon competencies.

  • Teach courses to trainees, trainers, and other epidemiologists including laboratory epidemiologists.

  • Build capacity among faculty (e.g. training, mentoring).

  • Identify field placement sites on the basis of agreed upon selection criteria.

  • Provide on-site and distance field supportive supervision.

  • Review abstracts, protocols, reports, manuscripts and presentations prepared by trainees under the supervision of the national faculty.

  • Build capacity among field supervisors.

  • Advise supervisors and trainees on projects that lead to public health action, according to the “learning through service” principle.

  • Facilitate communication between trainees, staff and supervisors.

  • Advocate and link with key partners and sponsoring agencies.

  • Report back on activities to national counterparts and international partners.

  • Contribute to representing the FETP at technical meetings and conferences, along with national counterparts.

  • Ensure formal approval of the curriculum.

  • Coordinate with academic partners.

  • Define mandate to conduct (or not) specific investigations and projects.

  • Organize field visits and travels.

  • Monitor trainees progress on core competencies and technical production

  • Advise on selection, assignment and posting following completion of training.

  • Advise on the selection of trainees to send to national and international conferences.

  • Prepare proposals for fundraising (technical components).

  • Manage equipment and supplies.

  • Share resources with partners.

  • Develop and maintain collaboration plans.

  • Maintain the program strategic plan.

  • Facilitate oversight and guidance for the program.

  • Update, when needed, the time-bound sustainability plan to gradually increase the role of national counterparts and phase out of external support.

  • Update, when needed, the Standard Operating Procedures document for all program processes.

  • Build capacity of the national team in scientific and technical management.

  • Develop and maintain established networks at the national and international levels.

  • Support, as needed, an information outlet for public health actions (e.g. bulletin, annual conference, Internet site.)

  • Support, as needed, professional organizations for field epidemiologists and laboratory epidemiologists.

  • Advocate by demonstrating the impact of the program on policy and prevention.

  • Define permanent, systematic ongoing scheme for internal and external monitoring and evaluation, using input, process, output, and outcome indicators.

Minimum Qualifications and/or Certifications:


  • Doctoral-level professional degree in academic fields related to health or allied sciences, preferably in human and veterinary medicine, or zoonotic biology.

  • At least two years’ experience in Field Epidemiology Training Program or a similar field epidemiology service.

  • 1-2 years of experience working in the field as a practicing epidemiologist.

Preferred:


  • Extensive knowledge and understanding of the functionality of surveillance systems at national, sub national, local and community levels of the health systems in country.

  • Experience in preparing and facilitating trainings for in -service public health workforce development initiatives.

  • Knowledge of WHO standards and policies such as the Integrated Disease Surveillance and Response strategy (IDSR) and International Health Regulations.

  • Experience in coordinating multi-agency public health programs at regional, national, sub national, local levels.

  • Experience with adult education strategies.These include:

  • Problem based education techniques,

  • Instructional design,

  • Teaching epidemiology and basic public health statistics,

  • Public health management and program design,

  • Communication and advocacy in public health.
