World Learning seeks a Monitoring & Evaluation and Learning Advisor for a five year USAID-funded university partnerships program based in Indonesia. Background: The program’s primary objective is to increase the capacity of faculty, staff, Ph.D. students and post-doctoral researchers at selected public and private higher education institutions (HEIs) in Indonesia to develop world-class research skills. A related objective is to strengthen the institutional environment that enables and encourages university research in Indonesia. USAID also hopes the program will help selected Indonesian higher education institutions to take part in joint research collaborations with public and private U.S. entities in science and technology. The program builds on previously USAID-funded university partnerships in order to improve the quality of teaching, research and community service within Indonesian universities.
Monitoring & Evaluation and Learning Advisor (Full time position)
The Monitoring & Evaluation and Learning Advisor will be responsible for monitoring and evaluation of project activities as a whole, including measuring the increase of capacity development of HEIs, and the impact capacity development activities has on organizational performance.
Job Responsibilities:
• Monitor and Evaluate project activities as a whole including PMP finalization, review and revision (annually);
• Review and support analysis of USAID standard indicators, custom program indicators, and other relevant performance indicators;
• Design and manage data collection, validation, recording, analysis, and reporting for project indicators;
• Participate in the organizational capacity assessments of beneficiaries to determine current capacity in grants administration, and provide input in the development of capacity development plans;
• Assist in the capture of best practices and lessons learned from knowledge sharing events and activities
• Facilitate discussions involving local stakeholders that focus on reflecting on collected data for the purpose of integrating participant experience into reports
• Rigorously track and evaluate the impact of capacity development activities on organizational strengthening;
• Provide technical expertise and capacity development assistance to the selected higher education institutions in the development of their own internal monitoring and evaluation expertise through training, mentorship, and one-on-one coaching; Contribute to the collection, analysis and dissemination of good practices and lessons learned;
• Support the development of quarterly reports, annual plans, final report, among others required the funding agency;
• Other responsibilities that may be assigned.
Required Qualifications
• Bachelor’s degree, master’s degree preferred;
• Minimum 5 years of experience in the M&E field, preferably in education and capacity development;
• Demonstrated experience in assessing organizational gaps and identifying needs in internal monitoring and evaluation systems;
• Experience drafting, editing and finalizing performance monitoring plans (PMPs);
• Must be fluent in English and in Indonesian Bahasa.
