Duration : Initially until 31 December 2016 with possibility of extension.
Annual Salary : starting from IDR 208,712,000

Duties and Responsibilities
Under the direct supervision of the Assistant Protection Officer and overall supervision of the Senior Protection Officer, the incumbent will perform the following duties in his/her area of responsibility:
1. Conduct registration of asylum seekers and provide the relevant counseling on the asylum and refugee status determination (RSD) procedures;
2. Conduct 1st instance RSD interviews, drafting legal assessments and making recommendations on refugee status in a timely and effective manner, in accordance with UNHCR guidelines and procedural standards;
3. Liaison work with the relevant local Government counterparts, i.e. Immigration, Police and other local authorities in the area of responsibility on all matters pertaining to asylum and protection of persons of concern (PoC);
4. Conduct regular visits to refugee center, Immigration detention centre and community housings (where applicable) in the area of responsibility to provide counseling to PoC as required;
5. Inform and act upon reports received from the PoC or from the local authorities and other operational partners, and provide prompt protection interventions as required with guidance from UNHCR Jakarta;
6. Follow up on protection issues with the authorities concerned, including court cases concerning persons of concern in the area of responsibility on request from UNHCR Jakarta;
7. Assist and follow up on durable solutions activities, as required;
8. Provide logistical support to the Training Team in conducting capacity building and/or other public awareness activities;
9. Compile monthly inputs on activities including statistics of PoC in the area of responsibility;
10. Manage finance and administration formalities for operational needs in the field as well as preparing monthly financial report;
11. Act as interpreter and translator when needed;
12. Perform other duties as required.
Qualifications/Requirements
Education: Minimum completion of secondary education but preferably a University Degree in law, Political science or related disciplines.
Experience: Four (4) years work experience in similar area or in the human rights field. Experience of working in a multi-cultural environment or international context an added asset.
Nationality: Citizen of Indonesia; Non-citizen with Indonesian PR.
Languages: Excellent knowledge of English and Bahasa Indonesia (written and oral) highly essential; knowledge of other UN languages is an asset.
Desirable Skills: Communication; Computer and Windows literate; Good knowledge of UNHCR’s protection mandate; Excellent writing skill; Good interviewing techniques; ability to work independently with minimal supervision.
