Gender-Based Violence Technical Advisor, USAID/Indonesia BERSAMA Eastern Indonesia GBV project


Effective with the release of this position announcement, Winrock International is recruiting applicants for the position of Gender Based Violence Technical Advisor for the anticipated USAID-funded BERSAMA – Violence Against Women (VAW) in Eastern Indonesia Project. The proposed objective of the project is to reduce violence against women in target provinces through prevention, behavior change, and capacity building of local organizations and service providers.


The responsibilities, duties, and qualifications are described in the attached position description. Position is contingent upon receipt of donor funding.

POSITION TITLE: Gender-Based Violence Technical Advisor, BERSAMA – Violence Against Women (VAW) in Eastern Indonesia Project


LOCATION: Indonesia


DEPARTMENT: Civil Society & Education


REPORTS TO: Chief of Party


Position Summary:


The GBV Technical Advisor will be responsible for providing technical leadership for a high-quality, results-oriented program focused on reducing gender based violence (GBV) in Eastern Indonesia. The program’s aim is to improve local capacity to serve victims of GBV, raise awareness of the problem, and promote behavior change in local communities. Position will likely be based in Jayapura, Papua, with project-funded travel in the Eastern Region and to Jakarta. Position is contingent upon receipt of donor funding.


ESSENTIAL RESPONSIBILITIES:


The GBV Technical Advisor is responsible for leading the overarching technical strategy to address GBV in the target provinces. Working closely with other project staff and partners, s/he will lead the design of interventions to support the capacity development of local organizations and service providers, promote awareness and behavior change in target communities, and strengthen advocacy for enhanced implementation of laws and protection of victims of GBV.



  • Contribute to the implementation of anti-GBV strategies at the local level, including working with and building the capacity of CSOs, women’s groups, and other community organizations




  • Work with communities to increase awareness about GBV and engage community leaders to work with CSOs and advocate for services and implementation of laws and policies




  • Develop a strategy for constructive male engagement in support of women’s and children’s rights




  • Develop and facilitate training on core gender and GBV concepts, including training of governmental partners, CSOs, and other stakeholders.




  • Contribute to development of tools and indicators for monitoring and evaluation.




  • Contribute to the conception, development, pre-testing, and production of behavior change communication (BCC) and promotional materials.




  • Provide technical assistance to project staff and partners, and serve as an advisor to the Chief of Party




  • Coordinate closely with other project staff, local partners, and relevant stakeholders.




  • Contribute to the development of annual workplans, M&E Plan, and program progress reports.




  • Represent Winrock and the project to external audiences, as requested.




  • Other duties as assigned.


    QUALIFICATIONS:


    Education: Master’s level degree or higher required in public health, social work, international development, gender studies, or a relevant social science discipline.


    Technical


    Experience:




  • Applicants must have a minimum of 8 years’ experience working to address forms of GBV such as domestic violence, violence against children, and or violence against women.




  • Demonstrated experience developing and assessing interventions to combat GBV, including advocacy, training, and social mobilization.




  • Experience developing anti-GBV strategies and providing technical assistance to diverse stakeholders, such as other technical specialists, senior project managers, partner organizations, and government.



Skills/


Knowledge:



  • In-depth understanding of social, economic, and legal issues related to GBV, ideally in the target region of Indonesia.




  • Experience providing technical assistance and capacity building to local stakeholders, including CSOs, social service providers, and/or justice actors.




  • Demonstrated qualitative and quantitative research skills.




  • Demonstrated effective interpersonal skills, creative problem solving, conflict, and ethical management skills.




  • Experience working on projects funded by USAID or other international donors preferred.




  • Fluency in Bahasa Indonesia and English required.




  • Excellent written and oral communication skills.




  • Computer literate in word processing, spreadsheet, and presentation software (Microsoft).
